INTRODUCTION USWEST Communications is in the process of developing a new w;rcless telephone system called Personal Communication Services, or PCS. PCS is a unique combiration of telecommunication services that will provide the public with the next generation of wireless devices, such as: compact cellular telephones with paging and voice-mail service, wireless fax machines and fax modems, and ate array of other customized mobile equipment. When fully developed, PCS will allow for an all-in-one telecommunications device combining multiple services in a single wireless telephone. PCS uses new digital technology to produce a higher quality transfer of voices and data versus the older analog/digital systems that are currently being used by many existing wireless telephone service providers. This digital technology also accommodates the transfer of data and graphics. In addition, PCS operates at a higher frequency, around 1,900 megahertz, and broader firrA uency band than conventional cellular. This allows for more simultaneous caNers. in order to provide these services, t1SWEST is developing a PCS network in Portland. PCS works by splitting a region into smaller geographic areas called cells, each cell is served by a transmitter and receiver or base station. As a caller moves across the landscape, the call is passed or "handed-oft" from one base station to another. Each base station is connected to a mobile telephone switching office, which is linked to the land based phone network serving your home or office, individual base station site locations, such as the proposed site, are selected based on a number of considerations related to topography, distance frorn other base stations, proximity to traffic cortidws, and other technical features. USWEST engineers utilize computer modeling and radio testing to determine potential sites. Because PCS base stations consist of very low powered transmitters, which cover a relatively zmall geographic arca, there is limited flexibility in site selection. This proposed PCS bast: station facility locuted at the United Sewerage Agency site is designed to provide PCS service to portions of Tigard and Washington County. Odors will be oxidized with sodium hypochlorite under a pH adjusted environment using sodium hydroxide. The exhaust air from the odor control unit will pass through a mist eliminator and exhaust from the roof of the new headworks facility. Sodium hypochlorite and sodium hydroxide will be stored in 1500 gallon and 500 gallon storage tanks. respectively, with vent and fill lines on the east face of the headworks building. Manually set, piston-diaphragm putups will meter chemical flow to the odor control unit. B. SITE PLAN ' 1. The proposed site r.rrd surrounding properties; The proposed site is identified on Sheet 3 together with surrounding properties. Improvements to the subject property are identified on Sheet 7. ' 2. Contour intervals; 1 See previous response, item A.(3). New contours are shown on Sheet 7. ' 3. The location. dimensions and names of all: rt. Existing Strrrri: ' Existing streets in the arca of subject property are shown on the Vicinity Map on Sheet I. The subject property faces the 30 foot dedicated right-of- way of 85th Avenue. Sheet 3 indicates current existing street conditions along the easterly boundary of the subject property. n b. Proposed street.:; ' As part of this project, additional right-of-way will be dedicated to 85th Avenue. An additional 30 feet will be dedicated along the east side of 85th ' Avenue and an additional 10 feet will be dedicated along the west side of 85th •6 Avenue. The total dedicated width of 85th Avenue, to the south end of the subject property, will be 70 feet. Improvementx will be made to the curb line along the east side of 85th Avenue ' north of the subject property. The existing access to the Durham AWWTP will be modified to a right angle entry. Across the east Wundary of the subject property. 85th Avenue will be improved to 34 feet in width with curb and gutter on both sides. At the south end of 85th Avenue, the full w:dth improvements will be stopped at the new plant access road to avoid damage to ' existing trees in the right-of-way at the southeast corner of the subject site. Pavement will be extended southerly to tie in current driveways of properties owned! by John and Sally Thomas. The location and dimension o/: A. The entrancrA and exits on the site; A narrow iravel drive entry currently exists to the subject property which ' will be abandoned as part of the improvements being proposed. The proposed headworks building will have two 30 foot paved entry ways to 85th Avenue as ' shown on Sheet 7. I he northerly entry will be located approximately 120 feet south of the north property lire. The southerly entry is located approximately 225 feet south of the northerly entry. A new 30 foot primary access to the existing Durham AWWTP will be constructed at the southerly end of the improved 85th Avenue. The existing entry way to the Durham AWWTP ' to the north of the subject property will be modified as shown on Sheet 7 as part of this project. 