The permit fee which was paid on behalf of Bank of America was for the amount of $35.00. The sign permit fee is actually only $25.00. Therefore, the City of Tigard is refunding the amount of $10.00 to Meyer Sign Company of Oregon. The reason for this overcharge was that the total sign area, as reported on the application form, was listed as 187 square feet. In actuality, the Cit has determined that the actual sign area .is 48 square feet for all sign faces combined. The sign plan, which was submitted as part of this sign permit application, shows the dimensions of the proposed sign face as 4 feet by 4 feet. This produces a sign face area of 16 square feet. The three sided cabinet brings the total sign area to 48 square feet. Thus, the corresponding sign permit fee is $25.00. Unit, install additional bracing or support to floor framing as noted or required by the typical support drawings. Provide all materials, tools, equipment, labor, fittings :,rd subcontractors as required by each installation and where requirzd, arrange for and provide all necessary permits and inspections as may be required by State or Local ordinance. Arrange for and provide all necessary electrical , communication and mechanical services, or modifications to existing services where appropriate, as required by Manufacturer of new A.T.M. Unit to be installed or by existing conditions. The final hookups and testing will be by others. Coordinate and schedule all construction operations and sequence each day's activities in such a manner so that the facility may be ;made safe and secure at the close of regular business hours. Provide necessary safety barricades or protections as required so as to protect persons or property from injury or damage throughout the construction period. Coordinate work szhrdules and material storage so as to provide the least possible interference to business operations and customer access to the Branch. DEMOLITION: Materials in good condition and possible for reuse shall be carefully removed and stored for later installation. Where filler surface materials, as may be required, can be salvaged, care shall be taken in the removal of such materials for reuse. When requested, materials in good condition and not scheduled for reuse shall be turned over to the Owner as directed. All materials not required for reuse or requested to be turned over to the Owner shall be removed from the site. Carefully remove the present N.C.R. A.'f.M. unit and return it to Portland and deliver it to a location as designated by the Benj. "Franklin. INSTALLATION: At locations exposed 'to weather, finish and caulk all work as required to provide a weather proof installition and protect interior finishes during and after construction work. FINISHING: Whenever possible, reuse salvaged material or any available surplus materials at the branch for installation where finish is rioted to mat h existing. When existing material is not available, locate and provide material which matches as closely as possible adjacent existing materials. The use of full length materials is preferred over piecing of short lengths, and wherever possible, termina*,c new material or finish at natural breaks such as corners, jambs or different materials. Where new work is to be included, it is the intent that the appearance and details of the new work shall match that which exists uniess noted otherwise. Where the A.T.M. Unit is scheduled to be installed at an area presently covered by carpet, remove the carpet and pad from the floor for a distance not to exceed three (3) inches beyond the outer edge of the stand and install floos•ing materials as selected prior to installing the new unit. Main Street Tigard, Oregon 97223 Dear Mr. Walden: This letter is in response to a question from the material supplier for the entrance; doors at the subject project regarding the possible conflict with the _locking hardware for the pairs of doors at the building. As you are already aware, the security requir- ments of the Banking Industry are in conflict with an actual interpretation of the lock- ing requirements in the Uniform Building Code. The requirements of the Securities and Exchange Commission and the Federal Re3erve Board require a positive facility locking arrangement and the requirements of U.B.C. section 3303c allows only the use of automatic flush bolts which are not accepted by the aforementioned organizations as a positive facility locking arrangement. Chapter 3303c EXCEPTIONS allows the above noted locking arrangement for B occupancies but notes that this exception may be revolked by the building official for due cause. We hereby request that an Exception be granted for the pairs of doors being used as exits for this project. We propose the use of the following locking arrangement which in the past at other branches has been allowed as a compromise to both of the conflict- ing locking requirements as noted above in this letter. LUCKING HARDWARE: Style U push/pull ;dates at the outside and inside. Lockset: Adams Rite MS+1890 with MS 45'9x4560 handle and top and bottom flush bolts in the inactive leaf. This drawing represents several project revisions which include: 1 . Smaller building - same construction 2. Addition of a concrete vault (9' -10" by 10 '-6" by approx. 