The trusses need to be realigned and straightened before the roof sheathing is placed. The contactor should have the truss manufacturer come out and verify in writing that the trusses have been installed for their rec,)mmendations. Reviewed the strap tiLs for Building C. The strap ties are not placed correctly. The strap ties do not align wide the trusses. The following two corrections are acceptable for the misplaced strap ties. (1) Where the ties are off by a small amount the strap maybe twisted 90° and nailed to the side of the top cord of the trusses.(See enclosed section a) (2) Where the strap ties are off, the trusses, the blocking should be notched to allow the strap to continue to straight out of CMU. A 4 x 4 by 48" long piece should be added between the strap tie and the roof sheathing Nail the strap tie to the 4 x 4 and nail the 4 x 4 to the roof sheathing with (12) 10d nails equal spaced. (See enclosed section b) Please note that the strap ties can not have, any bends in them, they must be straight from the CMU to the roof' sheathing or truss. RI M-DTNG ,!W CMU has started, they are approximately 25% finished with the C'MU. BUn.L,2jG "A" CMU is being completed on the front side of the building. Some of the anchor bolts for the ledger appear to be to high on the ledger. Contrav or should verify that all anchor bolts are in the proper position, if not contact the Architect for corrections. Center Buildings A, B, & C Dear Mr. Haritonof.f: In response to your itemized list developed from fire and life safety plan review of the above captioned properties, I submit the following: 1 . Detail of Protection for Scupper of One Hour Walls: Eighteen gauge scupper cap should be built large enough to allow adequate drainage through overflow of the scupper shoulder and extend over the scupper shoulder overflow openings. This will. provide protection for those openings which rould cause exposure to roof membranes extending through the parapet wall. 2. Dead Bolts: Use of dead bolts on doors, other than door's secondary leafs opening to areas not normally occupied, are prohibited. Only automatic flush bolts sheill be used on secondary leafs of exit doors or other doors that may be used as exit doors. 3. Occupancy Up-Grade: Group H4 occupancy up-grade will be based on 1988 edition of Uniform Building Codes. I apologize for the lag of delay in response to your letter. I guess we can look at this as "better latae than never." If I can be of any fu.ther assistance to you, please feel free to contact me at 526-2502. For improved leasing flexibility, occupancy of Buildings 8 and C are to be upgraded to a H4 occupancy as outlined in the 1985 edition of the Uniform Building Code. I will address your comments on an item to item basis. Item 1: After discussing the situation with Jim Jaqua of the City of Tigard; it was concluded that the integrity of the one hour rattwi wall can be maintained as sham on the plans by providing an 18 ga. sheet metal cap to the top k:f the oven scupfer. See attached record of phone conversation. Items 2 through 4: To be complied with. Item 5 As both doors are to be active and have closers as provided by the door supplier and cylinder activated flush bolts at the base of each door, automatic flush bolts should not be required. Signage per Item 4 will also be provided. Items 6 through 13: To be complied with_ Should you feel more clarification is required, please do not hesitate to contact me. Boones Ferry Road C Suite 0301 OREGON{ Lake Oswego, OR 97035 / RE: Case No. STIR 89-23 Site :fork Permit Dear Mr. Moore: The above development was approved by the community Development Department on September 15, 1989 subject to conditions. This decision was appealed by Neighborhood Planning Organization No. 3 due to concerns raised regarding the proposed driveway access on Watkins Avenue and the storm drainage detention system for the project. The conditions of approval for the decision are listed to be accomplished pror to site work permits, building permits, and occupancy i permits. The issues noted in the NPO ap(al are only related to the conditions pertaining to the receipt of building permits. You have requested permission to proceed with the site work while the appeal is I pending. This request is approved because: 1. Site work permits are issued by the Building Division and they do not- require a Site Development Review (SDR) approval prior to issuance of such a permit. Building demolition, fuel tank removal, capping a well, etc. , can be accomplished by a property owner at any time. 2. The concerns expressed in the appeal are related to the design issues which must resolved prior to granting building permits to begin constructing the project. The site work has no direct relationship with these issues. If the appeal proceeds, It wili be reviewed by the Planning commission on October 