Box 23291 Tigard, Or. 97223 13 5 t?o 5 U-) ! t C+. Subject: Lot at 13,Q90 S. W. 118th Ct. Tigard, Oregon Dear Mr. Miller: At your request, we visited the subject building site. We understand that the proposed residence will be a one-story wood frame structure, to be founded at existing grade. The site is basically level , with a sieep sided raving along the north property line. At the time of our inspection (10:00 A.M. , April 2.2, 19,R3) excavation for the house had been temporarily suspended. Near the center of the house, an exca- vation had been made, up to 10 feet deep. lo- excavation revealed the pre- sence of a drainage swale that had been lcose_ly_backfilled with silt and top- soil , with occasional wood and other organic debris. Water was seeping into the excavation, and it appeared that the water was contaminated with sewage (probably septic tank effluent from an older house located ,just south of this site) . Natural soils consisted of stiff clayey silts. No evidence of insta- bility was noted on the site, however some soil creep was observed in the existing ravine. CONCLUSIONS The existing fills on the site are variable in density and contain voids and significant amounts of organic matter. Some areas of the site will be better or worse than were revealed by your excavation. If fills and foundations are W v Jay Miller W-2783 April 25, 1983 Page 2 Placed on the existing fills, settlements may occur due to three principal mechanisms: a) Consolidation of the fill materials with time; b) Decay of organic matter within the fill ; c) Internal soil erasion and collapse of ;,)il arching that may cause silty soils to leach : to existing voids in the fill , in and around buried logs, stumps a►,u so forth. These settlements can be quite large, will occur in unpredictable locations and may take many years to develop. These settlements would be unacceptable for the contemplated residence. RECOMMENDATIONS t Remove and Reconstruct The most satisfactory method for developing a buildaole site would be to re- move all existing fill , together with any underlying vegetation and topsoi ' and to reinstall a compacted fill . Due to the high qroundwater level , the existing fill material could not be reused as compacted fill at the present 1 time, and imported granular material would be required. All fill should be installed in horizontal lifts and compacted to a minimum of 95" of the density determined by the Modified AASNTO method of compaction (Designation T-180) . Deep Foundatijns Instead of removing the existinq fills to provide foundation support, it would also be feasible to use deep foundations that derive support from the under- lying natural soils. Due to the high groundwater table, deep excavations or drilled piers would_probably not be suitable and driven timber piling would most likely provide the most economicaldeepsurt. It would be necessary to investigate the underlying soils before pile recommendations could be pro- vided. RITTENHOIJSE-II'MAN & ASSOC. Partial Fill Reconstruction C---.-..As we disthird alternate would be to remove the upper portions of the existing fill and to reinstall a blanket of compacted.2-it run quarte rock. We would recommend removing enough existing fill to allow the installation of a four foot thick pad of rock fill . After the existing fill is excavated to this depth, the resulting exposed surface should be insected_and any areas of organic material , construction debris or similar undesirable fill that are visible in the resulting surface, should be overexcavated. Rock fill should consist of good quality pit run rock (containing no more than about 15" by weight passing a No. 200 sieve) . After installation, the rock fill should be compacted by a minimum of six complete passes with a moderately heavy vi- bratory roller. If this scheme is used we would recommend that all buildinu foundations consist of continuous footings that are adequately reinforced to bridge small areas of decreased support. Individual column footings should not be used. This scheme will allow the worst areas of fill to be removed, and the blanket of compacted fill will distribute and soften the effect of any settlements in the underlying random fills. However, it is possible that pockets of organic matter or voids could go undetected and these could result in future ground surface settlements. This procedure has been successfully used many time, but we must point out that although the risk of settlement damage to bu4ldings will be greatly reduced by this scheme, some risk will remain. Natural Silts In some areas of the site, natural silts will be encountered at foundation depth. These silts are suitable for the support of conventional spread foun- dations, however to increase the continuity of settlements we recommend that RIT1 ENHOUSE-ZEMAN R ASSOC. Limits of Fill All areas of excavation and fill installation s)n uld extend to a suitable dis- tance beyond the building perimeter. Otherwise, we iecomnend that all peri- meter foundations be provided with a s able foundation drain. Normally this would consist of a perforated plastic pipe that is protected from silt intru- sion by a filter fabric or a properly graded sand and gravel backfill . We also recommend that the source of groundwater pollution be isolated and corrected. Construction Inspection Adequate subgrade preparation and fill installation is essential to proper site performance.