10'-0" high, interval dimensions) with 12" thick walls, floor and roof. 3. Crawl space at approximately elevation 177.5 feet. 4. Finished floor elevation of 182.0' . 5. Reduction in surrounding site fill to about 2 feet, typically. 5. Elimination of retaining wall along north property boundary. 7. South wall of building has been moved about 6 feet to north. In addition, we visited the site and reviewed the time rate of settlement results of the consolidation test which was in progress when our initial report was submitted. Our site visit revealed a slight softening of the typical uppe.• surfaces due to the recent rains and noticeable softening along the slope banks. lot 0-196.01 Bruce A. Samuelson, A. I .A. January 5, 1981 Page 2 Using the vault dimensions noted above, we calculate a vault dead load of about 1 . 1 ksf, which includes about 2 feet, of fill beneath the floor. Neglecting live loads to the vault, we estimate about 1 .5 inches of vault settlement due to primary consolidation. Live loads would induce slight additional primary settlement, undetermined at this time and dependent on the magnitude of live load. Additional long terra settlement during the life of the structure would Produce an additional estimated 3/4-inch of settlement. The current plans for floor crawl space, and adjacent grades is similar to the original design. The crawl space would require typical excavations of about 1 .5 to 2 fl-et, zero at the southwest corner. Typically, 2 to 5 feet of grading fill would be placed around the structure on all sides. The structure foundation loads are typically light and estimated settlements arc, on the order of 1/2 to 3/4-inch. The vault is a sigi.;ficart structural load of relatively large areal extent compared with the building foundation. We estimate that approximately 3/4 to 1 inch of differential settlement is Possible betwe::;i the vault and the building if all structural loads were applied instantaneously. The landscaping tills are an additional source of settlement to the building, also due their, large areal extent compared with the building foundations. There is also potential for slightly more settlement on the south end of the building because of lesser amounts of fill 'there, especially near the top of bank and adjacent slope. Areas below existing elevation 178 feet. are most susceptible to differential settlement from structural and fill loads. Available alternates to construct the building as sited depend on the level of risk acceptable to the owner. These would include the following in order of increasing risk: i I I . Desig�j loads to 20 tons per pile. Two additional soil borings to depths of about; 50 feet would be required. B. Remove softened slope and surface materials in footing arias, replace these areas with structural fill and p'ace compacteu site tills and surcharge new fills and vault area. Surcharge to extend 5 feet minimum into perimeter of building over, footings. Monitor surface of surcharge for estimated 4 to 6 weeks or until settlement rates are acceptable. C. Remove softened areas of slope and surface in footing areas , replace with compacted structural fill . Place site fills within 30 feet of building and construct entire vault prior to any other construction. Load vault floor with gravel equal to 1 .5 times estimated live load. Alternate C above would enable most of the primary or initial settlement to occur, but secondary long terns settlements could add an estirrkited 1/2 to 3/4 inch of settlement over the life of the structure (estimated 50 years) . This settlement could be differential between areas which have maximum fill and those which have rninimorj fill . Similar long term settlements would apply to the vault. Alternate B (surcharge scheme) would account for primary and a portion of long term settlement by temporarily overloading the fills. Long term ntotal 11e and differential settlements would be substantially reduced by the temporary overloading prior to construction. In our opinion Alternate C would be acceptable if the long terra settlement can be tolerated and if the new fills are monitored during and following placement t� 0-196.01 Bruce A. Samuelson , A. I.A. 35 N.E. 17th Avenue Portland, Oregon 97232 GEOTECHNICAL INVESTIGATION AND REPORT PROPOSED BENJAMIN FRANKLIN FEDERAL SAVINGS AND LOAN ASSOCIATION KING CITY BRANCH KING CITY, OREGON Gentlemen: We have completed the geotechnical investigation on the subject project in general acc( Aance with our proposal to you dated June 25, 1980. This report is a compilation of the field, laboratory and office studies. BACKGROUND INFORMATION The