17, 1989. Any work or time invested toward the ultimate development of the site, prior to receiving a final approval, will be done at the owner's risk. No building permits will be issued until the appeal h s been withdrawn or concluded at tyle commission or appellate level. Please sign and return this letter to acknowledge this agreement which allows the issuance of a site work permit subject to satisfying conditions 1. through 8. of the Director's Decision. Boones Ferry Rd, Suite C-301 Iake Oswego, OR 97035 Re: U:'T - Washington n County Dear Mr. Moore: In response to your. request, I have reviewed the Crosby and Overton report of October 8, 1987 concerning the underground storage tank removal at the former Hudson Service Station #23 at 13702 S.W. Pacific Highway in Tigard. These tanks were apparently red without fire department notification or updating of DEQ records. These updates have recently been completed. Although it was not a regLL!atory requireqnent at the time, Hudson sampled and assessed the site for contamination around the tanks as they were removed. The contractor reported ro detectable odors or signs of contamination and the soil sampling results are consist-.nt with these observations. Based on this information, it would appear that decommissioning has been properly completed and no further action is required at this time. {: This decision resulted from our evaluation and judgement based on the facts E and current regalat:ions as we now understand them, including: 1. There were no numeric cleanup standards at the time the work was aeeonplished. We were working under the guidelines of no detectable odor and no visible signs of contamination for calling a site free of concerns. 2. The observations of the contractor that no visible signs of contamination or odors were found in the soils surrounding the tanks, combined with these sample results would appear to meet the regulatory cgizidel' ies. 3. The sampling results of no detectable Total Volatile Hydrocarbons and 151 parts per million Total Petroleum Hydrocarbons (TPH) is consistent with the odor and visual threshold. 4. Natural degradation appears capable of reducing the remaining TPH contamination to near backgr and levels without any adverse impacts. It appears that the earlier work was limited to the tank areas. If any contaminated soils are encountered during the planned construction work, particularly around pipe r.uis and service islands, this office should be contacted within 24 hours. Information concerning the tank removal and observations should be maintained with the permanent facility records. We remi.rid you that the current investigation is limited to the tank removal and does not transfer any liability to the State of Oregon. CITY OF TIWM NOTICE OF DRCISION Site Developmer'_ -.,-view SDR 89-2,/V 89-26 Hudson Oil/Cai.i/WTM Developmenz APPLICATION: A request by WTM Development on behalf of Jim and Darlene Cain and Hudson oil for Site Development Review approval for construction of a approximately 22,275 3q. ft. general retail and automotive service facility on a 2.1 acre property zoned C-G (Commercial General) . Also a request for an Administrative Variance to allow a 5 foot wide buffer zone where 10 feet is required by the Tigard Community Development Code. Location: 13702 ani' 1.3735 SW Pacific Highway (WCTM 2S1 3DD lots 300 and 500) . DECISION: Notice is hereby given that the Planning Director's designee for the City of T-gard has APPROVED the above requests subject to certain conditions. The findings and conclusions on which the decision was based are noted below. 1 A. FINDING OF FACT 1. Background No City records exist which account for the original development of this property into a vehicle fuel sales use. The site has been vacated and the gasoline station abandoned for at least- ten years. Tn 1984, an application for a temporary use permit was filed with the, City for a Christmas tree sales business on this lot. Two freestanding signs remain on the site, one of which approximates the size of a billboard. Both of these signs have been considered nonconforming as of March 20, 1988, and the property owner was notifi.