This alignment has been approved by NPO #4, and is the only alignment pattern left _do, to development on the South side of 99W. We have verbal assurances from Mr. Finke, Mr. Hale, and Mr. Alexander that they will cooperate in the future as they develop relative to this realignment proposal. Pfaffle Street represents another area of concern. With the installation of a four-way intersection 99W it seems appropriate to make Pfaffle a one-way off 99W going West. Entry from the West to the bonk would be changed and protected. We might eliminate a portion of the tnick traffic now using Pfaffle. All of these (traffic) plans have been discussed with the applicant, and to some degree w.itlt the Oregon Department of Transportation. The Public Works Director has prepared a sketch of this proposal for review by the applicant, STAFF RECOMMENDATIONS: Staff recommends approval subject to the following conditions: 1. All conditions of ZC 22-80 shall be met. . 2. Sidewalks: 99W frontage shall be eight (8) feet wi.cle. Existing sidewalks shall be removed. Dartmouth •• five (5) feet both sides. Page 26 r r r r r rw r r r r 1. 0 GENERAL, REQUIREMENTS 1.1 General Conditions 1.1-1 ^Contractors The owner (Marie Louis) "hall act as General Contractor for the project, and lienc,eforth referred to as General Contractor in this document. Sub-Contractors shall be selected on the basis of experience and lowest bid. 1. 1-2 Contracts All contractural agreements between The General Contractor and the Sub-Contractor shall be in writing. Any deviations from the original contract which incur additional costs shall be given only upon receipt of written explanation of work to be cone and a cost established. 1. 1-3 Supervision 1. 1-3. 1 The Engineer will not have continuous inspection of this project, but will be called on occasion by the General Contractor as needed. 1. 1-3. 2 The Sub-Contractor shall have his representative on the job site for continuous inspection. 1. 1-3 . 3 The Engineer shall have a final Inspection prior to acceptance by the General Contractor. Any discrepancies, deficiencies, or poor workman- ship will. be rioted at that time, and must be corrected prior to acceptance. Should more than one final inspection trip be required, the Sub-Contractor will reimburse the General Contractor for all expenses incurred for such trips. 1.1-4 Materials When reference is made in the speclficat!ons and drawings to trade names or to the names of manufacturers, such references are made solely to designate and identify quality of material or equipment. In the event the Sub- Contractor wishes to substitute materials or equipment different from the specified or shown on the drawings, prior written approval from the General Contractor and the Engineer must he obtained. The C3eneral Contractor and the Engineer will approve such material if they are considered equal to those specified. Any additional Engineering costs incurred to modify the structure to receive substituted materials will be home by the .Sub-Con' actor. (j) 1. 1-5 Protection The Sub-Contractor shall provide protection agi,!. -it weather, wind storms, frost or heat, so as to nLintain his trade work, materials iixtures, and interface with other trades, free from Injury or damage. At the end of the days work, all new work likely to be damaged shall be covered. If low temperatures make it impossible to continue work, the Sub-Contractor shall cease work and notify the General Contractor. Any work damaged by failure to provide protection as above required, s- : 1 be .removed and replaced with new work at the Sub-Co,.cractor's expense. 1.1-F _Manufacturer: Directions All manufactured articles, materials, and equipment shall be applied, Installed, connected, erected, used, cleaned, and conditioned as diredted by the manufacturers. 1.1-7 Work and Material Not Covered in Specifications Any item of work nece-sary to the proper completion of construction under this contract which is not specifically covered in the drawings and specifications shall be performed in a manner deemed good practice of the trade involved. Materials and equipment not specifically covered by the drawings and specifications shall be of a standard equal to good practice ccmmensurated with the class of structure being constructed. 1.2 Skecial Conditions 1. 2-1 Scope of Work The Sub-Contractor shall furnish and Install all materials and equipment for his specific trade as shown, listed, or described on the drawings or in these specifications, subject io qualifications, conditions, or exception as noted. Sub-Contractors also shall furnish all labor, scaffolding, and tools necessary to complete the work of his trade. 1. 2-2 _Measurements and Dimensions Before r,rdering materils or commencing work which is depenaent for its proper size and Installation upon coordination with build.'.ng conditions , Sub-Contractor shall verify all dime,isions by taking measurements at building site and shall be responsible for their correctness. Any discrepancies between drawings and/or specifications and existir)c1 condition shall be referred to the Engineer for adjustment before any work affected thereby is begun. 1. 2-3 Tempore Provisions The General Contractor shall be responsible for providing and maintaining the following temporary provisions. 1.. Staking shall be done by a Registered Surveyor as selected by the General Contractor. Grades shall be as shown on the drawings using the bench mark established on the property as shown on the drawing: . 2 .1-2 Staking Bullding Corners Stakes shall be located and of a meterial that will not he destroyed during construction. (3) 2. 2 Site Preparation Scot of Work Furnish materials and labor to excavate, demolish, back- fill, and remove existing wood frame structures, foundations, concrete retaining walls, curbing , walkways, pavement, soil, vegltation, trees, or any additional required items not shown or specified herein necessary for the construction or erection of the site work or building, Sub-Contractor shall notify Engineer if underground structures other than shown or indicated herein are found. 2.2-2 Demolition Demol'tion and removal of existing structures, retaining walls, foundations , walkways, curbing, and pavement shall be done in such a manor as to prevent any damage to existing building or facilities. Limits of evacuation of curbing, retaining walls, walkways , and foundations shall be their out to out dimension plus 1'0" each side. Sub- Contractor shall repair or replace or otherwise compensate for damaged or destroyed items to the owners satisfaction. 2. . 3 Basement Removal or i'illinM Existing full basement shall be removed or filled with sand .,)'r 3/4" minus crushed rock and compacted to 90% of "maximum density" when tested according to AASHO standard method A. The last 2'-6" to finish grade shall be 95% of "maximum density" . Basement walls or other protruding facilities shall be removed to a depth of not less than 18 itches below finish grade in areas under proposed building slab, or 12" for all others. 2 . 2-4 Clearing and Grubbing Clearing and grubbing shall consist of the removal of trees , roots , stumps , debris , plant materials, miscellaneous concrete:, or asphaltic pavement, or rubble.