site is located on the north side of S.W. Pacific Highway at the entrance drive to Tebo 's Restaurant and the adjacent shopping center. The curving access drive forms the east boundary of the site. The north property line measures about 95 feet, the south line is 226 feet and the west is 148 feet. Topographically, the site slopes gently westward from the access drive curb line at about elevation 182 feet to elevation 179 feet. The south 15 to 25 feet of the site slopes downward for 4 to 6 vertical feet to meet origin&l ground. We understand that from 3 to possibly 7 or 8 feet of fill was placed on the site in 1975 or 1976. It is reported that the fill was "engineered" which we interpret to mean that it was placed under controlled conditions t 3906 S W Kelly Avenue Portland,Oregon 97201 503-222-2820 0-196.01 Bruce A. Samuelson August 7, 1980 Page 2 of moisture and compaction. No other data is available. The intent of this investigation was to determine the quality of the fill and the soil types over which it was placed. The proposed single-story frame building with brick veneer will be supported on perimeter continuous footings with two rows of column footings within the main east portion of the building and 9 interior columns within the west projection from the main building. The floor will be structurally supported on post and beams with a crawl space below. Finished floor was originally planned at elevation 181 .0 feet with a crawl space at 177.83 feet. Finished floor elevation was revised to elevation 183.67 feet. At 183.67 feet, the site will require an additional 3 to 4 feet of fill on the east, north and west sides of the building and an estimated 5 to 9 feet of fill at the south- west corner where the building is sited beyond the existing bank line. A cantilever retaining wall is planned from the southwest building corner to roughly parallel the south property line at a distance of about 8 feet. Maximum wale height will be about 9 feet at the building and drop to about 4 feet near the southwest corner of the site. The north and west sides of the site will be graded for parking and landscaping. FIELD EXPLORATIONS Field explorations consisted of five (5) backhoe-excavated test pits, designated TP-1 through TP-5, at the locations shown on Figure 1 . The backhoe was provided under subcontract by Joe Kappers Excavating. The test pits were typically excavated to depths of 11 feet. Test Pit TP-2 penetrated to 5.3 feet and TP-5 went to 9.8 feet. Following notification that the building and adjacent grades would be raised, i we determined that addition of significant fill stresses over large areas would require a test borinq to better evaluate the soils at depths below the test pit explorations. The boring (designated B-1 ) was drilled at the approximate r M wMM 0-196.01 Bruce A. Samuelson August 7, 1980 Page 3 location between TP and TP-4 as shown on Figure 1 . The boring was drilled by Donald A. Kenner Drilling using a truck-mounted CME rotary rig and bentonite mud. curing test pitting, three (3) in-place field density tests were performed in the fill with a Troxler nuclear densometer at the locations shown on the test pit logs. An engineer from our firm developed a field log of the test pits and boring and collected representative jar samples of the soils encountered. Two un- disturbed tube samples were taken in the test pits and two from the boring together with three field density tests using a nuclear densometer. Large bag samples were taken immediately below the density tests to determine laboratory maximum densities. ILogs of the test pits are presented on Figures 2 through 6 and the boring log is shown on Figure 7. These indicate soil strata, sample type and location and estimated groundwater levels. SUBSURFACE CONDITIONS Subsurface conditions consist of a surficial fill to depths of about 5.5 to 7.0 feet in the building area. It was difficult to discern the fill contact with the original ground because the fill was in many cases similar to the natural ground. The notations of fill thickness on the test pit and boring 1 logs represent our best visual estimate and appears compatible with visual site topography. The fill consists of irregular layers of very stiff to stiff Isilts and clayey silts with occasional small organic fragments and occasional thin zones of compressed organics. The latter zones apparently reflect Iperiodic filling with vegetative growth intervals. Pecket penetrometer readings on the side walls of the test pits were typically high and were used to define the stiff to very stiff classification. I 0-196.01 Bruce A. Samuelson August 7, 1980 Page 4 Underlying the surficial man-made fill was observed the apparent original ground which cods;qts of a soft organic silt zone with numerous plant stems and roots in the upper 6 to 8 inches. This zone was difficult to log at depth in the test pts because our inspector could not safely enter the pit at those depths