MONO DNIM S Ms om FILE COPY MEMORANDUM TO: Barbara Gomez FROM: Albert Shields RE: 9640 SW Frewing - Iylultiple occupancy, pending MLP DATE: Monday, Ju'y 03, 2000 Barbara, this refers to you, for Zoning & Planning, a complaint regarding 9640 SW Frewing, which is being operated as a multiple dwelling but without benefit of approval or permit from Planning. Since there is a Minor Land Partition pending on the parcel I am copying Matt SchPidegger. The information I received, some of which has proven to be incorrect, was that: 1. The building had been converted from single- to multi-family use, with at least four different apartments; 2. Two electric meters had been instaliad in the last few months; 3. Wiring and structural remodeling had been done by the owner, personally, without permit or inspection. We have no record of Tigard permits fr.)r electrical work of any kind nor for remodel ng or conversion to multiple dwelling. There are six Tigard permits on record - a sewer permit on microfiche; a 1990 MEC for a fireplace insert, voided in 1991; two iHOPs (1993 and 1994); an MLP from 1994 that was withdrawn; ar d the current MLP from 1999. Washington County shows an expired permit for installing a burglar alarm and a 1974 addition to the house. WACO shows nothing about a conversion to multi-family. PGE reports that there are four meters and four separate services for the building: one "utility" service, Rate 31, in the name of Jack Bond, for a light pole and a facility such as a shop, garage, or laundry room, and three residential services in the names of Alice Gobelli (Unit 3), Sarah Wilson (Unit 2), and Jack Bond (Unit 1). The Jack Bond services were in the name of Lauri Aldridge, whom we show as the owner, until January and F=ebruary 2000. PGE reports that the Bond/Aldridge residential meter was changed in May 2000 but Inat the service itself was already in place, although for how long I don't know. The residential services are reported to have been in place si-ce at least 1993 (Unit 1. Band/Aldridge), 1991 (Unit 2), and 1964 (Unit 3). So it apr aar ; that the reportedly recent service installation may have actually been a repracement. But it also appears that there are indeed multipir) residential units and that there have been since at least 1991. Driving by, one cati observe a sign "2B" prominently visible from Frewing. The Tax Assessor's office shows the owner to be Lauri Del 'Hanser, Aldridge, with a purchase date of 6/20/1995 and a name change on 6/19/97. Whether she is the same as Lauri Minzghor, the applicant for HOP93-0009' is not known. Lauri Del Hansen Aldrid�,,e is the applicant on the current MLP1999-00016. The electrical utility service and one residential service were changed from her name to that of Jack Bond in January and February 2000. Whether that indicates a sale we have no record of, her moving out of the premises, or something else, we do not know. We show no record that a certificate of occupancy has ever been issuoi for the structure for multiple-dwelling use. We do have reason to believe that structural modification and electrical work have been done to the building to convert it from single-family to multiple-family use and that that work has been done without permits, inspections, or approval. However, we do not have evidence the work is currently in progress or even recent, nor do we have any reason to suspect an immediate hazard. Therefore, we are turning this over to Zoning & Planning for action vis a vis the (presumably unautho.rized) use as a multiple-dwelling before raising any Building Code issues.
