Box 23397 Tigard, OR 97223 RE: Oregon Ki Society Dear John: Enclosed are five (5) sets of the final construction drawings for the Oregon Ki Society project. As we discussed and shown by our storm drain calculations, storm drain improvements are designed for a 10 }year storm. In order to carry the 10 year storm, the pipes must remain free of obstructions and a headwater condition will be required to drive the 10 year storm flow through the pipes. We estimate the construction cost for public improvements to this project to be as follows: 1. Driveway Apron $ 500. 00 2 . Public Sidewalk $ 1, 000. 00 3 . Removal and Replace Existing Drop Curb $ 250.00 TOTAL $ 1,750.00 Please call us if you have any questions or need any further information regarding this matter. Sine ely, WitE INE NC INC. Box 23397 Tigard , OR 97223 RE: Oregon Ki Society Dear John: Reference is made to our telephone conversation last week regarding the grading and storm sewer design for the Oregon Ki Society facility. Prior to proceeding with the design of this project, we discussed the drainage situation with Randy Clarenow of the City of Tigard. Because the street had just. been improved by the state Highway Division and drainage was not provided to this lot, we felt a better design solution would be to provide a 31' outlet through the curb and stormwater detention on the site. We came to this conclusion because the site is relatively small and the amount of runoff is not expected to be that great from the site Additionally, the owner has agreed that placing a condition of stormwater detention in the parking lot will not create an impact to the use of their facility. This is the kind of facility in which people who will use it are quite likely to be members of th.e organizatio.i and the stormwater detention requirements can be explained to them which should solve some of the City's concerns. Please call if you have any questions regarding this matter. Sin rely, WES CH EN NEER G, INC, I S avpn A. Ward P. E. After talking with you .f contacted Steve Ward of Westech Engineering, who did the design of the storm - Yatem, and reviewed the items we discussed concerning the 4" line exiting at the curb and the possibility of ponding in the parking lot during a heavy rain storm. Mr. Ward contacted me today, after talking with you, and we again went over the pros and cons of the proposed system. He said that you may reconsider the plan and that you would like a letter from the Oregon Ki Society expressing our understanding of the limitations of this system. In light of everything discussed ;.he owners of the building still feel that the system as proposed ( 4" line draining through the curb) will be acceptable. The Oregon Ki Society is willing to accept the possibility of occasional ponding in the parking lot during heavy rains and would prefer to take this course in lieu nf cutting open the recently improved 68th Ave. and connecting to the storm system pipe on the west side of the street. I have eiclosed a copy of the plan for your review and appreciate any help you can give us to resolve this issue. Sincerely, Aa Robert J. Hart Board Member, Oregon Ki Society P.O. I _ . 1 CITY OF TIGARD NOTICE OF DECISION SITE DEVELOPMENT REVIEW SUR 22-86Y „ OREGON KI SOCIETY ,•` APPLICATION: Request: by the OREGON KI SOCIETY for a Site Development: Review to construct a 3,800 square foot martial arts school on a 10,000 square foot property zoned C-P (Commercial Professional) . Located: 12710 SW 68th (WCTM 2S1 1AD Lot 1400) . DECISION: Notice is hereby given that thu Planning Director for the City of Tigard has APPROVED the above application Subject to certain conditions The findings and conclusions on which the Director, based his deci.Rion ars- as noted below. A. FINDING OF FACT' 1 . Background This property was originally developed as a single family, detached residential unit. Similar types of residential structures were develops-) in the area. lle-iever, a change in zonir,3 designation from residential to commercial has resulted in a period of development transition which is still in progress. 2. Vicinity :Information The property is currently zoned C-P (Commercial Professional) and is completely surrounded by properties that are also zoned C--P. Located on the east side of SW 68th Avenue approximately midway between !3W Hampton Street and SW Gonzaga Street the site is surrounded by new, professional office buildings except to the north. Fn the north several older, single family residences remain. 