and coUld not get a good representative sample due to the groundwater. The thickness r,as, however, logged as about 2.5 feet in Boring B-1 from 7 to 9.5 in depth. We interpret this zone to be the original ground surface which exists to the west of the site as swampy, low-lying and poorly drained. Original ground was encountered in TP-1 and TP-2 at about elevation 174 feet and at about elevation 170 to 171 .5 feet in TP-4, TP-5 and B-1 , suggesting Ia pre-existing slope of the original ground to the west. Boring B-1 encountered about 5 feet of very stiff silt and fine sandy silt underlying the organic silt zone and overlying loose to medium dense green to gray green silty fine sand. occasional gradational changes to 'fine sandy Isilt were observed together with occasional thin zones of organics. 'The Standard Penetration Test resistance values typically increased with depth in the zone from about 6 to 26 blows per foot of sample penetration. The test pit logs classified the upper several feet of this stratum as slightly organic due to presence of an organic odor from the test pits. Once again, the depth of the pits and intrusion of groundwater precluded accurate description Iof representative soil samples removed from the test pits. Groundwater levels were estimated based on the depth at which the underlying silts appeared saturated. There is an apparent rise in the estiwated water surface from about elevation 167 to 169 at TP-4 and TP-5 to 17L to 174 at TP-1 a,,.1 TP-2. Accurate water levels would have required observations in the open I pits for longer periods than were available during explorations. I LABORATORY TESTING ILaboratory testing was limited to moisture contents on all samples and visual classification prior to preparation of the test pit and boring logs. One 0-196.01 Bruce A. Samuelson August 7, 1980 Page 5 sample each of the fill and the underlying organic silt were subjected to consolidation tests to determine the relative compressibility of the soils. The results of the tests are plotted as percent strain versus the logarithm of applied stress and are presented on Figures 8 and 9. In addition, bag samples at field density test locations were moisture conditioned and compacted to ASTM D-0698 standards for compUrison with field densities. More importa-t I is the loading that will be iiduced to the site soils by the approximately 3 to 4 feet of fill to be typically added around the building and the small Iamount within the crawl space. Such fill loadings will influence the subsurface soils to great depth because of the relao-ively large area of loading. The most significant fill load would occur rear the southwest corner of the buil� ing where interpolation indicates that, up to 9 feet of additional fill will be placed. I 0-196.01 Bruce A. Samuelson August 7, 1980 Page 6 In general , the consolidation tests indicate that the fill and the underlying organic silt strata exhibit low to moderately compressible characteristics within the stress increase range anticipated. We estimate that the typical fill loads would produce settlements on the order of 1/2 to 3/4 inches. The maximum fill depth could produce in excess of 11 to 2 inches of settlement. The Fettlements would result from consolidation of the fill , the organic silts and underlying loose sand zones. Because of the raise in finished floor grade to elevation 183.67 feet, there will no longer be a need to excavate (remove load) from the crawl space area which is planned at approximately elevation 180.5 feet, maximum. The area currently exists at about this elevation. It is our opinion that the apparent difference in settlement produced by the varying fill loads in combination with naturol soil variations over the site could result in significant d-'fferential settlements to the structure. Accordingly, we recommend that the buildir!y site and retaining wall area be preloaded prior to construction. T-,is procedure would place a temporary fill atop final fill grades in and arourd the structure to pre-settle the site and reduce the potential for differential settlements. Our recommendations are contained in the following paragraphs. Site Preparation. We recommend that the surficial sod zone be stripped from the building; site and all areas to receive fills or pavements. The test pits indicate that 2 to 4 inches of sod exists. The primary goal is to strip the surface vegetation and major root zone. The stripped vegetation and soil may be used in non-structural or non-paved fills and/or wasted. Grading. Grading fills should be placed following stripping to the lines and grades desired on the final plan. As a minimum, the required fill within and 15 feet adjacent to the building and retaining wall should be placed 0-196.01 Bruce A. Samuelson August 7, 1980 Page 7 initially. The remainder of the site fill probably will be derived from the temporary surcharge. The fill in all areas beneath the structure, retaining wall and 