Dear Mr. Russell: This letter report presents the results of a foundation investigation for a proposed new Toledo Scale sales office building located on the south side of S.W. Varns Street, to the east of S.W. 72nd Avenue, in Tigard, Oregon. The foundation investigation for the nel. ,ffice building was undertaken to determine the subsurface conditions and materials present across the site. The report herein describes the work that was accom- plished, both in the field and to the office, and the results of our engineering studies. The latter are presented in the form of con- clusions and recommendations for suitably founding the new office ' building on the site. i 1 1 It is understood that the new building will be a single story structure, constructed with concrete tilt-up walls on spread footings. The plan dimensions of 'the office building are in the order of 75 feet by 90 feet. The site is relatively flat and is presently bounded by ' wooded lots. At the time of our field work, the site had been essen- tially cleared of trees, vegetation and, for the moat part, organics. tFIELD INVESTIGATIONS tIn order to investigate the subsurface conditions and materials underlying the new office building, two test pits were excavated. The Site Plan, Figure 1, shows the locations of the test pits. The test pits, designated as test pits TP-1 and TP-2, were ' excavated on Thursday, September 15, 1977. ' The test pits were excavated with a rubber-tired backhoe and were on the order of 10 feet deep. As excavation proceeded a detailed ' log of the conditions and materials uncovered was maintained by a soils engineer from our firm. At selected intervals of depth disturbed samples of representative soils were obtained and placed in air- _ght glass jars. All of the samples were returned to our laboratory for detailed classification and routine laboratory testing. Logs of Test Pits Figure 2 presents thy- logs of test pits TP-1 and TP-2. Each log describes the subsurface soils and materials en.ountered and the depths where any changes occurred. To the right of each log are Shown the depths where samples were obtained. 1 1 1 LABORATORY TESTS 1 The samples that were obtained from the test pits were carefully examined in our Laboratory, the physical characteristics of 1 the samples were noted and the samples were classified. In addition to the visual classification, routine classification tests, consisting 1 of natural moisture content determinations, were performed. 1 DISCUSSION OF SUBSURFACE CONDITIONS 1 In general, the soils disclosed by the test pits may be classified as either 1) brown clayey silt, or 2) light brown silt with some sand. No groundwater table was encountered in the test pits. 1 The layer of brown clayey silt was encountered in the upper 1 0. 5 to 0.8 feet in test pits TP-1 and TP-2, respectively. The brown clayey silt contained occasional roots, and oxide nodules were observed 1 in test pit TP-1. The relative consistency of this upper layer is considered stiff to very stiff. 1 Very stiff light brown silt with some sand was encounL.ered 1 below the brown clayey- silt. The test pits were terminated in the light brown silt at a depth of about 10 feet. Oxide staining was evident in the light brown silt deposit, particularly i-1 the upper 2� feet. 1 CONCLUSIONS AND RECOMMENDATIONS The following sections outline our conclusions and r(-com-mendations with respect to founding the new office building on the site. 1 1 - 3 - Site Preparation and Earthwork Prior to any earthwork the ground surface sh7uld be cleared of all deleterious materials to expose firm, nat.urat. ground. Subbase tpreparation for areas to receive structural fill should include proof- rolling. Any soft or wet areas detected by the proof-rolling should be ove_rexcavated down to firm ground and the grade restored using a compacted strctural fill. After the ground has been suitably prepared, fill material, consisting of either granular material, i.e. , sand and/or gravel, or ' cohesive material, i.e. , clayey silt and silt, may be placed under controlled conditions. Granular material may be placed in 12-inch thick ' lifts loose (maximum) and compacted to at least 95 percent of Standard Proctor maximum dry density using a vibratory compactor. If cohesive material is used, on the other hand, it should be placed in 9-inch thick lifts loose (maximum) and compacted to at least 95 percent of ' Standard Proctor maximum dry density. The moi-,ture content of the fill material at the time of compaction should be within + 2 percent of the optimum moisture