-d of this nr to the March 20, 1938 amortization deadline. The property -.ner was cited for the following nonconformitiees: 1. Abandoned signs, violations of Section 18.114.120.D. A voluntary compliance agreement was signed indicating the willingness on the part of the property owner to rectify the nonconforming signs once the City adopted new sign regulations. The new regulations became effective in August, 1988. The property owner was subsequently cited for failure to abide by the terms of his voluntary compliance agreement after two extensions. After a plea by the property owner for one more extension of time on the voluntary compliance agreement, the City agreed to a final extension to 8 a.m. October 16, 1.989, and noted two additional potential citations: STAFF PRPORT _, SDR 89-20/V 89-26 - WTM DFVEI,OPMF N,r - PAGF 1 Into and sign structures the Failure to bring the signs rovisions of 2• the sign amortization of Code Section compliance with a violation City Sign Code, 18.114.110.A. terms Of the Voluntary with the to comply and October 3• Failure dated April 18, 1988, compliance agreements 16, 1989- 2. Agency and NPO Comments Neighborhood Planninr ( ,• nization #3 has reviewed the proposal and comments: The main concern t the proposed development expressed by many at the NPO meeting was that traffic should not be permitted to exit onto SW Watkins Avenue. If this exit is to be permitted at all, it should force automobiles to make a right: turn only onto SW Watkins Avenue via ths use of curbs and not jue painted signs. A second concern was the above ground retention pond. Underground retention was suggested Listead. Portland General Electric has reviewed the proposal and has no ob;ections to it or comments. The Tigard Water District notes that Buildings A and B will need individual one-inch meters and the cost per meter is $1,350.00. Two additional fire hydrants are also needed at a cost of $2,000.00 each. The City Biiilding Division has reviewed the proposal and makes the following remarks: a. Demolition permita will be required for each building that is to be removed. b. All septic tanks shall be pumped out and filled with sand or gravel, or be completely removed. C. Any building that is connected to the sanitary sewer system shall have the sewer line capped off. d. The Building Departmen'Z shall be notified to inspect the filling or removal of all septic tanks, and the capping of all sewer lines. e. The Washington County Watermaster shall be notified and approve the method of abandonment of the existing wr,ll. f. The existing underground fuel tanks shall be removed. The C,regon Department of. Environmental Quality may have regulations for removal of the tanks. The City Engineering Divisio:, has reviewed the proposal and makes the following observations and findings: The applicant propotieb to redevelop the abandoned Hudson gas station south of Watkins Avenue along Pacific Highway into an automotive retail center. A site Flan and narrative has been submitted showing the proposed building layout: The narrative STAFF REPORT - SDR 89-20/V 89--26 - %?TM 1)1;,VET,OPMFNI' - MIR I mentioned concerns voiced by the neighborhood at an NPO meeting attended by the applicant regarding storm drainage retention and access onto Watkins Avenue. a. The site fronts onto Pacific Highway and Watkins Avenue. Pacific Highway is an Oregon State Highway and is improved with curb, sidewalk, and street lights. The curb and sidewalk is proposed to be reconstructed with she site development. The curb return at the corner is presently very bhort and should be increased to provide a safer ti.rn onto Pacific Highway. The curb return radius of 30 feet shown is recommended. The right- E-way should be adjusted at the corner to retain the sidewalk within the right-of-way. The right- of-way along the frontage should be 45 feet from the centerline. Watkins Avenue is a two lane, paved, City ninor collector street. Watkins Avenue was designated as Bach in the Comprehensive Plan that was adopted in 1983. Minor collector streets are specified by the Community Development Code to be improved to a 40 foot paved street with curbs, sidewalks, streetlights, and associated underground utilities within a 60 foot right-of-way. Half street improvements would be re^{uired &t this site, improving the pavement to 20 feet from the centerline of the right-of-way with a curb, a 5 foot wide sidewalk, and streetlights. Right-of-way should be 30 feet from centerline. b. Two accesses are proposed to the site. One from Pacific oighway and one from Watkins Avenue. A 34 foot, two-way driveway is proposed to Pacific Highway and a two--way driveway is proposed to enter Watkins Avenue divided by a median. At the Pacific Highway access the travel lane of. Pacific Highway Is against the curb. In order to provide for easier access the driveway approach should be tapered out at the curb. The exit driveway to Watkins Avenue is designed for right turns only. The intent in to force all exiting traffic to go directly to Pacific Highway. We have two concerns about this proposal. First, if enforced, the right-turn-only requirement would require motorists destined for the adjoining Watkins Avenue/Park Street neighborhood to drive on Pacific Highway rather. than Watkins. This would add unnecessary delays and unnecessary additional turning traffic onto and off of Pacific Highway. The proposed small retail center is likely to attract businesses that serve the nearby neighborhood as well as Pacific Highway motorists. Second, in practice, the left-turn prohibition