The application was approved subject to several conditions. The approval was never acted upon. 2. Vicinity Information Properties to the north and south of the site are also zoned I-P. The property immediately to the north includes an open storage yard for Sharp & Associates, Contractors. Sharp & Associates' Office uses is one of the applicant's tenants in one of the existing buildings on the subject site. The property to the south of the subject site contains open past,:te land and a single family residence. Fanno Creek forms the eastern boundary of the site. Propertlec across Fanno Creek are zoned R-7 (Residential, 7 units per acre) and are currently undeveloped. Across SW 74th Avenue from the subject site is the Burlington Northecri Railroad right-of- way and railroad tracks. Further east is a large flex space warehou&e that is part of the Oregon Business Park development. Properties on the east side of the railroad tracks are zoned I-L (Light Industrial) . SW 74th Avenue and the area of the subject property is classified as an industrial local street. SW 74th Avenue is gravel surfaced NOTICE OF DECISION - SDR 90-0008 - BOWLES Paye 1 and Approximately 20 feet wide with no ditches or other storm drainage along the site'e frontage. 3. Site Information and Proposal Description The subject parcel presently contains two buildings. A house on the northern portion of the site has been divided into a number of offices with carports on the front and rear of the house serving as vehicle storage and material storage areas. The house is occupied by She.r.p & Associates, and by Michael & Company Plumbing. A steel sided industrial building ie located along the southern edge of the site. This building is occupied by the Mill Creek Picture Company. The site is served by two driveways and two separate parking areas. The site is landscaped with a number of mature trees, gardens, and a landscaped berm along SW 74th Avenue. Ono mature fir tree is located along the site's 74th Avenue frontage. The western half of the site Is a grass and wildflower covered open field that drops off into a wooded area along Fanner Creek. The uplana area on the western portion of the site is the area proposed for construction of the 4,480 square foot flex space industrial building. The building would include 4,000 square feet of flex-space and a 480 square foot office area. Prbspec:tive uses for the building would be warehousing, light manufacturing, or other industrial uses. The applicant proposes expansion of the southern parking area westward to include 12 additional parking spaces including a designated handicapped parking space adjacent to the proposed building. Thirty-three parkinc• spaces would be provided on the site. The site plan Indicates no additional landscaping. Existing natural vegetation between the buildings and Fano Creek would be retained. 4. Agency and NPO Comments The Engi.inering Di.viaion has reviewed the proposal and has provided the following comments: a. The applicant has submitted a site plan showing the existing and proposed buildings and site improvements. b. Access to the site is provided by two driveways to FW 74th Avenue. This portion of SW 14th Avenue was :-.-)t improved by the SW 74th Avenue Local Improvement District. Resolution No. 88-102 requires that "the developers of properties outside of the 1982 LID (SW 74th Avenue Local Improvement District 127) be requirerd to construct "two-thirds street improvements" to commercial NOTICE OF DECISION - SDR 90-0008 - BOWLES Page 2 street standards per TMC 18.164.030 (Z) . Two-thirds street improvements means half-street plus one travel lane, adequate to provide for two way traffic." C. Resolution No. 88-102 further requires "that any development likely to generate substantial volumes of heavy truck traffic may be required to construct additional interim street improvements adequate to accommodate the expected truck traffic." The proposed warehouse is not expf -ted to generate heavy truck traffic so interim street improvements off than site's frontage are not recommended. d. Street improvements to SW 74th Avenue should align with the improvements along two parcels immediately fou'.h of SW Bonita Road along the east side of SW 74th Avenue. e. The western portion of the site that is below 131.5 feet I of elevation is within the floodplain of Fanno Creek. This area should be required to be dedicated to the City of Tigard for greenway and drainage purposes. f. sanitary sewer is available on site. The City of Tigard Building Division has reviewed the proposal and has commented that a fill permit was issued in 1986 for placing fill on the western third of the site. The Building Division requests that a soil engineering report be submitted prior to issuance of the building permit. The Tualatin Valley Fire and Rescue District has commented that fire hydrants are required within 250 feet of all portions of the proposed building measured around the perimeter of the building. In —1dition, an access road for emergency vehicles must be provided within 250 feet of all portions if the exterior of the building. The location of fire hydrants should be coordinated with the Fire District and the Tigard Water District. The Tigard Water District has reviewed the proposal and has commented that the existing water meter should be replaced with a one inch water meter.• at the time that water service is relocated from the driveway area to a landscaped planter strip to the south. NPO 15 has reviewed the proposal ,d har, commented that the neighborhood organization is concerned that no further filling be allowed on the site becauie of the possible effects of the fill upon the Fanno Creek floodplain and wetland areas. Staff notes that no additional filling on the site is presently proposed. PGE. GTE, and the Metropolitan Area Communication C.)mmission have reviewed the proposal and have, offered no comments or objections. No other comments or objections have been received. ANALYSIS AND CONCLUSION The proposal for development of an approximately 4,480 square fc�L flex spare industrial building complies w'.th Community Developme.Lt Code I-P (Industrial Park) zoning district requirements for building setbacks, building height (45 foot maximum height permitted); lot coverage .,aximum site coverage of 75 percent) ; and landscaped area (minimum landscaped area of 25 percent) . The flex-space configuration of the building will allow it to be occupied by any number of uses that are permitted in the I-P zone. The building's construction would appear to limit prospective uses to warehousing, light manufacturing, or other clearly industrial uses. The City of Tigard reviews business tax applications to assure that new businesses comply with the use provisions of the zoning district. The proposal complies with the Community Development Code's ;.eTUirementS for parking spaces for the variety of uses existing and possible on the site. The proposed 33 parking spaces would provide sufficient parking with respect to the parking standards of Code Section 18.106 (Off-Street Parking and Loading Requirements) for any combination of uses allowtd in the I-P zone that would be expected to locate in a flex-Ppace buildil,'I. It in noted that pavement for all parking areas on the site will need to be striped to indicate the parking spaces. ' The site plan proposes one handicapped accessible parking space adjacent to the proposed new building. The Community Development Cede requires that one designated handicapped accessible parking space be provided for every 50 standard parking spares provided. This Code requirement is therefore satisfied. No bicycle rack pazking spaces are proposed. Code Section 18..106.020 (P) requires that one bicycle parking space in a rack be prov Wed for every 15 automob'. ie parking spaces provided. Therefore, three bicycle parking spacos within a rack are required. The applicant will be required to revise the site plan to provide for adequate bicycle rack parking. Existing iandscap'ng satisfies Code requirements for internal site landscaping, parkiig area landscaping, vision clearance at the road/ access drives, and low level screening of the parking area from SW 74th Avenue. Code Section 18.100.035 requires that developments along pu: lic or private street frontages provide trees along the street frontage with spacing determined by the trees' mature :+ize. Street trees are required to have a minimum caliper of two inches aL four feet above grade. The site presently includes only one fir tree along its frontage. The site plan will need to be revised to provide for a minimum of three additional appropriately sized street trees. No sign locations it sign dimensions have been included in the site plan. Sign size and location requirements are prescribed by Chapter 18.114 of the Community Development Code. Sign size and location will be reviewed at the time a sign permit is applied for.