3. Site Information and Proposal Description The subject property is currently occupied by a single family residence on a 100 foot by 100 foot square parcel of land. The applicant is proposing to demolish the existing structure, grading the land, and to construct a 3,POO square foot: building. The proposed martial arts school is classified as indoor participation sports which is permitted in trip, C-P zone. The required 13 parking spaces will be located mostly north of the building and separated from the north property line by a 2. foot landscaped strip. On the south side of the building a 10 foot landscaped strip will be planted. Street acciss to the site will occur directly west of the parking area on SW 68th Avenue, a two--way major collector street, A Sign Code Exception (SCE 10--86) has also been requested to have 45 square feet of signage where a 30 square foot limit applies to the G -P zone. This application will be revip,w(%d -eparat:ely by the Planning Commission on January 6, 1987. NO1 ICE OF DECISION - Gf)R 22--86 -- PAGE 1 4. Agency and NPU Comments The Building Division has reviewed the proposal and has no objection to it. The Tigard Rural Fire Protection District has reviewed the proposal and has made the following comment: Fire fighting water supply shall be provided so that no portion of a commercial building is further than 250 feet from a fire hydrant. The Engineering Division has also reviewed the proposal and makes the following comments: It is likely that eventually the City of T ic-•zr•d will impose no--parking restrictions along SW 58th. Therefore, sufficient on-site parking will need to be provided by the applicant in the conduct of their business. No other comments about: this proposal were received. L. ANAL_Y<3IS AND CONCLAYnION 1 , Parking. the minimum number of parking spaces (13) is provided in this proposal . Of these, three are sized for compact cars and one is provided for a required handicapped parking space. Ident:ificati ,n of this space will be made either by painting the handicapped parking symbol on the pavement of the parking space or with a handicapped parking sign placed in front of the space. ..,.. handicapped space should also have a sidewalk ramp provided . Due to the applicant' s desire to provide only the minimum number of parking spaces and because future restrictions for parking along SW 68th Avenue may be limited or eliminated, expansion of the proposed structure will be. severely limited under the present provisions of the City of Tigard Community Development Code. 2. Access and Egress. AccPss to the site is from SW 68th, The applicant proposes a 20 foot wide driveway :lith a concrete apron opening onto SCJ 68th. In addition, a 5 foot videwalk with curbs is also provided, The 20 foot access does not meet Code requirements which specifies a minimum pavement width of 24 feet. The applicant needs to submit a revised plan showing a ?4 foot dr•ivoway which will not reduce the required parking space arrangement. NOT ICE: OF DECISION - SDR 22 86 PAGL_ 2 3 . Landscapinq and Screening The applicant indicates the location of landscaped strips on the site development plan. These include a 10 foot wide area on the south side and the southwest corner of the proposed building and a 3 foot wide area on the north side and northwest corner. However, no mention is made of the type, size, and species of the proposed plant materials (19 . 1.00.015 c 4) . Revised plan needs to provide the Department with more specific landscaping plans. The security lighting located on the north side of the structure must be directed to minimize light intrUSion to residential dwellings north of the site while maintaining adequate lighting to promote site safety and security . C. DECISION 1 . UNLESS OTHERWISE NOTED, ALL CONDITIONS SHAI...L BE MET PR10R TO ISSUANCE OF BUILDING PERMITS. 2. The applicant shall provide for, roof rain drainage to the public stormwater system. 3 . The applicant shall. provide for, connection of the proposed building to the public sanitary sewer system. A connection permit is required . 4. Street improvements including concrete sidewalk, driveway apron and curb, and utilities including streetli,_lhting shall be installed along the SW 68th Parkway (Avenue) frontage. Said improvements shall be designed and constructed to major collector, street. standards and shall conform to the alignment of existing adjacent improvements. 5. Five (5) sets of plan-profile public improvement construction plans and one (1) itemized construction cost estimate, stamped by a Registered Professional Civil Engineer,, detailing all proposed public improvements shall bo submitted to the Engineering Section for approval . 6. Construction of' proposed public improvements shall not commence until after the Engineering Section has issued approved public improvement plans. The section will require posting of a 100 percent Performance Bond and the payment of a permit fee. Also, the execution of a street opening permit, shall occur prior to, or concurrently with the issk.arance of approved public improvement, plans.
