The modification to the pit opening only entails removing a 12 inch wide section of the openinq with no additional modifications to the reinforcing steel. However,you may find it necessary to add new angle Iron corners to the opening if they were Installed in the original pit. Also, it appears that some modification to the existing railing system will need to be incorporated due to the enlarged size of the opening. I have included design parameters for the new stair and rail. I arra assuming that it will be replaced witn something similar to what was existing. Due to the fact that we were not involved in the design o'the Tigard Auto Stop, some of the details of this particular design are not known to me and therefore the attached drawing is fairly generic. However, design parameters that are necessary to meet the UBC have been indicated on the drawing. I may suggest that the contractor submit this to the local jurisdiction for their approval prior to starting work If there is anything else I can do in this matter,please d Dn't hesitate to call. The developer is requesting additional head room above that area, so what I am proposing is allow the trusses over that mezzanine area to be exposed and side walls by the mezzanine from the bottom of the truss up to the roof sheathing provided so that people can stand up between the trusses. At this time we would have about five feet of clebr. height. The trusses would be basicaly exposed and insulation over the storage area, attached to the top cord of the rouf trusses. That insulation of course would be flame spread 25 as required by code. Side walls from the bottom to the top chord will be sheathed. If you see anything wrong with this request, I would appreciate a call. The sheetrockers probably will not be starting until early next week so feel free to give me a call. Thanks very much Brad. Hall Tigard, OR 97223 RE: Tigard Auto Stop Dear Brad, Pursuant to our conversation earlier, I would like to respond to the questions that were raised that were structural in nature on the Tigard Auto Stop. First, in regard to the Tigard Muffler Stop and the possible requirement for a second slab at the bearing wall edge., I reviewed this with Victor Kimsey our structural engineer, and it is his impression that the nature of the material to be stored in the attic area will not meet a subjected live load of 12(1 lbs per square foot. The material that will be stored in that location will be boxed muffler parts and muffler piping which will most likely not require such a heavy live load need. It is our intention to notify Tigard Muffler that they do have a storage area but not to weigh it heavily. The same thing will hold with the 60 Minute Tune tenant as well. In regard to the Car Wash footing reinforcement, I again spoke with Victor Kimsey, structural engineer, and in review of the drawings and my conversa- tions with Victor, we don't see a great problem with the method in which Cen- Pat has constructed the Pacific Car Wash. You had mentioned that they were minus a reinforcement bar vertically and I'm not to sure if thr documents expressed reinforcement in that location. Once again my obligation in this project is to observe construction and report any discrepancies that I see. In my review of the documents and my discus- sions with Victor Kimsey, it would appear that Gen-Pat has followed the construction documents on this item. In addition, we visited the site when contacted by the contractor to observe the subgrade exposed in the footing excavations for the buildings and retaining walls. We have provided professional observation and services, and have made every reasonable effort to ascertain whether the earthwork and placement of structural fill were carried out in general compliance with the project specifications, and that the prepared subgrade is suitable for the support of the proposed building foundation. We have employed accepted engineering and testing procedures to assess general compliance with the project requirements. A'e do not undertake the guarantee of the work, nor do we relieve the contractor of his responsibility to produce a completed project conforming to the contract plans and specifications. A record of our activities, recommendations, and results of density tests is contained in our field reports dated June 3, 23, and 25, 1986. On the basis of this information, and to the best of our knowledge, our opinion is that the structural fill and prepared footings are suitable for an allowable bearing capacity of 2500 lbs./ sq. ft. Site Information and Proposal Description The subject property consists of three tax lots which contain a commercial building a single family residence. Driveway access is presently available from Pacific Highway, Greenburg Road and Center Street. The applicant proposes to remove the existing building and construct a car wash in the western portion of the property and a retail/automotive service building near Greenburg Road. One driveway entrance is intended for each of the three streets abutting the property . The property will by filled to more closely resemble the grade of Pacific Highway. 1-his will require a retaining wall which is as high as 10 feet near the western end of the parcel . A 20 foot high 100 square foot sign has also been presented for approval . Variances are also requested to reduce the required amount of landscaped area from 15% to approximately 13 .5% and to allow the deletion of a sidewalk along most of the Center Street frontage. The State Highway Division states that a traffic impact report is necessary to evaluate thr_• impact of access alternatives. ANALYSIS AND CONCLUSION The proposed commercial development i5 basically consistorit. with thu relevant standards and criteria contained in the Community Development Code. However, several aspects of the proposal including the variance request warrant further discussion. 1. Access The Greenburg Road driveway is not appropriate for the reasoris noted by the Engineering Division. This driveway should by rr�moved and it is recommended that a pedestrian link bei.wppn the public sidewalk and the project be provided in its place. 2. Visual Clearance Chapter 18. 