The property owner to the south of the project claims there is excessive storm water discharging onto hia property as a result of the re-grading of the "Kindercare" lot. In review of the original topography, the undeveloped "Kindercare" property sloped downward in a south to southwest direction towards the adjacent property. The "Kindercare" property was elevated along the south property line in a manner as to level the property. A majority of the "Kindercare" property is now collecting storm water by means of roof drains, parking lot catch basins and yard drains, which are discharged to the storm sewer system. This would lend iteelf to less storm water flowing onto the adjacent property. A question has also been raised as to why the "toe" (bottom) of the slope created by the "Kindercare" project was not set back from the property line as specified in U.B.C. Section 7011(c). We have had numerous problems during construction.. .involving your contractor as well as various sub-contractors. There seemed to be initial confusion regarding their method of obtaining permission to tear down our fence, use our water and electricity, as well as bulldozing shrubs, piling enormous amounts of dirt and mud on our sidewalks, etc. No permission was given by either owner or the manager of this building to do any of those things prior to the beginning of construction. 1-Jo-one involved on your behalf bothered to obtain the names of owners of record or name of authorized representative of this building. Therefore, even after both owners and the building manager have talked to the foreman on several occasions, we still have had numerous incidents that have the potential of becoming major problems! It seems that drainage of your property nas not been considered and is routed directly to the North side of )ur boundary. During construction, when the ground should hav : been soft, we did have. . . and are still seeing the results of the ncreased elevation of your building. Your property is now several feet higher than ours and slopes directly to our property line. . .thus runoff from the rain flows directly to the North side of our building, flooding sidewalks, grass areas and is also being absorbed under our building. We have contacted the City of Tigard Engineering and Planning Departments regarding this matter. Last week, we had a problem when various workerz began turning water valves on and off, disconnecting lines etc. , even before contacting our building manager. Several. times during that day, various Doctors in our building were left without water for brief periods which makes it extremely difficult to practice Dentistry! Alio, our sprinkler lines and control wires were disconnected, a water line broken. However, we do expect these matters to be your financial responsibility and to receive full restitution for the following: 1 . Our sprinkler system. . .must be checked and repaired, if necessary, by a licensed professional because of the irresponsible manner of connecting, disconnecting and turning off and on both water lines and sprinkler system,including timer! 2. Our fence replaced and positioned to our satisfaction. 3. All grounds and parking lot on North side shall be cleaned up, barkdust and shrubs replaced. 4. Kitchen Hood and Duct: There seems to be some confusion as to the hood and duct systems in this set of plans. Sheet A-8 requires a domestic range and range hood. Sheet M-1 requires a commercial hood referring one on to sheet M-3 which does not exist in this set of plans. This Plans Reviewer is willing to accept a domestic hood and duct over the domestic range for this type of occupancy provided cleanliness is maintained to control grease hazards. Please verify type of units to be used, if commercial equipment is installed submit plans for type I hood, duct, and its automatic protecLion system. Also, provide plans for 1-hour shaft to enclose duct between kitchen and roof. 6. Attic Access: An opening of not less than 22 'x 30 inches In size shall be provided into the attic with a clear head room in the attic of 32 inches. Attic access opening shall be located in an easily accessible area (not in storage closets ur similar spaces). Access shall he t.o each area of the attic space separated by draftstopping, 7. Attic Draftstupping: As attic draftstops pass entirely through the enclosed eaves, the extra 5/8-inch firestopping noted at the upper right hand corner of detail 1JA7 is not. needed. If this material is being installed for structural reasons, than before removing it, verify with the City of Tigard Build- ing Department. 8. SIAL /N) PROJWI' DESCRIPTION The proposed site consists of an existing residential l-ot_ lo(-,it(cl west of Ek)uthwest Hall_ Boulevard (County Poad 997) in Tigard, Oregcm. At the tune of our Exploration the rectEutgular parcel was occupied by vi existing wood franc residence and separate garage. A gravel road nuts east-west through the site. There are several large deciduous trees on site, with most of the site surface covered wit3i occasionally maintained grass. The site is relatively flat but is on the order of 3 to 5± feet higher in elevation than an existing nrdical center to the smith of the si*-e, and the site is on the order of 1 foot hiyher than the adjacent Soui-hvrst Hall Boulevard. Surrounding topography is Yelatively flat. The proposed building is ttnderst(x)l to consist of a single-story masonry and/or wood frame structure with exterior dimensions of al-4iroximately 107 by 59 fent. Proposed Kinsler-Care Learning Center Tigard, Oregon