I was pleased to find that the City of Tigard shares cur concern. At the time of our preparing a proposal for the owner., we did an extensive investigation of the existing roofing in compliance with State Cade Requirement. As a result of that investigation, we prepar--d a written report and proposal. for the owner. A copy of our report J.s enclosed for your review. '11-ie number of existing roofs, the presence of water and appearance of decking causes us to belier;e that the reroofing as done constitutes a serious violation of the State Building Code, which may if not immediately, some time in the future, present a .real Life-Safety threat. As a responsible contracting firm for over 68 years, we realize that deviations occur from the code. Most such de- viations are normally unintentional and minor in nurture. The preceeding violation we consider flagrant and serious and that is why we have taken the time to bring it to your atten- tion. It appears that the new roof was a torch-applied material ap- plied directly over the existing roofs. No surfacing was ap- plied over that material. Without a rated surfacing, the newly applied material would not have a Class A or B rating. Tigard, Oregon 97223 Reference: Roof Condition Survey & Reroofing Proposals Dear Mr. Swoboda: Thank yal for the opportunity to be of service to you. Enclosed are photos which will doccmient our findings on the condition of the roof at your store as well as two proposals for reroofing. It appears that the roofing ecrpany who reroofed the huilding had little regazd for adhering to codes or any professional standards. linfortunately, these contractors are allowed to continue their un- scrupulous practices without suffering any consequences. the most recent roof, an APP (plastic) modified bitumen roof was installed directly over gravel. in some roof areas. This type of application is a violation of structural and building codes and does not confc-m to roofing industry standards. It appears that 'he previous three roofs were water-soaked prior to the application of the most recent roof. The numerous wrinkles and blisters substan- tiates this finding. Our examination showed that in addition to code violations, the roofing materials were not properly installed tc pr. -gent water from infiltrating the roof system. In doing repairs on the roof, we I found no evidence that the most recent roof was nailed down to prevent wind uplift. -our recent windstorm may have lifted the roof off the deck and accelerated problems caused by'the improper application of the roofing materials. Apparently, the new roof was installed directly over the conduit that was lying on the roof. This shoddy practice has caused leaks as evidenced by the newly installed materials at the perimeters of the roof. AN FrItIAL IIPPnFMINITY FMPI.OYFR w s W fm Based on our visual inspection of the decking supporting the roof it also appears that the continued .leaks may have damaged the decking. Removing the existing roofs to examine the decking will be done when reroofingotakes place. This damage would probably not have occurred if codes and industry standards had been followed. When industry standards are followed even the least expensive roofs can be made watertight and provide a reasonable length of service. The best materials mean nothing if they are misapplied. We regret that the improper application of your roof has caused so many prob- lems that could have been avoided. We were not recLvrvnded to you because we have done this type of work. We became the Northwest's largest roofing contractor by doing work right and, at the right price. Thank you for calling Snyder Roofing. V rul ours- e r Enclosures KS/dg SCHOOLHOUSE FINE FURNITURE We recommend reroofing with one of the following methods to eliminate both current and future problems. Basic Proposal., 1. Remove existing roofing and base flashings entirely. 2. Remove any unused equipment, conduit or vents on the roof at the owners direction.* 3. Replace decking where equipment is removed as well as any damaged decking.* 4. Renail and properly prepare decking to receive the new roof. 5. Mechanically fasten a layer of ' " roof recover board over the decking and install an Owens Corning Fiber- glass 4-ply mineral surfaced, Class A, roof system over the recover board. 6. Reinforce all angles with a modified bitumen flashing sheet per manufacturer's and code requirenents. 7. Install new lead flashings for drains and all sani- tary flashings. S. Repair/replace drains as necessary.* 9. Pipe condensate from HVAC units as required by rode. 10. Add sheet metal skirts around all HVAC equipment, sky- lights, penthouse, etc. to cover top edge of roofing membrane. 11. Add sheet metal roof and related flashing to penthouse roof. 12. Remove and reinstall all cap metal, properly securing the cap metal. 13. DATE: February 17, 1987 SUBJECT: School House Antique HVAC support beams The February 13, 1987 inspection of the HVAC mechanical units showed that the Contractor did not install the 4 x 8 support beams under the three mechanical units , placed on the existing roof. The Contractor placed the mechanical units on the existing 2 x 12 roof joist, which span from the main roof beams. At the two Locations near the center of the building, the mechanical units were supported on three 2 x 121s, which span 17 feet. The: mechanical unit at the south side of the building was supported on two 2 x 121s. The third joist was cut and supported by a header beam, which spanned to the two supporting joists. The main roof support beams were split full length at mid depth of the beams. These cracks were caused by shrinkage. The cracks are normal for large solid sawn timbers. Calculations show that all the support for all the mechanical units is adequate. The actual weights of the mechanical units was less than the weight which was originally used in the cal- culations, therefore, the existing 2 x 12 and main roof support beams are adequate. The Contractor must add standard joist hangers or framing anchors to ^upport the cut joist and header beam at the south mechanical unit. In reviewing the preliminary plans with Lee, there appears to be some confusion as to the width of right-of-way on our highway and their existing building location. Lee is going to contact Bob Heard to clarify the existing right-of-way, their expansion, and a direction to proceed. Since we have an active prefix on the project, it appears that we could proceed with early acquisition of property or advising the property owner that we will purchase land in the future and modify our design slightly. I would like you to get involved with this problem and contact Bob Heard to discuss further. My concern is the City can only put a hold on this expansion for a short time frame only. These include that the State Fire Marshall' s retail sales permit be posted visibly; that the applicant have available a list of what They are selling for inspection purposes; that the seller sell only "exempted" fireworks; and that fireworks not be set off within 100 feet of tho stand . ANALYSIS AND CONCLUSION The proposed activity is consistent with the approval criteria set forth in Section 18 . 140.050c of the Code. The use will be temporary; safe access and adequate parking is available; no hazards to pedestrian are apparent; and no adverse off•-site impacts are anticipated . C. DECISION Temporary Use permit IU 8--86 is approved subject to the following conditions : 1 . The sale of fireworks shall not commence until June 24, 1986 and no appeals have been filed. The applicant is permitted to set UP the stand after 4 . 30 p.m. on June 23, 1986 . 2. The fireworks booth shall be removed by midnight July 4, 1986 . 3 .