1 (B) The parking and circulation arras: ' Employees of the Durham AWWTP currently utilize parking facilities across ' 85th Avenue in front of the administration bttildin . No new employees are anticipated to be hired as the result of this project. For those periods of time when operators are present at the proposed headworks building, a total of parking spaces are 3%,L :Pable. Parking spaces are shown on Sheet 7. Fi%c spaces are provided at the westerly (lower) side of the building. and two spaces are provided in the easterly (upper) side of the building. The majority of activity at the headworks building occurs at the lower level. (C) Loading and services areas: The proposed headworks building will contain climber screen. which scrarate materials from the sewage which cannot be treated in the AWWTP process. Grit materials will also be separated from the sewage at the proposed headworks building. Screenings and grit will be deposited in dumpsters that will be hauled to a landfill for ultimate disposal_ The dumpsters are located at the lower floor level. Approximately 3 dumpsters per week will be hauled from the headworks to a landfill. The service area to the proposed headworks building was generally described in item 4. (B). The MCC/Control room, compressors, odor control equipment. dumpsters and pumps are all located at the lower level. Bar screens and grit washers are located at the upper level. Operators attending this facility will ' generally enter at the lower level (east side) and walk up the interior stairway to attend the upper level equipment. (D) Pedestrian and h►cycle rircularion. if applicable.: No pedestrian or bicycle circulation, facilities currently exist along 85th Avenue. As p^rt of this project an $ foot wide sidewalk will be constructed from the existing administration building to 85th Avenue, north on 85th Avenue, and then westerly to the proposed facility. (8) Proposed structures, improyemenit and utilities on the .tilt: The proposed facilities are shown on Sheet 7. All ucw structures will be set back a minimum of 75 feet from centerline of the new 85th Avenue improvements. 7. The loct.,ion of areas to be landscaped; Areas to be landscaped include the property within the new fence west of 85th Avenue and the property adjacent to the new fence. Construction of the 42" FM located on the east side of 85th Avenue and south of ' the subject property will also incorporate landscaping restoration. Landscape features include low growth ground cover, deciduous and evergreen trees and grass planting. A proposed landscaping plan for the new facilities is shown elsewhere in this document. ' A planting schedule it identified on Sheet 7. All landscaping within the fenced arca will be irrigated by underground sprinklers using non-potable water from the Durham AWWTP. Areas outside the fencing are irrigated in conjunction with the existing land application system using non-potable water from the Durham AWWTP. ' 8. A proposed outdoor lighting plan has been incorporated with the: landscaping plan shown eiscwhe-c in this document. C. GRADING PLAN 1 1. The site development plan shall include a grading plan at the same scale as the 1 site analysis drawings and shall contain the following information: ' a. Requirements in Sectio►rs 18.130.080 and 18.130.090 of this Chopter: Requirements as set forth in the above paragraphs are described in the previous text. ' h. The location a►rd extent to ►vh,^h grading will take place i►rd►catinp general corrtonr lines, slope ratros a►rd slope stabili.ation proposals. Location and extent of grading to be included in this project is identified on h ' Sheets 6 and 7. In those areas where the slope of the final surface is '_' horizontal to I vertical or greater, the slope will be protected from erosion with a biaxially oriented net while grass surfacing becomes established. 1 • II- C. A statement from a registered engineer supported by factual data substantiating the validity of the slope stabilisation proposals; and that all problems will be mitigated and how they will be mitigated. A copy of the soils report for this project is included in Appendix A. D. ARCHITECTURAL DRAWINGS 1. The square footage of all structures proposed for use on-site; The facility to be constructed in this project is a new headworks facility to remove screenabic waste and grit from the sewage prior to treatment .tt the existing t-er.tmcnt plant. The majority of the structure will be located below ground. That portion above ground will contain mechanical, electrical and control equipment. Appendix B contains preliminary floor plans of the new headworks building. 