is unlikely to be observed unless there is extensive enforcement. The driveway design does not physically prevent left turns for most vehicles. The turn prohibition will appear illogical to most motorists and extensive enforcement is not practical at this low-volume location. In other words, the right-turn-only design probably will not work. STAFF RF,PQR'I' -- SDR 89-20/V 89-26 - WTM DEVELOPMENT - PAGF. 4 Watkins Avenue is designated as a minor collector street, intended to carry traffic volumes somewhat higher than a local street. We find that a driveway access from the proposed development would be unlikely to cause traffic volumes on Watkins to exceed minor collector standards. Therefore, a standard driveway connection to Watkins Avenue is more consi2tent with City policy relating to the use of arterial and collector streets. C. The site slopes to the rear away from Pacific Highway. The existing paved surface area is to be en.,.arged, increasing the impermeable surface area and storm drainage runoff from the site. The NPO has concerns that the increased runoff will add to the extsting poor drainage downstream of the site in Watkins Avenue. The applicant haE proposed to install a detention system to contain the additional storm drainage runoff. The City discourages the use of detention facilities as it is best to discharge the runoff as quickly as possible within the Tigard drainage basin. In this instance, the public drainage system in Watkins Avenue is inadequate to handle additional runoff. Therefore, the detention system is recommended as a suitable alternative. This detention system will be designed so that the rate of storm runoff will not increase. Eventually a new storm drainage system should be constructed to serve this area. The applicant should be required to record a waiver of remonstrance for the formation of a future Local Improvement. District: to improve the storm drainage system. It should be noted that the detention system is intended to hold storm water temporarily during a major storm event. The stored water would be released slowly after the storm subsides. Typically the stored storm water would be gone within a few hours after a storm. Therefore, the detention system should not attract insects or other problems sometimes associated with more permanent ponds. d. The site is not presently served by sanitary sewer. A public sewer system exists north and south of the site. Extension of either sewer system is recommended to connect the proposed development. The State of Oregon Department of Transportation Highway Division has reviewed the proposal and has the following comments: An access permit is required, curb and sidewalk along the property)a Pacific Highway frontage will be required as a condition of access. The access location is acceptable. The existing eight distance is also acceptable; no trees or signs should be placed where they will reduce eight distance. Pacific Highway is a major arterial whose serviceability to the public will d1minish with time. The Highway Division wi' l therefore want to reduce the number of conflict pointe along its length. The Division does not even have to allow access at all onto Pacific. STAFF RF.POP.T - SDR 89--20/V 89-26 - WTM DEVELOPMENT - PACE 9 Highway but because of the proposed site design, two access pointe oa two different street frontages appear to provide the bast operation for the public. Access onto Pacific Highway is typically required to be located a minimum of 100 feet from the nearest city street; the provision of two accesses along Pacific Highway would too close and therefore least desirable. Other letters from residents of the neighborhood expressed concern regarding the location and design of the Watkins Avenue driveway apron and how traffic might affect pedestrians and motorists in the area; storm water drainage and surface runoff into existing drainage system; disposal of toxic contaminants from the automotive retail uses; removal. of previous Hudson gas station fuel tanks; and increased traffic and traffic flow concerns. No other comments were received. B. ANALYSIS AND CONCLUSION Section 18.120.180 lists the standards whereby the Director (or his designee) is to approve, approve with modifications or deny a request for Site Development 'teview r.ppruval. In addition to those contained in Chapters 18.120, Site Development Review, and 18.62, Commercial General District, the following sections of 1.:he Tigard Development Code are also applicable: Chapter. 18.100, Landscaping and Screening; Chapter 18.102, Visual Clearance Areas; Chapter. 