Tigard-Hubbard Interchange Mr. Roy Rangola, Chairman Pacific Highway City Hall Washington County Tigard, Oregon 97223 Gentlemen: The Foster & Klei.ser Division of Metromedia Corporation is the owner of an outdoor ad-ertising b!llboard, located approximately 120 feet south of Bonita Rjad. on the west side of I-5. The State Highway Division has a proposed acquisition of 20 feet width at this location to provide for the widening of the existing freeway. The billboard was placed and remained at this location in compliance with State regulations since 1956. The impending R/W acquisition requires the State to pay either the cost of moving the billboard or the purchase price of the billboard. There is no agreed upon formula for the evaluation of this billboard as of this writing. Existing regulations do provide for the State to pay moving and alteration costs. The existing City moratorium on signboards does not expire until after the project contract letting date, which is estimated to be in April, 1973. A variance from the signboard code or the moratorium, as requested by the sign company, would allow the company and the State to negotiate an a,r,reement. This method of settlement with the sign company to clear the needed R/W is preferred.
