Park & Recreation Advisory Board (DRAB) Meeting Minutes

The purpose of the Park and Recreation Advisory Board is to advise and advocate
for park and recreation opportunities for a growing Tigard.

1. Call to Order and Roll Call
At 7 p.m. the meeting was called to order by Holly Polivka.
2. Approval of Minutes: November 14, 2016
Wayne Gross moved to approve the November 14, 2016, meeting minutes. Claudia
Ciobanu approved the motion. The minutes were approved by unanimous vote of
the board members present with Claudia Ciobanu, Wayne Gross, Troy Mears, Holly
Polivka, Linda Shaw, and Scott Winkels voting yes.
3. Comments from the Audience
Carine Arendes spoke on behalf of the City Center Advisory Commission. She
conveyed she could provide information and take questions regarding the Tigard
Street Trail). The commission would like to turn the trail head at the Main Street area
into plaza space, including amenities like a splash pad and bathrooms. The
commission would especially like amenities that could be used by the public when
the area is not being programmed.
Neal Brown had been looking for property for a new park for several years and
reported that he found one near the Gaarde Street and 114' Street area. The
proposed park would be 1.92 acres. Mr. Brown invited Peter Dillenburger, from a
real estate company that is listing the property. Mr. Dillenburger originally quoted the
property at $600,000, but since the property has a wetland the price is now $495,000.
4. Discussion Items from Previous Meetings
There were no previous meeting discussion items.
5. PRAB Priorities and Recommendations for Projects
Parks Manager Steve Martin, went over a document from the CIP with current
projects and the estimated costs to complete them. He made the following
comments:
• The Steve Street park had an error on the shown estimated cost. It should be
$400,000—$480,000.
• Mr. Martin added the Woodard Park Restroom project, which would cost
$165,000.
Mr. Martin and City Engineer Lori Faha, discussed the following projects:

• Dirksen Nature Park: The city received two grants (one from Metro and one from
Oregon State Parks) that can be used for restrooms at the park, nature play area
work, boardwalks, and artwork. Ms. Faha reported that construction costs have
escalated and explained the city's efforts to decrease costs by reducing the number
of boardwalks from two to one, decreasing projects for interpretive displays, and
reducing efforts for nature play projects. However, with all these efforts, the city
would still need $270,000 additional funds to complete this part.
• Renovate Pathfinder Genesis Trail: The trail currently has ADA problems,
drainage problems, and a need to grind the asphalt. The approximate cost of the
project would be $250,000.
• Steve Street park property: Mr. Martin referred to the detailed-cost handout in the
meeting packet.
• 108th trail to Cook Park: Ms. Faha reported that the $300,000 listed does not take
into account permitting or mitigation work. The estimated cost was just for
upgrading the trail.
• Metzger School Park: Mr. Martin went over the estimated cost of$2.2 million,
which is mostly due to the turf field with an estimated cost of over $1 million.
• Jack Park Playground: The cost estimate was originally proposed as $42-43,000 but
due to increased labor cost, the project is now estimated at $45,000.
Toraj Khavari and Sarah Soper, on behalf of Friends of Bull Mountain Park (FBMP),
gave the following updates regarding the need for additional funding:
• $40,000 in additional funds are needed for the completion of Bull Mountain Park.
The goal is to complete the park and turn it over to the city in 2017.
• Completed projects that occurred with the Tigard partnership included: built trail
system; built a toolshed; made an ADA portable bathroom section; planted trees
for nature play; and built picnic tables. The handout is on file in the PRAB
meeting record.
• The FBMP need the following done for completion: an ADA drop off area; ADA
trails; build and expand the Nature Play area; and work done for park
infrastructure.

Wayne Gross and Troy Mears felt that the best division of money would be between
Bull Mountain Park,Jack Park, and Dirksen Nature Park. It was asked if the city can
re-allocate $270,000 toward Dirksen Nature Park, however Ms. Faha said that the
City cannot confirm the funds are available from Park SDCs. Mr. Martin and Ms.

Faha confirmed that the city has $300,000 in Park Bond funds to use on all current
projects.
Wayne Gross, Sara Darland, Tim Pepper, Scott Winkels, Troy Mears agreed to use
current funds to support Bull Mountain Park,Jack Park, and Dirksen Nature Park,
with the goal to raise or find the additional money needed for Dirksen Nature Park.
Holly Polivka agreed, but Holly and Linda Shaw also wanted to place Woodard
Park's restroom on the projects list for next year.
Wayne Gross made a motion to vote that $40,000 to Bull Mountain Park; $45,000 to
Jack Park; and the remaining $215,000 to Dirksen, Nature Park and recommend any
additional SDC be allocated to Dirksen Nature Park. Claudia Ciobanu seconded.. All
present members voted yes,with the exception of Linda Shaw, who abstained.
6. Parks Updates
Steve Martin gave the following parks updates:
• The last session of the annual leaf event and food drive is taking place on
December 17.
• The Boy Scouts are recycling Christmas trees in early January at Cook Park. The
trees will be recycled and the chips will be used on trails in the park.
• Shelter and field reservations open January 3, 2017 to the public.
• The Rotary Club would like to name the downtown plaza area.
• The 6 acres were added to Sunrise Park through a land use action.
• Metro acquired and transferred to the city a trail easement for the west side trail.
7. PRAB Chair and Vice Chair Nominations
Holly Polivka and Troy Mears suggested Wayne Gross for chair and Linda Shaw for
vice chair.
8. PRAB Discussion Items from Council and PRAB Goals
Mr. Martin asked to see if there are any Council updates. The following was stated:
• Council would like to see white papers for budget items
• Council requested more presence from PRAB at budget meetings
9. PRAB Liaison Reports
There were no PRAB liaison reports.
10. Non-Agenda Items

The following were the non-agenda items:
• Wayne Gross proposed that the Parks division should now be called "Parks &
Recreation".
• Mr. Martin commented that recreation is requesting the Administrative Specialist
II position be raised from 30 hours per week to 40 hours in the Quarter 2.
11. Executive Session
An executive session was held to discuss real property.