5 feet beyond these should be placed as structural fill as defined below. Planter areas or other areas not required for structural or pavement support should be placed in 6-inch lifts and compacted without a specified degree of compaction, method or quality. Structural Fill . Structural fill should be placed in maximum 6-inch lifts and compacted with a suitable mechanical compactor to a dry density of at least 95% of the maximum dry density obtained by the Standard Proctor procedure (ASTM D-698) . The moisture content of the fill should be adjusted to within ±2% of optimum and the compacted surface should be firm and unyielding to rubber tired construction traffic. Spongy, rutting or pumping fill is suspect of excessive moisture and shoo d be rejected. The specified quality of the structural fill should consider the time of year during which the fill will be placed. Fine-grained soils (silts, class) or granular soils (sands, gravels) with high fines content are critical to moisture and it is extremely difficult to control the moisture-density relationship during wet weather. These, however, can be compacted to specification during dry periods. Corrinon Pacific Northwest practice requires that the fines content be less than 5 percent for an "all-weather" structural fill material . Soil fines are defined as the soil passing the number 200 sieve by wet sieve analyses based on the 3/4-inch minus fraction. The ultimate requirement for a structural fill is a material which can be compacted to specifications, during the ,prevailing weather conditions, without unusual delays. We recommend that the limited structural fill required on this project be specified as "all-weather" as described below. Such fill would be required primarily as subgrade beneath paved areas, curbs and within the building lines. 0-196.01 Bruce A. Samuelson August 7, 1980 Page 8 Preloading. Following placement of the grading fills to the minimum areal requirement, we recommend that a temporary preload fill be added to reduce potential differential settlements. The preload material may consist of any soil type available and placed to a height of about 4 feet so as to exert a net load of about 400 psf. An additional 200 psf is recommended ;n the southwest corner of the area where site filling is deepest and larger settle- ments are anticipated. We recommend that the Entire building site and retaining wall area be preloaded to full fill height at least 5 feet beyond the building and retaining wall lines. The sketch on Figure 10 and plan on Figure 1 outlines the recommendation. The quality and placement of the preload fill are not crucial because the fill is being used only for weight. Some compaction is prudent to seal the fill from excessive moisture. To avoid hauling fill in then out, many projects utilize materials designated for other areas in the preload. Then these are removed after preloading to the designated areas. The time requirea for preloading is difficult to jstim?te because of the numerous variables which affect the rate of consolidation We est'mite that from 2 to 4 weeks may be required, however, we caution that preloading could take several more weeks. Our cautior is based on the apparent aesen;P of good subsurface drainage layers. Foundations. Based on our explorations, field density tests and laboratory compaction tests, it -is Pur opinion that the existing man-made fill is suitable for foundation suppor''- of the proposed building at light fooLing pressures. We recommend that the footing foundations be designed for an allowable soil pressure of 1500 psf. The base of all exterior footings should be located at least 2 feet below exterior grade and one foot below crawl space grade. The footings should he a minimum of 16 inches wide for continuous and 24 inches square for column footings. Maximum toe pressure on the cantilever retaining wall should also be limited to 1500 psf. We recommend that all footings within ithe crawl space be backfilled. I 0-196.01 Bruce A. Samuelson August 7, 1980 Page 9 With these reconunendations, we estimate that total settlements of the structure will be minimal , on the order of J-inch with a possibility of 1-inch differential settlement between column points. These estimates are for structural loading only and assume that preloading has effectively pre-settled the site fills. Following placement of the preload, we recommend that 6 to 8 hubs be established on site and referenced to a stable benchmark off-site. We suggest future readings to monitor settlement be taken at 4 days and 7 days, then at weekly intervals thereafter from the initial reading. Retaining Wall . We recommend that toe bearing pressures be limited to 1500 psf as in other fOUndations. Granular, backfill is recommended behind the wall to limit lateral loads and provide drainage. An equivalent lateral fluid pressure (active) of 35 pcf is re, omnended for, design, assuming a level backfill . To provide