It is our understanding that the city of Tigard requires that this work be performed in general accordance with Chapter 70 of the Uniform Building Code. A complete summary report, which will include a summary of the earthwork performed and a description of the subsurface conditions with conclusions and recommendations has been requested by the city upon conclusion of earthwork activities . Our proposed work is outlined below: 1 . A CTI representative will observe and record the stripping of vegetation. 2 . Our engineer or geologist will either observe and log at least four test pits at the site prior to the start of grading or two borings at the conclusion of grading. 3 . CTI will test the fill being placed for a minimum of. 90 percent of the maximum dry density from the modified proctor, ASTM D 1557 or equivalent standard. Field density testing will conform to ASTM D 2922 and D 3017, or D 1556 . CTI will conduct its density testing about every 1 to 2 vertical feet of Fill or every 500 yd' of earthwork performed, whichever -' requires more testing. w w 4 . Approximately 2+ feet of new fill was ob., erved across the smaller .95tH Street fill area. The upper foot .-s very wet and needs to be air-dried, compacted and retested prior to placement of additional fill . The larger Spruce Street fill area showed approximately 6 inches of new fill at the southeast corner increasing to about 2 feet at the northwest corner. Additional filling may be performed at the south.wast half after watering the overly dry surface. The far northwest corner also appears to need some cratering; although this and the nearby ripped area need to be mixed, spread, compacted and retested before filling should resume on the northwest half of the large fill area; (this will require moving the steel%,heel compactor over to this fill area) . Towards the center of this larger fill area are several piles with large roots. The material it these piles is unsuitable for use as engineered fill and should be removed from the site. Scattered piles of oversized rocks are present across the large fill area and should also be removed before they are covered with additional fill . Although we have been observing theL progress of the earthwork from afar, CTI has not yet been called specifically to the site by the contractor to verify the adequacy of the stripping, subgrade, or placement of engineered fill . The uppermost recent fill appears very wet and needs to be dried to near optimum prior to compaction. We roughly estimate that the depth of the uppermost wet fill is approximately one foot at the time of our site visit. The total depth of fill placed in this area to date is at least 3 feet. We strongly recommend that filling work not progress any further until CTI has a chance to evaluate the earthwork performed to date . An excavator will. be required for our use in order to assess the deeper fill and subsurface native soils . Our reports pertain to the material tested/inspected only. The boreholes, designated B-i, B-2 and B-3, were drilled on May 12, 1988, by Greg VanDcHey Soil Sampling of Forest Grove, 01-egon, using a trailer mounted solid flight auger drill rig. A Shannon t Wilson, Inc. , representative was present throughout the exploratiosi. Summary boring logs are presented in Figures 2, 3, and 4_ Soil descriptions and interfaces on the logs are interpretive, and actual chinges ay br+ gradual . :11 samples were visually examined in our laboratory in order to refine the field classifications. The laboratory program consisted of water content Ln aiItFrrninations on samples obtained in the field exploration. In addition, an undrained triaxial compression test and two consolidation tests were C9 accomplished. The three borings drilled on the site revealed that the subsurface profile C0^� (Lt% of a surface layer of stiff, gray silty clay overlying medium dense, dark y;2v sandy silt at a depth of about 4 feet. At a depth of about 12 to 14 feet, 100se to medium dense, dark gray silty fine sand with thin clayey silt layers w.,c encountered to a depth of about 26 feet where dense dark gray to blue gray silt is present. At a depth of 31 feet, a 6 foot Iayer of medium dense, brown to orange brown, gravelly clayey, silt sand was encountered. At a depth of 43 feet, stiff to hard, dark red to red- - L)range clay was present to the maximum depth drilled of 60 feet. Cl'oundwater was measured in the borings at a depth of about 3 to S feet. 1h determinations of groundwater levels shown on the boring logs were based un observed water levels obtained for the dates shown. Groundwater levels probably vary with time and season and should be anticipated to be the 'iiyhest in late winter or early spring and lowest in early fall .