GFA Project: No. r-871106 Page 2 FIELD E:>j ORATM%1 AND LABORATORY TFSTING Five soil test borings were drilled for this project, to depths .ranging fr m 5 to 15 feet below existing grade. Three of these were located in the proposed building area to a depth of 15 feet. The remaining two borings were located in the proposed parking lot portions of the property and were terminated at depths of five feet. Borings wen, backfilled upon canpletion of drilling and sampling. A copy of the test boring logs (Record of Subsurface Exploration) acid Boring 'Location Ph-in, Figure 1, are enclosed in the Appendix. Elevations shown on the test boring logs were obtained by conventional hand-leveling tecimiques referenced to the benchmark indicated on the Boring Location Plan, Figure 1, and are considered accurate to the nearest 1.0t foot. Soil parameters indicating the engineering characteristics of the materials encountered in the test borings, as determined by the field and laboratory testing, are presented on the logs with the terms vmd symbols defined on the General Notes enclosed on the last page of the Appendix. Field and laboratory testing was performed in general accordance with ASTM and other applicable specifications. SUBSURFACE CODIDI'1'IONS Soils encountered in the subsurface exploration include approximately on the order of. 1 foot of topsoil consisting of dart: brown clayey silt with organic matter in most of ths. borings. However, Loring No. 3 penetrated a 6± inch thick layer of black 3/4-inch uniform, anctmlar gravel in the existing drivLAray for the existing residence. Fill soils were encountered in Borings Nos. l and 3 to depths on the order of 2 to 3± feet below the existi.nq grade. Fill soils (Y-.nsisted primarily of brown and light brown fine sandy -ilt or silty fine sand, with occasional traces of clay. Underlying they surface deposits of topsoil and fill soil, native brown clayey silt arcd fine sandy silt was encountered in all five borings and was encountered to depths ranging from 11 to 13± fee+: below existing grade in the deeper borings. Underlying the silt deposits, a }-)irxan silty clay wit_lm traces of fine sand was encountered to the depths explored. Fill soils and shallow native soils to depths on the order of 2h feet below existing grade were Judged to be medium stiff basad upon the field and laboratory testing. Underlying native silts and clays were stiff to very stiff in axmparative consistency. Free water was measured at a depth of 11 feet below the existing grade in Boring No. 3, upon completion of drilling. Although free water was not enornintered in bring Nos. 1 find 2, sampled soils obtained from these borings at depths greater thEu-m 11 to 13 feet below existing grade were very wet. Since the subsoils have a high clay and silt content and are therefore relatively impervious, it is unlikely that free water would accumulate in these explorations during a t.ijm perisxt less Ilion on Proposed Kinder-Care Learning Center Tigard, Oregon uFA Project No. C-871108 Page 3 the order of a few days. However, based upon the moisture contents of the sampled soils and the encountered groundwater level In Boring No. 3, the hydrostatic water level was considered to be at a depth of about 11 to 13t feet below existing grade, at the time of this exploration. The water table should, however, be anticipated to fluctuate somewhat with varying precipitation, and surface runoff. The site may also by subject to a relatively shallow perched grater table where surface water is trapped within the upper more pea-vious layers where underlain by nare inpervious strata. CCVCIkJSIONS AND RLC U AA1WATIONS The conditions imposed by the proposed building, trash corral, Find pavements have been evaluat"'I on the basis of the enq.i nfN-ring characteristics of the subsurface materials encountered in the trrings and their anticipated behavior both during and after. construction. Conclusions and recx me.ndations for building and trash corral foundations and slabs-on-grade, and pavement design alonq with constniction considerations rind site preparation recliAreMents are discussed in the following sections of this report. Also, a general discussion of site seisrtdcity is provided. Sedrinic Design Considerations As depicted on Figu-p No. 1 in Chapter 23 of the, Uniform Building Code (UBC) , nortliern Oregon is within a zone 11 seismic risk area. Moderate damage corresponding to Modifier] W-realli Intensity VII should be -.anticipated for this region. Structural design in accordance with the Uniform Building Code considering this zone II classification is recommended. It should be noted that much of the remainder of the west coast is classified as 7tone 11I or zone IV where higher levels of ground shaking and corresponding structural damage are anticipated. Primarily silty and clayey soils were encountered in this sid)surface. exploration. Dura to the cohesive nature of these soils the em ountered clays and silts are riot expected to be susceptible to liquefaction. Therefore, a specific seismic design with respect to liquefaction is not considered warrwite-d for this project. A site specific seismic risk evaluation for this site is considered outside of the scope of this foundation study. Site Develo nt Considerations A primary site development consideration is the crmplete demolition and removal of the existing residence and associated structures anc3 facilities. The existing residence appears to be located in the proposed paflking area, while the existing garage appears to be located