The applicant has revised the plan from seven (7) warehouse storage facilities to five (5) located on the back half of the subject site. (See attached 5 page site plan) . 3. As the perspective plan (1st page) indicates, the existing brick building will remain and the older workshop will be removed. Page 3 addresses the drainage and grading plan on the southern portion of the site. The fifth page of the Plan shows that three of the five (. ) warehouse buildings will be two stories high. The Plan also indicates that the parking spaces and landscape areas exceed Code requirements. 6. Northwest Testing has been hired by the applicant to evaluate the soils condition of the site as requested at. the Januar, 22nd meeting. The report addresses the need to stabilize the warehouse foundations in certain areas. Pages 2 and 3 of the report. describes the existing fill, material and suggests construction methods to support building foundations. 7. Mr. C,—rrie, the Public Works Director, has reviewed this report and finds that it is accurate, and no substantial adverse condition exists if the applicant constructs the building pads as indicated in this report. He also requc-sts that a condition be placed on the approval of this application that the Buil.dirig Department -Director inspect the soils rehabilitation and compaction work prior to issuance of Building Permits. 8. Access to and from the site will be off Villa Ridge (a frontage road that parallels Pacific Highway) . The site is just south of the northern ingress/egress to Villa Ridge Road off of Pacific Highway. This lessens the direct impact on Pacific Highway. Villa Ridge is the Jurisdiction of the State Highway Department. 9. Sewer and water are on the site and have ample capacity for the proposed use. II. CONCLUSIONARY FINDINGS: 1. The proposed use is compatible and the applicant has pointed out (at the Januar-y 22nd hearing) and Staff agrees that the subject property location lends itself to this type of operation and it will not adversely affect the traffic circulation or the surrounding properties. 2. Access to and from the site would be on Villa Ridge (a frontage road that parallels Pacific Highway) . The site is approximately midway betweeui the north and south egress of Villa Ridge with Pacific Highway, which lessens the impact on traffic entering the frontage road or attempting to merge into the Pacific Highway flow. B. Over the last several years a transition has taken place in the type of business that had previously occupied sites alryng the frontage road. What before was essentially ari industrially oriented mixture of uses is now undergoing a change to commercial retail. The proposed use would he in keeping with this trend, as well as meeting the objectives of the Community Plan as it pertains to site accr-ssibili.ty and minimizing the inherent conflict between the safe, rapid movement_ c,f through traffic and shopper traffic on ui.,jot: streets. 1:i .