content. Foundations Footings The loads of the new office building, in our opinion, may be carried by spread footings. Based on our observations during the excavation of the test pits, it is a considered opin;-gin that an ' allowable soil bearing pressure of 2000 lbs. per sq. ft. may be used in foundation design. This allowable soil bearing pressure should be used with respect to real loads, i.e. , dead load plus rual live load, carried by each individual spread footing. Regardless of the foregoing ' criterion, we recommend that the minimum width of any footing be no e 1 1 1 less than 2 feet. The minimum depth of embe0ment for perimeter footings should be 18 inches measured from the outside ground surface, or 12 inches measured from the inside finished grade, whichever results in a greater depth of embedment. 1 Settlements [lased on the physical characteristics of the ' natural stiff to very stiff clayey silt and silt so?.ls, it is our opinion that the maximum total settlement of any footing should be on the order 1 of 1/2 inch. The maximum differential settlement between any two adjacent spread footings, in our opinion, should be less than 1/2 inch. 1 SUMHARY 1 The test pits disclosed that: relatively uniform conditions are present across the site of th,� new Toledo Scale sales office building. ' The natural soils consist of ;;bout a �-foot thick mantle of stiff to very stiff brown clayey silt, whirl: is underlaf.n by very stiff light ' brown silt with some sand. Groundwater was not. encountered in either of the two test. pits. 1 The undisturbed stiff to very stiff brown clayey silt and 1 silt soils should provide suitable support for the spread footings of the new building. In our opinion, an allowable soii bearing pressure of 2000 lbs. per sq. ft. should be used for the design of spread footings 1 founded in firm natural ground. 'fhe allowable soil bearing pressure should be used with respect to real_ loads, l.e. , dead load plus real 1 live load, carried by each spread footing. Regardless of the foregoing criterion, the minimum width of .any footing should be 2 feet. A 1 m?_ciimum embedment of 18 inches is recommended for all exterior footings. It is our opinion that the- maximum total settlement of any foundation 1 unit should he within 'limits normally acceptable for the type of con- striction contemplated. i 1 1 ' LIMITATIONS The scope of the investigation is limited to an inve: tigati.on of the subsurface conditions for suitably four►d?ng the proposed new 1 office building on the site. This report has been prepared in order to aid in the evaluation of the site and to assist the architect and ' structural engineer in the design of this structure. Our description of the project represents our understanding of the significant aspects of the project relevant to the design and construction of earthwork, foundations and similar. In the event that any changes in the design ' and location of the building as outlined in this report are planned, we should be given the opportunity to review the changes and to modify or reaffirm the conclusions and recunmiendations of this report in writing. ' The analysis and recommendations submitted in this report are based ufon the data obtained from the test pits performed at the ' lot-•i"_ions indicated on the Site Plan and from any other information discussed in this report. This report does not reflect any variations ' which may occur between these test pits. In the performance of sub- surface investigations, specific information is obtained at specific ' locations at specific gimes. However, it is acknowledged that variations in soil conditions may exist between the test pit locations and, also, ' that groundwater levels may flucturate from time to time. The nature and extent of variaLluns may not become evident until construction. If, during construction, subsurface conditions different from those ' encountered in the exploratory holes are observed or encountered, or appear to he present beneath or beyond excavations we should be advised ' at olice so that we can observe and review these conditions and reconsider our recommendations where necessary. - 6 ' In order to observe compliance with the design c.uncepts, specifications or recommendations and to allow design changes In the event that subsurface conditions differ from those anticipated, it is recommended that all construction operations dealing with earthwork tbe inspected by an experienced soils engineer. Main Street - Tigard, Oregon DOCKET: SDR 26--77 (Toledo Scales) LOCATION: Varns Office Park, southeast corner of S.W . 