in proposed Kinder-Care building area. Some large trees have to be remnved to make rcxm for the proposed developrmnts. A surface layer of topsoil on the order of 12± inches thick should be removed frau building, slab, and pav(ment areas. Existing driveway surfac-s and widerlyi.ng fill materials should also be excavated and removed frcxm the proposed deve nImrent areas. At the time of exploration, ponded water was noticed adjacent to the existing driveway. Adequate site drainage should he provided during and after construction to reduce the potential for problems associated with moisture sensitive silts and clays. However, care should lx-- taken not to divert water into the adjacent lower lying dei alopment to the south. Site grading should )*-- performed such that ponding on site does not occur, acid grade should be sloped such that non-erosive uniform drainage away frau buildings and pavraents is provided. The project budgrt should consider these site specific development costs including dmolition, possible tree removal, near surface soil ranoval, and sits drainage irrprovements. Subsoils encountered at the test horing locations are considered ix) exhibit moderate strengths and are considered suitable for use with a conventioni--il shallow foundation system, especially for the relatively low structural loads imposed by the proposed devol.orrr-nt. Therefore, the most economical foundation system for the proposed structure is considered to consist of conventional spread footings or a turned-dcxv►,/thiekeru�--d slab desi(rued for a moderate nPowable soil bearing capacity, supported on suitable existing natural soil anti/or newly placed cccp-Acted fill used to raise low area, and replace any unsuitable existing soils where encountered. The floor slab may be designed as a conventional slab-on-grade, and bhould also be supported on suit-able bearing existing natural soils and/or thickened slab foundations. Standard Kinder-Cara plans and S'apNCiflCai 1Ur13 (2.000 psf) )wring capacity maybe used 'Che existing soils are considered to be moderately to highly rmisture and disturbance sensitive. Therefore, problems may be encountered particularly if construction proceeds during wet weather. The sew!rity of the construction problems will be dependent in part on the time of year that construction proceeds, and on precautions exercised to protect the sensiti,�e soils. Proposed Kinder-Care Learning Center Tigard, Oregon GRA Project No. C-871108 Page 5 Site Preparation Requirements Prior to the start of construction, the existing residence, garage, and associated improvements should be demolished and all rubble shrnjld be suitably disporA of off-site. All existing utilities which Eire not to be salvao-,A should be cenpletely reroved and permanently and adequately capped at the property l:i.t►e, or rerouted as required. It is not known if the existing residence has an on-site sE+wage disposal. system such as a septic tank and connected tile field. If such facilities Exist on site, t1-*iy should be ccupletely excavated and removed from the site along with adjacent unsuitable bearing soils. Site preparation tl=ughout the proposed building and pavemnt areas will require removal of unsuitable soils along with all surface vegetation including trees, organic soil, or other unsuitable materials These soils were found to lx-- al-lout 12± inches in thickness at the test boring locations, but may extend to deeper depths in localized pockets that were not detected durijig the subsurface exploration program. Following ren-oval operations, the subgrade should be pronfrolled to detect soft, yielding soils which must be rEimwe'd. Subsequent to proofrolling, the subgrade should be scarified to a depth of at least 6 to 8± inches and recmpacted in accordance with the enclosed specifications. Low areas and excavations may them be raisrxi to the planned finished grade witli ecnpacted fill. Site preparation should be performed in accordance with the specifications enclosed in the Aplxxrxiix of this report (Modified Prmtor Procedures) . Due to the moisture and cb sturbanre sensitivity of the existing soils, special care should be utilized in maintaining positive drainage from the property to reduce the potential for excessive moisture infiltration as a result of precipitation during construction. A polyvinyl sheet should be placed immediately below Cie floor slab to serve as a vapor barrier. if the materials underlying the polyvinyl sheet contain sharp, angular particles, a cushion layer of sand approximately ?. inches thick should be provided to protect it from pwicture. if desired, the slab may be poured monalithically with the perimeter foundations, thickened for wall. suprport, or poured structurally isolated from footings. The soils encountered at: `fest Boring No. 5 generally conform with these encountered at the remaining boring locations and conri.st of a thin mantle of low organic content topsoil underlain by a moderate :strength clayey siltto at least 5 feet] similar to the soils encountered elsewhere across the property. Ttx� trash corral is understood to consist of a wooden fence or chain link type fence enclosure, or a masonry block type open structure. The trash enclosure is very light and therefore, a convent_io,.e.l Learing capacity analysis is not considered to be appAcable for the proposed foundations. The most economical and appropriate foundation system for tine proposed trash corral is considered to consist of a Portland Cement concrete slid) thickened around the perimeter for wall