102 of the Code required that objects taller than three feet: in height cannot be within 30 feet of intersections and driveways. This portion of the Code is particularly important near busy intersections. It is recommended that the two Red maples that are shown closest to the Pacific Highway and Center Street driveways be eliminated. Also, the mature height of all other landscaping mate-ial should not exceed three feet. 3 . Landscaping The proposed landscaping plan generally conforms with Code requirements with the exception of visual clearance (discussed above) , lot coverage (noted below under the variance review), street trees, and the treatment of the proposed retaining wall . The Center Street frontage does riot include street trees as required by the Code, presumably because of the proposed retaining wall . The deletion of street trees appears to be justified, however, the landscaping treatment in this area needs revision. The majority of the 255 foot long retaining wall will be over six feet: in height and potentially could have a detrimental visual impact. No vegetation is proposed to soften or screen the wall. A revised landscaping plan should be prepared by a landscape architect for the retaining wall area. The Flan should contain a justification for the proposed height of the wall , plant materials that will. screen all or most of the retain;- )g wall, an elevation drawing illustrating the wall and proposed landscaping, and landscaping treatment of the right-of-way area between the retaining wall. and the curb. 4 . Variances As mentioned earlier, two variance requests have been made .o reduce the landscaping coverage to 13.5% and to eliminate a sidewalk from the Center Street driveway to the western corner of the property . Section 1.8.134.050 of the Code contains the following approval criteria f,)r granting a variance. DIRECTOR DECISION SDR 6-86 / V 5- 86 page 3 a. The proposed variance will not be materially detrimental to the purposes of this Code, be in conflict with the Policies of the Comprehensive Plan, to any other applicable policies and standards; and to other properties in the same zoning district or vicinity; b. There are special circumstances that exist which are peculiar to the lot size or shape, topography, or other circumstances over which the applicant has no control, and which are not app, icable to other properties in the same zoning district; c . The use proposed will be the same as permitted under this Code and City standards will. be maintained to the greatest extent that is reasonable possible, while permitting some economic use of the land; d. Existing physical and natural systems, such as but not limited to traffic, drainage, dramatic land forms or parks will not be adversely I affected any more than would occur if the development were located a^ specified in the Code; and e. The hardship is r.,-it self-imposed and the variance requested is the minimum variance which alleviate the hardship. The proposed variance to the ?.-ndscaping coverage requirement is minor and it will be difficult to notice a difference betwaen tho required minimum (6, 317 square feet) and what is proposed (5,680 square feet) . The property is long and irregular in shape with street frontage on virtually the entire perimeter, which has presented unique problems related to right-of-way dedication, street improvements, and internal circulation. The proposed uses are permitted in the C-G zone and the request will not adversely affect physical or natural systems. Finally, the hardship is not self-imposed because the primary reason for the variance is due to the irregular- parcel configuration. The request appears to be the minimum necessary and also, the requirad modifications to the site and landscaping plans will cause ;I slight increase in the amount of landscaped area. The proposed sidewalk variance alsc appears to be justified for the following reasons: -- State Highway right-of--way and the embankment for Pacific Highway lies tj the west of the property along Center Street and the potential for any extension of the sidewalk is minimal. - Because of the large amount of frontage, the applicant is responsible for a substantial q-!iantity of street improvements and this portion of sidewalk would be of minimal value and it could actually cause problems by encouraging pedestrians to cross the street in the middle of the block . DIRECTOR DECISION SDR 6-86 / V 5- 86 Page 4 The applicant is providing all ether half street improvements as required by City Code and the development will be able to adequately accommodate pedestrian and vehicular traffic on the perimeter of the si to 5. Signage The applicant is proposing to install one 20 foot tall., 100 square foot sign and the standard Code requirement's allow for signs 20 feet in height and 70 square feet in area. However, during the. Site Development Review process Section 18, 114. 130 (g) (3) allows up to an additional 50% increase in sign copy area for developments wh.ch have multiple tenants. The project. will have four businesses and the proposed sign appears to be appropriate and it is consistent, with City standards. 6. Pacific Highway Off-ramp tc Commercial Street As par•L of a long range plan to alleviate traffic circulation problems in the downtown area and on Pacific Highway, an exit ramp has been proposed from Pacific Highway adjacent to the subject property to Center Street and then on to Commercial Street. The Engineering Division recommends that the development of this site does not preclude the eventual. construction of this exit. C. DECISION The Planning Director approves SDR 6-86/V 5-86 subject to the following conditions : 1. UNLESS OTHERWISE NOTED, ALL. CONDITIONS SHALL BE MET PRIOR TO ISSUANCE OF BUILDING PERMITS. 2. Also, the execution of a street opening permit shall occur prior to, or concurrently with the issuance of approved public improvement plans. The dedication document shall be on City forms and approved by the Engineering Section. DEDICATION FORMS AND INSTRUCTIONS ARE ENCLOSED. 9. A permit shall be obtained by the applicant, for work proposed to be done within SW Pacific Highway from the State Higha,ay Division. A copy of said permit shall be provided to the City. 10. Visual clearance at driveways and at intersections shall be provided for in accordance with Municipal Code Chapter 18. 102. 11 . A traffic and pedestrian control pavement marking, signal and signing plan prepared by a registered civil engineer, detailing a proposed marking, signal and signing improvements shall be submitted to the Engineering Section for approval and to the State Highway Division for approval . 12. Direct vehicular ingress-egress at Greenburg Road shallnot be permitted. 13. Concrete sidewalk shall be installed from the proposed driveway apron on Pacific Highway, along Pacific Highway, along Greenburg Road, along Center Street, to the proposed driveway apron on Center Street. 14.