72nd and Varns APPLICANT: Smith-Ritchie Corporation, REQUEST: For site plan and architectural review of an office--warehouse 1 . BASIC FACTS : 1 : On August 3 , !976 , the Tigard Planning Commission approved a cimmercial-office park planned development and attached the following conditions : a. The signing program for the entire park be subject. to Design Review Board approval b . That 20 feet along S .W . 72nd Avenue be dedicated for the future widening of S .W . 72nd Avenue to arterial stand- ards . C . An agreement to participate in a local improvement dis- trict for the improvement of S.W. 72nd to City standards to an arterial street and the same type of agreement ba attached to Lots 9 , 10, and 11 to bring Varns Street up to City local street standards . d. A covenant to the deeds for Lots 1-8 , 12 , and 13 be executed prohibiting access to S .W. 72nd and S .W. Varns Streets. Lots 9, 10 , and 11, which will have access to S .W. Varns, shall be restricted from having through access to the internal street. e. The setback from S .W. 72nd Avenue be 40 feet with a ten footintrusion allowable for no more than 1/3 of the lot width, if no other feasible option is available. f . A ten foot wide emergency vehicle access be provided along either Lot 10 or 11 on a pedestrian path or to be constructed with six inches of base rock overladen with sod and signed at both S .W. Varns Street, and the unnamed interior road. g. A five foot utility easement be provided along all. lot lines as deeded . k . Access to Lots 1, 5 , and 12 be combined with adjacent lots and access to Lot 9 be combined with Lot 8 . Access to Lots 14 and 15 be provided on the north and south , respectively and access to Lots 1 and 13 be .from the in- ternal road, not the entrance way . 1 . All remaining aspects of the development be constructed tc applicalbe health , subdivision, and zoning codes. II . SITE PLAN REVIEW : The applicant is proposing to build an office warehouse on Lot 11 in Varns Park . The site is heavily woodea with large growth fir and oak . The proposal has complied with the planned de- velopment plan and program and has left over 40 percent of the lot in its natural state . No landscape plan for site has been required at this time because of the heavy vegetation . However, the option to require a landscape plan should be retained if , due to construction , significant amounts of vegetation are lost . The only deficiencies in the site plan are as follows : o The south parking area specifies only 22 feet in backup rather than the code requirement for 24 feet . I o The north parking area specifies 16 foot long stalls rather than the code requirement of 19 feet. o No location for the freestanding sign has been specified. III . ARCHITECTURAL PLAN REVIEW : The applicant is proposing to build a 6, 750 square foot office- warehouse of exposed aggregate concrete panels with a four foot wide paint strip (dark brown) running along; the top of the building and decorative cedar panels in this front portion . Be- cause of the exposed aggregates and decorative panels, the build- ing should blend in well with the office park concept . A sign detail has been submitted specifying a rretal structure . In order to blend with the setting and be compatible with the building, wood should be used . IV. GENERAL REVIEW: The following Planning Commission conditions pertinent to this request have not yet been satisfied : (See B!tsic Facts) Condi- tions 1 , 2, 8, 10, 12 , 13, and 14 . STAFF REPORT TIGARD DESIGN REVIEW July 27, 1977 Page 4 Condition 14 is a requirement for street lights . Because of the nature of the developmeit , these lights should be decorative and compatible to the theme of development . V. STAFF RECOMMENDATION : Staff recommends approval with Lhe following conditions : 1. A landscape plan be received for review if after erection of the building significant vegetation is lost due to con- struction . 2 . All parking spaces have 24 feet of backup and be 19 feet long. 3. Sign location and details be reviewed before issuance of the sign permit . 4 . That the following Planning Commission conditions be satis- fied before issuance of a building permit : a. That 20 feet along S .W . 72nd Avenue be dedicated for the future widening of S .W . 72nd Avenue to arterial standards . b. An agreement to participate in a local improvement dis- trict for the improvement of S .W. 72nd to City stand- ards to an arterial street, and the same type of agree- ment be attached to Lots 9, 10, and 11 to bring Varns Street up to City local street, standards .