2. Preliminary elevation drawings of each structure; Preliminary elevations of the new headworks building are included in Appendix C. The exposed structure will be constructed from cast-in-place concrete or precast concrete tilt-up panels. The structure will depart from the architectural concept used on the existing treatment plant and will be similar in appearance to the commercial/industrial structures located north of the subject property. ' E. LANDSCAPING PLAN 1. The general location of fences, huffers and screenings; The proposed location of facilities is shows, on Sheet 7. Security fences will be- added eadded to the existing fencing as shown. The proposed headworks structure will be 1cx•ated over 200 feet south of existing structures located on the property to the north of the subject property, and 450 fect north of existing structures located on the property to the south of the subject property. The proposed structure will be ' located nearly 400 feet east of the high school property. The existing Durham A%%'WTP is located to the cast of the subject property. Existing trees on the north. -12- west and south will provide screening. Where removal of existing trees is required to construct the new hcadworks facilities, new trees will be planted to screen the ' facility, from its neighbors. 2. The general location of play areas and common open spaces; No new play areas or common open areas will be added with this project. 1 3. The general location of existing and proposed plant materials; tExisting trees on the site arc identified on Sheet 3. In order to construct the new hcadworks building and 85th Avenue improvcmcnts, a number of the existing trees located on the property will be removed. Tres to be removed are identified in A.7. (A) herein. A proposed planting schedule to be incorporated into the landscaping plan is identified on Sheet 7. Th.; proposed landscaping plan is shown in Appendix D. 4. CWC-HDR 0-4472 May 19, 1988 Page 2 2.0 I TRODUCTION This report presents 'he results of our subsurface exploration and geutechnlcal engineering study for the ' proposed Durham Advanced Waste Water Treatment Plant (AWWTP). The proposed development and locations of the subsurface explorations are presented on the attached Site Plan, Plate 1. The purpose of our study was to establish general subsurface conditions at the site on which to base our conclusions and recommendations for foundation d"gn and construction considerations. The scope of work consisted of literature and past report research, field explorations, and geotechnical engineering analysis. This study has been completed in general accordance with our contract of April 13, 1988. This report has been prepared for the exclusive use of CWC-HDR Engineers, their client and their agents, for specific application to this project, In accordance with generally accepted geotechnical engineering practices. 3,0 PROJECT QX=1P_L4n The project site Is located south of Durham Road at S.W. 85th Ave. in Durham, Oregon. The project will Involve a new Headworks facility about 120 feet x 120 feet In plan dimension, a series of new utility lines, upgrading and altering existing clarifies and aeratlon basins, and two new pumps at the Raw Sewqge Pumping Station. The now Headworks facility will have lower floor elevations of 10 to 15 feet below existing grades, and some of the utility Imes will be up to 20 feet deep. Items of concern are allowable bearing capacity, ' retaining structures, drainage, excavition, and control of water during construction. 4.9 .UBF9-Qf �jt7NQ1TJM U) 41_Ea1QmfiQa TGh-gRU0 ' Our subsurface exploration consisted of drilling 15 borings of 21.5 to 41.5 feet in depth, with a traller- mounted Versa Drill. All explorations were observed by a geologist from our firm who logged conditions ' encountered and obtalnaf samples for laboratory testing Exploration logs, together with more detailed descriptions of the drilling and sampling techniques, can be found in the Appendix 4, it QQnS�)tlOfa 4.1j_SUf Kq -The locations of the rew facilities are mostly within the confines of the existing AWWTP and ' as such, will probably be founded (-n compacted fills, consisting of reworked natNe soils. The Headworks ' CWC-HDR 0-4477 May 19, 1988 Page 3 facility Is located at the highest part of the site, west of S.W. 185th Ave., In a relatively und!sturbed area of pastes a grass and small trees. The site slopes gently downward toward the southeast, from a high of approximate EI. 180 to El. 125. ' 4.2.2 Subsurface -As