After review of this material and telephone conversations with repre- sentatives of the National Sanitation Foundation and IAPMO, I have con- cluded that. this type of transitional joint would be acceptable except when considering the normal practice of not intermingling materials within the drain, waste and vent system. During my conversations with representatives of National Sanitation Foundation and IAPMO, it was concluded that NSF referred Lap Shear Strength and Hydrostatic Burst Strength to the ASTM Standard ohich re- quires a 600 psi for Lap Shear Strength after. a 72 hour curing time and a Hydrostatic Burst Strength of 200 psi after a 72 hour curing time. During my conversation with IAPMO Representative John Meacham, he indicated their primary reason for including the limation that. this product be used only in the transitional joint between the building drain and the building sewer was to discourage intermingling of materials within the drain, waste and vent system. After consideratioi of these comments and the enclosed material, I feel justified in declering this a test situation and, in my opinion, find no violation of the spplicabl= standards. I would hope that t,eca comments would be taken into consideration by the Building Official for the City of Tigard when determining his actions per- taining to the plumbing installations located at 11909 SW 95th in Tigard. A review of the specification in terms of both the general and detail requirements clea,:ly indicates that a product which conforms will make consistant and permenantly fused high quality joints between these two dissimilar materials. While there is a caviat embodied in the scope of the specification (Note 1) which states in part, " The intention was riot to create a specification for an all purpose ABS-PVC solvent cement. . ", this specification is clearly dezigned to create a product that will provide high performance solvent welded joints between the two materials (see para. 1 .2 of the spec. ) . It seems clear that the note suggesting the limitations of use for this product are based more on a general policy decision as opposed to any technical considerations. The quantitative and qualitative requirements of this specification are rigid and far exceed the requirements of normal field conditions. For instance, para. 5.4 and 5.5 which encompass "Lap Shear strength" and "hydrostatic Burst Strength", which require 600 PSI lap shear and 200 PSI hydrostatic respectively make it clear that this product will produce jo:.nts that far exceed the requirements for a Non-Pressure system. The Scope itself points out thit the cement is to be used in a MTV system that will not exceed 25 PSI of hydrostatic pressure. vhile we understand and -,hare the need to a*tempt to limit the possible misuse of a product of this type, I would assure you that from a purely te,--hnical point of view there should be no reason for concern if this product is properly and professionally applied in a variety of non pressure applications. SITE PLAN/D:;SIGN REVIEW: The applicant is proposing to construct a 17 unit multi. family housing project. The site plan shows 5 buildings. Two of the buildings consi3ting of 3 units each will be available for low income families for a total of 6 units. Three of the buildings will be made available for elderly low income persons with a total of 1.1 units. The property is designated medium denbity on the comprehensive plan and is zoned A-12. The site plan submitted by the applicant meets all set-back and dimensional requirements as set forth in Section 18.24 of the Tigard Municipal Code. The parking requirement for this site is 26 spaces (17 units x 1.5 - 26.5). The site plan shows 27 spaces; 3 spaces for handicapped persons. The site plan shows a 20' wide paved access drive serving th,2 site. The Tigard Municipal Code requires a 30' wide access to serve 3-19 multi fgmily unite. (Reference Section 18.64.020(b)) There is 50' available for access. It is staff's opinion that the access drive should be paved to the required 30' width. The landscape bnd irrigation plan submitted meets all applicable code requirements. The Fite plan shows a private 6" sewer line on the site which will connect to t'te 8" public line in S.W. 95th. Water is available from an 8" water main in S.W. 95th. Staff Report SDR 24-82 Page 2 The eite plans submitted do address site drainage. However, it is the opinion of the City Engineer that Line drywells proposed will not work. The drywells may fill up and as a result ponding will occur. For these reasons, staff would like the applicant to submit another alternative sol:,tion for site drainage. S.W. 95th is not improved to City standards in front of the site.