support. The interior concrete pad should be typically a mininnwn of six inches in thickness �-nmd the perimeter edges thickened to at least 1? inches in thi.claress and 12 inches in v,"dth. The c mcrete slab should also be underlain by a mirninnnm 4 to 6 inch caq-,acte l granular base. The existing natural soil is considered s»itable for support of the trash enclosure after proper subgrade preparation including p.roofrolling, scarification, and recampaction as required by the enclosed specifications. Concrete should consist of an air-entrairw-d Portland Cement mi.:cture with a proper water-cement ratio for both strength and finishing considerations. Reinforc%Fie:►t may typically consist of heavy wire mesh (6X6-6/6 VMM) throughout the interior of the pad and four No. 5 rebars (tw) top and two bottom) continuous around the perimeter within the thickened section. The thickened section should also extend at least 12 inches below the .finished exterior grade. All Portland Cem-nt concrete should consist of materials and be placed in accordance with Oregon State 1lig1way Specifications Section 450. Conventional sump pumps placed within pits in the bottom of excavations are iuiticipated to be suitable for anticipated shallow excavation dewatering. Inspection and testing of subgrades and grades for fill, foundation, floor slab and pavement; and fill selection, placement and compaction shall be performed under the supervision of ar exper- ienced soils engineer. 2. All subgrades and grades shall consist of and be (a) underlain by suitable bearing material,(b)free of all organic, frozen, or other deleterious material,and(c) inspected and approved by qualified engineering personnel under the supervision of an experienced soils engineer.Preparation of subgrades after stripping vegetation, organic or other unsuitable materials shall consist of (a) proof-rolling to detect soft, wet, yielding soils or other unstable materials that must be undercut, (b) scarifying top 6 to 8 inches, and (c) recompaction to sarne minimum in-situ density required For similar materials indicated under item 5. Note: Compaction requirements for pavement subgrade higher thdn other areas. 3. In undercut and fill areas, tie compacted fill must extend (a) a minimum 1 foot beyond the edge of the foundation or pavement at grade and down to compacted fill subgrade on a maximum 2(V):1(H) slope, (b) 1 foot above footing grade outside the building, and (c) to floor subgrade inside the building. Fill shall be placed and compacted on a maximum 1(V):5(H) slope or must be stepped or benched as required to flatten if not specifically approved by qualified personnel under the direction of an experienced soils engineer. 4. The compacted fill materials shall be free of deleterious, organic or frozen matter, and shall have a maximum L.igWd Limit (ASTM D-423) and Plasticity Index (ASTM D-424) of 30 and 10, respectively, unless specifically tested and found to have low expansive properties and approved by an experienced soils engineer. The top 12 inches of compacted fill should have a maximum 3 inch particle diameter and all underlyirg compacted fill a maximum 6 inch diameter unless specifically approved by an experienced soils engineer. All fill material must be tested and approved under the direction and supervisior of an experienced soils engineer prior to placement. If the fill is to provide non-frost susceptible characteristics, it must be classified as a clean GW, GP, SW or SP per Unified Soil Classi- fication Systern (ASTM D-2487). 5. The density of the structural compacted fill and scarified subgrade and grades shall not be less than 90 and 95 percent of the maximum dry density as determined by Modified Proctor (ASTM D-1557) for collesive and granular materials, respectively, with the exception of the top 12 inches of pavement subgrade which shall have a minimum in-situ density of 95 and 100 percent of maximum dry density for cohesive and granular soils, respectively, or 5 percent higher than underlying fill materials. The moisture content of cohesive soil shall not vary by more than -1 to +3 percent and granular soil ±3 percent of optimum when placed and compacted or r2compacted. The fill shall be placed in layers with a maximum loose thickness of 8 inches for foundations and 10 inches for floor slabs and pavements unless specifically approved by a qualified soils engineer taking into consideration the type of materials and compaction equipment being used. The compaction equipment must be approved by personnel under the direction of a qualified soils engineer who is also performing the inspection of fill placement and compaction to ensure that it is suitable for the type of materials being compacted. Under no circumstances may bulldozers or similar tracked vehicles be used for compaction equipment. 6. Excavation, filling, subgrade and grade preparation shall be performed in a manner and sequence that will provide drainage at all times and proper control of erosion. Precipitation, springs, and seepage water encountered shall be pumped or drained to provide a suitable working platform. Springs or water seepage encountered during grading/foundation construction must be called to the soil en gineer's attention immediately, for possible revision or inclusion of an underdrain system. 7. Nonstructural fill adjacent to structural fill shall be pieced in unison to provide lateral support. Barkfill along building walls must be placed and compacted with care to ensure excessive unbalanced lateral pressures do riot develop.