nu,ed previously, the bulk of the existing site facilities are underlain by about five to 15 feet of sandy slit fill, presumably emplaced during original construction. The fills appeared to consist of relatively well-compacted (stiff to very stiff), reworkeo native soil. Although h may exist, we observed no residual topsoil below the fill. The term' ler of our explorations revealed six to 12 Inches of v.psoll In the ' area of the existing facility, and possibly two feet thick In the pasturo/orchard where the new Headworks Is to be located. tThe native soils consist of typical floodplain deposits of loose to medium dense, Interbedded slit and silty fine sand with scattered lenses of gravel. The sands arty typically more silty near the ground surface (or just below the fill) and grade cleaner with depth. Any resulting settlements should be rapid and uniform. eAa3 Groundwstgr - We only encountered free groundwater in 8.10, at 18.5 feet below existing grade. However, most of the borings had perched water In the sand layers which could translate Into a seasonal groundwater level. Piezometers were installed In B-14 and B-15, and one was scheduled for B-5 During drilling, B-5 was a "dry hole", so we left it open and returned several days later to see whether the perched lenses would fill it up. The nose was still dry, so we backfilled It without a ple7ometer. Cgnversely, the piezometer in B-15 had filled to within two and one-half feet of the ground surface during the same amount of time. It Is possible that existing underground utility trenches have"dried up" portions of the site. Considering t;ie time of year, we expert that during extremely wet winters the groundwater may rise to ' within a few feet of existing grade, and during the driest months it may drop below 20 feet. Excavation and rn construction within the ground\vatar zone are discussed later In this report. 1 "ISIGN REC9�uiMF�lQATIONS ite Preoar-jtlon We have provided ►ecommendatIons for both wet weather and dry weather construction. Because the ' near surface soils consist of moisture-sensitive slits, If possible, It Is recommended that the site ba prepared during relatively dry weather. 1 1 CWC-HDR 0-4472 May 19, 191313 Page 4 5.1.1 Sias SlrioQlnn - Prior to beginning construction, all areas of the site that will recelvo wilding or pavement elaments should be stripped of topsoil, roots, and any non-engineered surface fill. Minimum %tripping depths may range from six Inches in areas of existing facilities,to two and one-half to three feet In order to remove any non-engineered fills (If any) anti; :fie thick topsoil in the northwest comer of the site. Existing fills, as discussed in Section 4.2.2, consist of generally good quality material, but may contain occasional debris, and do not appear to be underlain by topsoil. After stripping, we recommend that the resulting exposed surface be observed by a representative from our office, and any areas of soft soli or remaining fill should be overexcavated. 1 2 ry W• then Coq}tructlon - Seasonal wetting, drying,freezing, and thawing can substantially loosen the near-surface soils. After stripping and excavating to final grades, but b(i,are any new fill is Installed, we recommend that all building, pavement and fill areas be scarified to a depth of at least eight Inches. The scarifled soll should be aerated as necessary and then compacted to at least 92% (95%below pa:,amer.ts) trelative compaction (AASHTO T-1130) We recommend that we be retained to obser.,e this operation. Even during dry weather it 1r possible that some areas of the subgrade will hecomo soft or will pump, particularly In cut areas. Soft or wet areas that rannnt be effectively dried and compactiod should be prepared In accordance with Section 5.1.3, Wet Weather Construction. .1,3 Wit Wetther (, tMrjlgn - Curing wet weather, when adequate moisture c' 1trol cannot be obtained, or in areas softened by prolonged standing water, a granular working blanket may be Installed to support construction equipment and pro-'de a firm base on which to place subsequent fills, floor slabs and pavements. Commonly the working blanket consists of a bank run gravel or pit run quarry rock (six Inch to eight Inch maximum size with no more than 5% by weight passing a No. 200 sieve). We recommend that we be consulted to approve the material befurp Installation. The working blanket should be Installed on a stripped subgrade In a single lift with trucks end-dumping off ' an advancing pad of granular fill. It should be possible to strip the site with the careful opwation of crawler- mounted equipment However, during prolonged wet weather, operation of this type of equipment may cause excessive subgrade disturbance and final stripping may have to be accomplished with a large backhoe or similar equipment, working,rom the advancing pad of fill. After Installation, the working blanket ' should he compacted by a minimum of four complete passes with a moderately heavy steel drum or grid roller. 