18.104, Fuel Tank Installations, Chapter 1.8.1.06, Off-Street Park*ng and LoadLng; Chapter 18.108, Access, Eq_rers and Circulation; Chapter 1.8..7.14, Signs, and Chapter 18.1'0Tree Removal. , The applicant's submittal will meet the relevant development standards contained in Tigard's Community Develom.lent Code if modifications relating to parking, fuel tank removal, access and egress, landscaping and screening, and signage are implemented as noted below. Parking The submitted site plan shows 114 standard 90 degree parking spaces, one of which is designated for, handicapped parking. The Community Development Code requirements for standard parking space number has been satisfied (F6 required); however, the parking space dimensions will need to be redrawn on a second cite plan. The proposed parking space dimenl3ions of R feet wide by 16 feet long does not meet the Tigard Code requirement of a minimum of 9 feet in width and at least 18 feet in length. Also, state law requires that at least one handicapped parking space be required for every 50 parking spaces, so an additional handicapped parking space will also need to be provided in a revised site plan. Finally, there is no provision of bicycle rack space— the rode requires at least one bicycle rack space for every 15 requited automobile spaces. Therefore, at least I bicycle rack spaces should be indicated on the revised plan as well. Additional tees should be added to the plans where feasible along the western and northern property line in accordance with screening requirements contained Section 18.100.080 or the applicant should demonstrate how existing trees and vegetation can be incorporated itato the buffer area. The Director or his designee will review and approve screening of HVAC and other rooftop mechanical. equipment as well as any equipment. located along the rear of the building, lighting and will require that the dumpster area be relocated away from residences. A discussion of the Variance request pertaining to buf.faring and screening requirements can be found later in this report. S ignaue The proposed site plan indicates the proposed location of a new freestanding sign which Is unacceptable due to its c,nflict with vision clearance requirements (see above discussion) . No request has been made by the applicant for larger freestanding signage under the provisions of 18.114.130.E and so c,taff notes that maximum sign area for a new freestanding sign will be 70 square feet per face (140 total) and 20 to 22 feet in height depending on sign setback from the property line. Sign permits will be required prior to the erection of any signage on the site. This applies also to the wall. signage which is indicated generally on the building elevation plans. Nothing in this report or on approved building plans is intended to also approve thio wall signage and each tenant must apply individually or in groups for permanent wall sign permits. There is a large, rusted 4reestanding si'4n, sign structure and billboard--like sign on the front portion of tax lot. 500. The signs have been abandoned for longer than a six month period and therefore according to the Code they are classified as abandoned signs which are illegal and the Director can require that they be removed within 90 days. Under the provisions of the Sign code, specifically Section 18.114.110.A.1, the two signs can also be classified as nonconforming, amortized signs. This is because both of the signs were erected prior to March 20, 1978, and the Code allowed a ten year amortization period to bring the signs into compliance with the current Sign Code. Because the signs have not been removed or modified to conform with the Sign Code they are also illegal and subject to civil infractions penalties. The Planning Division staff has been in contact with the current property owner, who has asked for an extension of time on hia voluntary compliance agreement with the City regarding these signs no less than three times. Regrtrdleas of whether this development is completed to the Patisfaction of the Director within the eighteen month time period as allowed for new development in the Code, staff recommends that the Director require immediate removal of the signs and sign structure in accordance with the October 16, 1989 deadline. The property owner will STAFF REPORT - SDR 89-20/V 89-26 - STM DFVFLOPMFNT -- FIA(-F 8 Access, Egress and Circulation The two-way access aisles indicated on the site plan are not of sufficient width nor do they indicate the direction of traffic. The Code requires that one-way and two-way access drives on private property be at least 15 and 24 feet in width respectively. The site plan must be amended to reflect Code minimum access drive requirements and traffic flow or direction. Fuel Tank Removal There are presumably a small number of abandoned fuel tanks located beneath tax lot " 00. These need to be removed and the site must be prepared in accordance with state Department of Environmental Quality regule.tions. The applicant shall be required to show that he has met all DEQ requirements with respect to the existing underground fuel tanks. Visual Clearance Areas Both of the proposed access and egress driveway areas are depicted as having large trees and one freestanding sign within vision clearance areas. The SW Watkins Avenue accessway is supposed to contain one pear tree and the SW Pacific Hig. way accessway is supposed to contain two annuals and the sign. Thi viiion clearance and sign regulations of the Code do not allow any object in excess of three fee.