positive drainage behind the wall , a backfill drain, installed as shown on Figure ll , is recomnended. Excavation. All excavation for foundations should be conducted without disturbance to subgrade soils. Toothless or level-edged buckets are recommended for this purpose together with hand cleaning and recompaction as necessary. Backfill . All backfill against exterior foundation which will be required to support pavements, walks or other structural features should be placed and compacted as structural fill . Backfill placed in non-structural use areas and against interior footings should be tamped in 6-inch lifts without specified compaction criteria . Special considerations are required behind the cantilever retaining wall . Drainage. In order to prevent possible accumulation of water in the crawl space we recommend that a continuous footing drain be installed similar to the retaining wall drain detail shown on Figure 11 . We understand that the selected pavement section will include a 91-inch base and levelling course of crushed rock and 21-inches of csphaltic concrete. This section appears adequate for the observed site conditions. All base course material should be compacted to structural fill specifications. Additionally, it should be a well-graded sand to gravel with minimal fines percentage subject to your (our) approval . We further reconmend that the entire pavement area subgrade be proof-rolled with a loaded dump truck to detect soft areas, should they occur. These should be stripped out and replaced with compacted base material . GENERAL NOTES This report was prepared solely for the Architect and Engineer for the design of the project. We encourage its review by bidders and/or the contractor as it ;,elates to factual data only (logs of boring and test pits and laboratory data) . Franklin Savings & Loan BuLlding The conceptual plan for the Renj. Franklin Savings & Loar. Company in the King City Plaza area was presented to the City Council at the regular meeting February 20, 1980, "his conceptual plan had been considered by the Architectural P.evipw Committee first; on November h, 1979. Revisions were asked for at that time and a revised conceptual plan was again considered by the Architectural Review Comi.:ittee on January 24th, At this meeting the A.R.C. recommended Council approval if certain concerns were met. It is our understanding that at least some of `he concerns have been orally agreed upon. As it seems that time is an important factor to the developers, the Council agreed to consider the development in concept only. As final plans have not yet been prPEcnLed, Council action is limited at this time. The Council therefore at the reg<ilar meeting on February 20, 1980 voted to approve the conceptual plan as recommended by the Architectural Review Committee with the explicit condition that final plans must be submitted to and approved by the committee and the Council. As this land site is in an unplatted area of land owned by the 'Tualatin 71svelop- ment Company et al -- its development pones certain problems as it is to be owned by Pen,j. Franklin Savings & Loan. This means that. .ertain concerns re- frarding this development must be direr,- ed to Benj. Franklin CoL�pany rather than to usiial agreement with Tualatin Development Company Tt shcwld be recognized in the formulation of plans to build on this site that there are several concerns that will enter in the final plan approval . -2- February 20, 1980 1. Traffic obstru,.tion at this site during construction could be a serious prob.;.em with over 3100 vehicles including 90 buses per day passing the site on a narrow entranQe street. Construction plans should include an absolute No Parking of trucks - equipment - care - or other traffic obstructions on 116th beyond the property lines. Mutual agreement should be made with Tualatin Development Company for such use on open land. 2. Sanitary sewer connection to be made to the City system main should be through a mutual agreement with T. D. Company for alignment avoiding the intersection of Queen Elizabeth and 116th connection from Tebo's. 3. Storm drainage should be directed along the rear lot line directly to the connection of the storm sewer system at the creek as use of the street can cause flooding in the Plaza and at Royalty and Queen Elizabeth. Q. Dobris from construction along th 116th entrance can be a traffic hazard. The ccntractor should agree to keep this area clean at all times. 5. 7'ne sidewalK asked for b,y the Architectural Review Committee should be effected by mutua.. agreement, with the T. D. Company. The right turn lane discussed should be effected by ,nutual agreement with the T. D. Company. In summary we stress the importance of working closely with the Tualatin Development Company who own all the land surrounding this island site and whose co-operation will be essentim.l to meet our concerns with the develop- ment at this time of this land site.