1 CWC-HDR 0-4472 May 19, 1988 Page 5 The working blanket must provide a firm base for subsequent fill Installation and compaction. It has been our experience that 12 to 18 Inches of working pad Is normally required, depending on the gradation and angularity of the working pad material. This assumes that the material Is placed on a relatively undisturbed subgrade In accordance with the preceding recommendations, and that it Is not subjected to frequent heavy construction traffic. A very conscientious contractor r^3y be able to prepare the site vrith track- mounted .julpment without resulting In major subgrade disturbance. However, since It will not be possible to scarify and compact the surface during wet weather, we recommend a minimum 12 Inch granular working pad be Installed in all areas where ;carificatlon and compaction is not accomplished, If settlement or cracking is a concern (including floor slab areas). 5.2 Proof-ro&A Following subgrade preparation and prior to fill placement or bass course Installation, we recommend that the subgradA be proof-rolled with Q fully-loaded 10 to 12 yard clump truck. This pertains to all pavement and fill areas. Any areas that putnp, weave or appear soft and muddy should be scartfled and dried or overexcavated z7d backfilled with compacted granular fill. If a significant length of tlm41 gasses between ' completion of fill placement and commencement of construction operations, or If significant traffic has been routed across the site, we recommend that the site be similarly proof-rolled again before final ' placement of base rock or asphalt. ' Ig•� FII • Any fills on this project should be Installed on a subgrade that has been prepared In accordance with the recommendations in the previous sections of this report. Fills should be installed In horizontal lifts not ' exceeding about eight inches In thickness, and should be compacted to at least 92% relative compaction (AASHTO T-180) for native soils, and 95% relative compaction for Imported granular materials and the upper eight Inches of pavement subgrade, regardless Gf the type of fill material. Compaction criteria may he reduced to 85% in landscaping or planter areas. ' During dry weather, structural fills may consist of virtually any relatively well-graded soil that Is free of debris and organic matter and that can be compacted to the preceding specifications. The nonorganic existing fills encountered at this site (excluding topsoil) would generally be adequate for reuse as ' compacted fill. If wood, debris or topsoil are encountered they should be removed prior to filling. Native silty sands and sands would also make Adequate dry weather fill ' CWC-HDR 0-4472 May 19, 1988 Page 6 In order to achieve adequnte compaction during wet weather, we worimend that fNis consist of well- graded granular soils (sand or sand and gravel) that do not contain mon than 5% material by weight passing the No. 200 sieve. In addition, it Ie usually desirable to limit this material to a maximum six to eight Inches In diameter for future ease In the InsLeilatlon of utliltles. 5.4 Areai Settleininv The native soils at this site (outside existing engineered fill areas)are somewhat loose and exhibit moderate compressibility. Areal fills could increase the stresses In the oxisting soil strata, and could cause variable consolidation. We understand t"►at no significant new fills are proposed. FNIs up to three or four feet should not result In significant settlements M the she surface Is prepared as oudloed In pre-dous sections of this report. If fills thicker than four feet are proposed (above existing grades), we should be contacted for additional recomrnendatlons. ,Q Foun�!a�jg� This section pertains mainly to tho new Heady orks building area. We are assuming that this building will ' have only I!ght loads associated with a two-story building containing a basement. Column loads are assumed to be under 80 kips, with wall loads not exceeding four kips per lineal foot. Subject to site preparation as outlined In Sertion 5.I, these footings will bear on native solla, or possibly one to two feet of engineered fill. For this case we recommend that these foundations be designed for a maximum bearing pressure of 2500 psf and that they be a minimum of 12 Inches wide and 18 Inches below finished grade. This pressure applies to dead plus frequer,, ,eve load and may be increased by one-third for wind or seismic loading conditions. For foundations established In accordance with the above recommendations