-. in height to be installed or erected within a vision clearance area. Trees with branches trimmed below the eignt foot level may remain.. Therefore, the three trees and one sign (unless below 3 feet or over. 8 feet to the bottom of the sign or lower tree branches) must be relocated. These items should he shown on a revised landscaping plan. Landscaping and Screening The Code requires new development within the C-G wing district to contain a minimum of 15 percent landscaping coverage. The submitted site plan is deficient by an estimated 3,000 to 4,000 square feet. The landacapi_ng plan should be revised so that this lanJecaping coverage can be satisfied. It. has already been noted that the landscaping plan will require revision due to vision clearance regulations. The Code also requires that all development projects which front a public right-of-way by more than 100 feet be required to plant street trees. Tt,a submitted landscaping plan shows more than 250 feet of frontage o-i Pacific Highway and only two trees. No street trees have been propos.•d for the SW Watkii.s Avenue t ontage. This lack of street trees i4 not Acceptable and will need to be revised also. The proposed parking areas along RW Pacific Highway and SW Watkins Avenue are not sufficiently screened from view. In order to accommodate the construction j schedule proposed by the applicant, this deadline may be moved to November 1, 1989. Tree Removal Nothing on the landscaping plan indicates whether any of the existing trees on the two tax lots will be retained. Staff notes that the Code requires all existing trees with a diameter of 6 inches or more at a height of four feet will not be allowed to be removed until a tree removal permit has been obtained. Furthermore, the existing trees should be protected from construction equipment and debris by some type of fencing. Variance to Buffering Requirements In conjunction with the Site Development Review, the applicant is requesting approval of an Administrative Variance to allow only a five foot wide landscapinq buffer where the Code would require a minimum of ten feet (Section 18.100.130.A) . The affected portion of the site would be the western boundary; this area also forme a boundary between the Commercial General and the -3.5 zoning districts. Code :.-)ction 18.100.080 specifiza the buffering and screening requirements and states that at least one row of trees with a combination of deciduous and evergrean tags not less than 10 feet high for deciduous trees and five feet high for evergreen trees at the time of planting be provided and spaced according to specific distances depending on the size of tree planted. Section 18.134.050 of the Code contains criteria whereby the Director (or his designee) can approve, approve with modificatiunu or deny a Variance request. They are: (1) The proposed variance will. not be materially detrimental. to the purposes of this Code, be in conflict with the policies of the Comprehensive Plan, to any other applicable policies of the Community Development Code, to any other applicable policies and standards, and to other properties in the same Inning district ol• vicinity. The purpose of this survey is to expose as much relevant data as possible from an historical and environmental impact standpoint. Level One Assessments also draw conclusions about possible risks, but do not proceed into actual physical_ or chemical testing to cpiantify actual field conditions. Scope of Services Services relevant to this particular project included; site visitations and observations, a check of surrounding business operations, examinations of existing documents regarding pas environmental events, and the preparation of this report. Site Description The subject site is located at the southwest corner of S.W. Pacific Highway 99W and S.W. Watkins Avenue in Tigard, Oregon. The property fronts S.W. Pacific Highway 99W for some 280 feet as its eastern boundary. The site is also bounded and fronted, to the north, by S.W. Watkins Avenue for some 215 feet. The aastern portion of the site currently supports an abandoned service station (Hudson) fronting oil S.W. Pacific Highway. An existing, occupied residential structure and dense brush thicket is found in the southern portion of the site. An open and grassy field c:onprises the remaining western portion of the property. The site has been built-up (by fill) to road grade along Hwy. 99W, but is somewhat lower