At this hearing, the applicant submitted a revised site plan for the parking of trucks arid indicated that the Fire District had approved the revised plan. In response to this information, the City Council decided to remand the proposal back to the Planning Commission to review the revised site plan. 3 . Site Information and Pro osal Descr—tion The site now contains 90,000 square feet of mini-warehouse 01its, an office, and four parking spaces. A wrought iron fence was burl} along the front of the development and chain-linked fence borders the property on the other three sides . / The original proposal contemplated providing space: for six to eight rental trucks on the property. The r�ais®d proposal provides for one 12 x 20 foot van space, one 18 x :9 foo: truck space, and 1 second 12 x 32 foot truck space. Also, three additional parking spaces in tt,- front of the property are proposed. 5. Agency and NPO Comments Portland General. Electric, General Telephone, State Hi.ghway Division, City Engineerirn3 and Building Divisions, and the Tigard Water District have all reviewed the proposal and have no objections to it. Washington Cuunt.y Fire District also has no objections to the revised space is made available for emergency plan because adequate vehicle access . No other comments have been received . B. FINDINGS AND CONCLUSION`, -rhe storage arid rental of trucks is classified by the Tigard Community Development Code as an "automotive and equipment: sales/rentals, hoavy equipment" (Section 18.42 .020(c)(6)(G)) . Thi3 use is listed as once S permicted only with a conditional use permit in the C-G zoning district. Because this property also has a planned development zone designation, this request was reviewed by the Planning Commission and not. the Ilearings Officer. The previous application for the mini—warehouse facility was deemed to meet those criteria. It is the opinion of staff that the addition of three customer parking spaces and three truck storage spaces on the existing pavement do not constitute a significant departure from the original site plan. The three is3ues that require further evaluation pertain to parking, truck storage, and landscaping. 1 . C-istomer parking Parking regulations for a heavy automobile rental use ara contained in Section 18. 106.030(c)(7)(F) . Required is one space for each 1,000 square foot of gross floor area but not less than ; 4 spaces for each establishment. The approval of the conditional use for the mini—warehouse use also required 4 parking spaces and therefore, if approved, both conditional use activities should have a total of 8 parking spaces. The applicant indicates that this requirement will be met through the addition of 3 parking spaces in the front that are shown in the shaded pattern on the site plan as well as one garage space that has been designated for the manager of the miniwarehouse facility. Because of the limited nature of the truck rental business on this property, the 8 parking spaces will be more than sufficient. 2. Truck Storage As can be seen from the applicant's site plan, it will be extremely important that the trucks ire parked in precisely the areas that are designated in order to provide adequate emergency vehicle access. Staff would recommend that as a condition of approval, these three t:ruck storage spaces be striped so that it is clear to where the vehicles are to Fe parked. In addition, the condition of the conditional use should include revocation of the permit if on a site visit by City officials or the Fire District, it is found the trucks are parked in violation of the site plan. 3. Landscaping the proposed revision will still meet the landscaping requirements for the zone of 15 porcent (17.9 percent provided). Also, Section 18. 130. 150(c)(5) contains dimensional standards for automotive rental businesses. The only requ.iremcrit over and above what is normally required in the C- G zone• is that 115 feet Of the perimeter setback shall be used for landscaping and screening purposes , , The original site plan provided for such -1 buffer c,iid this proposed revision will not affect this buffer area. Chapter 18.62_ is satisfied because the use is permissible following a Conditional Use review. Building setback, height, and lot coverage requirements have also been met. 2. Section 18.80. 120 (a) (3) of Chapter i8.81J Planned Development outlines the approval criteria for development requests. The application' s narrative has addressed these criteria and has demonstrated the proposal' s conformance with this portion of tl•ie Code. 3 . Section 18 . 130.040 (a) of Chapter 18. 130 Conditional Use outlines the approval criteria for Conditional Use applications. These criteria have also been properly addressed by the applicant' s narrative. Section 18. 130. 150 (c) (25) indicates that all underlying requirements of the applicable zone shall pertain to a mini-warehouse. 4. The applicable portions of Chapter 18 . 100 landscaping and Screening including street trees, landscaped area, buffering, and screening have been met . The existing vegetation along the eastern side of the p-operty shall he preserved as a natural buffer. Chapter 18. 102 Visual Clearance is satisfied because no obstructions are proposed in the vicinity of the driveway access on Pacific Highway . 6. The number of parking spaces required in Chapter 18 . 106 Off—Street Parking and Loading is not satisfied, however, a variance to this standard is appropriate as discussed in item 8 . below. 7. Section 18, 106.03G (d) (2) requires that wholesaling, storage, and distribution activitie- provide one parking space per 1000 gross square feet of floor area plus one space per 700 square feet of patron serving area, with a minimum of 10 spaces. Mini-warehouses are included under this use category but the parking needs are significantly different from other types of wholesale, storage, and distribution activities. The primary factor is the absence of employees in a mini--warehouse operation Parking will typically be needed for office personnel and first time customers .