we estimate that settlements will not exceed one-half Inch. If the building loads are substantially higher than those nwpd, wr should fie contar':vi for additional recommendations. °s §A Relaining Wallp ' This portion of the report pertains mainly to the new Headworks building that appears to be substantially below adjacent exterior grades. Normally such structures are either built as a s1ructura117 reinforced box ' designed to resist hydrostatic loads, or have a drainage system that allows dewatering during periods of high groundwater. In addition, we recommend that all fill within Me feet of walls (measured horizontally), be ' compacted with lightweight, hand-operated equipment. ' Although groundwater levels were encountered at about 18.5 feet In 8-10 at the time of our exploration, they rose during a fairly short period of time to two and one-hair feet in boring 8-15. In addition, a perched water surface develops within the upper slity sands. Because of the relatively high lateral permeability of pnative soils, extensive drainage systems would be required to lower the groundwater table. We recommend that any areas below exterior grade that cannot be drained by gravity be designed to resist ' hydrostatic pressures If specific areas appear to fit this case, we wot,ld be happy to address drainage with you on a case-by case basis. Normal gravity wall drains and subdrains should consist of a four inch diameter perforated pipe enveloped In drain rock, with the rock wrapped In a nonwoven filter fabric. An acceptable filter fabric Is Flbertex 150, or equivalent A typical detail for wall and under-slab drains Is attached as Figure 5.8. The proposed floor slab in the Headworks building may be subject to heavy Poor loads, and may well be trafficked by forklift trucks. We would be happy to assist In the de sign of an appropriate Poor slab section 1 CWC-HDR 0-4472 ' May 19, 1988 Page 8 M provided with loading details. As a minimum we recommend that floor slab areas be compacted In accordance with Section 5.1.3. In addition, we recommend Installing a minimum of six Inches of ' compacted (95%, AASHTO T-190) crushed rock below floor slab areas. If heavy floor loads are anticipated, 12 Inches of crushed rock may be necessary. To minimize potential offsets at joints, it Is Jusually desirable that all joints be either xeyed or doweled.. ;n addition, If flours are not drained In accordance with Section 5.7, they may be subject to hydrostatic up - n forces. If this type of design Is contemplated,we should be contacted for additional recommendatlors. 5.9 Temorarx SiotsiMOs[tiffilf All temporary excavations should be adequately sloped or shored. Because of the variable so# moisture conditions, It Is not possible to provide recommended 'safe' slopes, end final decisions may have to be based on fielJ conditions at the time of construction. We expect that slopes of 11-1:1V should remain stable ' to depths of at least 15 feet, providing groundwater Is not encountered All of our explorations were advancad with a light weight drill rig. No significant obstructions were encountered in any of our explorations (depths up to 41.5 feet). Some sidewall caving do occur near the groundwater table and in some perched water zones. 6.0 PAVEMENT DEIGN In order to facilitate pavement design, we have reviewed a number of COR tests that we have performed In the vicinity of the site and performed two additional CBR tests for this project. Based on this data we ' recommend designing for the following: 0. Design pavement sections are provided In Table 6.0, Pavement Designs. Our designs assume that the subgrade will be prepared In accordance with Sections 5.1,5.2, and 5.3. The top eight Inches of subgrade should be compacted to 95% relative compaction. Specifications for pavements, base course and subbase shou;d conform to Oregon State Highway specifications Section 703. Lime-treatment is not recommended for this shu due to the high organic content at depth. ' If possible, construction traffic should be limited to unpaved and untreated roadways, or er icially constructed haul roads. If this Is not possible, the pavement design selected from Table 6.0 should include an allowance for construction traffic. The recommendations contained In this report are teased on information gathered during our field and laboratory study• and on design Information provkiec by CWC-HDR. We have not yet received a final copy of the plans for this project. We recommend t!iat we be provided an opportunity to review the final plans and specifications when they become available. This will allow us to determine whether any change In concept may have affected the validity of cur recommendations, and whether our recommendations have been correctly Interpreted.