than road grade in the western, or undeveloped portion of the property. Tl . SITE ASSESSMENTS History The subject property, as previously mentioned, supports an abaru, ined service station (Hudscns) . By appearance, and WTM Development August 7, 1989 conversations with local residents, the station had existed onsite for several years. The station was closed and abandoned, R.E. Crosby and Overton tank removal report, (appendices) , previous to September 30, 1989. Conversations with local residents also indicate the site, previous to the Hudson station supported a green house of moderate size, this is borne out in part an old concrete slab and foundation immediately west of the Hudson station. An older residential structure appears to have occupied the southern portion of the site for several decades. Surrounding band Use Issues The project area is a well developed mixed use commercial/retail district with of.`ices, restaurants, tire repair and service industries bordering all but the western portion of the property. To the west land use consists of single family residences. Sites to the south and east of the property do host gas stations and imilar operations with underground fuel storage. Geolo yand Hydrology Units to be encountered onsite and in the general vicinity consist of some man-made fills underlain by native silts and sands to depth. Viese materials are inturn underlain by Pliocene to ple.istocene age basaltic rack. Hydrologically speaking, the prominent controlling factor at this site will be surface, (sheet flow) , runoff and ground water recharge during prolonged heavy rain. Groundwater is therefore expected to be generally less than 30 feet in depth and often only a few feet- below existing grades. Evaluation of Level One Findings 1. Inspections of the exterior structures reveall no indic;acion of illicit chemical dumping nor hazardous materials. bei.nq stored on the site. An empty 5 gallon container of ele:trical cleaning solvent was fo• -id next to the Hudson St«tion building. `ilif M 4 WTM Development August 7, 1989 2. Documentation of a removal forample run for Hudson rservice station on content onsite, during tank (3) is presented herein for (Crosby and Overton, October 8, 1987) your review. 3 . One power transformer located on P. pole on the west side of Hwy. 99 and several fluorescent outdoor lighting fixtures with old ballast units, serving the Hudson service station, may contain PCB contaminated cooling oils. This is not perceived to be a major concern, but it is an issue which can be further investigated. 4 . Review of the federal agency lists was conducted during this investigation including, but not limited to; CERCLIS, DEQ-UST, RCRA. and those f nd findings include; pertinent to this area. Details i * Five (5) combined RCRA (small and full regulated generators of environmentally hazardous substances are ile .radius of this site, however registered within a one-m twenty-four (24) combined RCRA sites are registered within a two-mile radius. * A multiplicity of sites in the 97223 and 97224 zip code possess egrendistorage tanks. It 1.sunooJmanyare provsionedwith leak detectors, alarms, etc . * Three (3) CERCLIS (su-)erfund Clean-Up) sites are known within a 1. 5 mile radio The nature of the incidents surrounding their recorded events is unknown at this time. Conclusions and Recommendations on the basis of our inspections, considerations: onsite observations, we offer the following 1. We have not discovered any evidence of near surface residual effects of any significant illicit chemical dumping or contaminations in the subject vicinity. 2 . No evidence has surfaced indicating leaking UST' s in the immediate vicinity. Should concern be held in other quarters regarding potential contaminations locally, then further investigation and testing would be warranted. We presently see no reason for concern in this area at this time. +r err ■r + a WTM Development August 7, 1989 3. Documents are enclosed regarding a number of past events, sites and locations. Should new evidence surface regarding this material or should new inform-ition; contrary to our finding be found, we should be advised of such and permitted the opportunity to review the potential effects of those findings. 4 . No obvious evidencF has surfaced in our investigation indicating blatant: dumping of waste or chemicals on or near this site other than those events or areas noted within this report. S. Northwest Testing Laboratories, Inc. , has researched Federal CERCLIS Lists, RCRA Lists, directories and information on file regarding this area during the course of this review. We claim no responsibility for errors in that information nor do we accept responsibility for evidence potentially suppressed from our access during this investigation'by any tarty. lie trust this service fulfills your needs on this project.
