Durham Road, Permit #40.35 I)ear Mr. Henslee: This is to confirm the inspection of April 11, 1983 conducted by Gene Birchill„ Deputy Fire Marshall, Tualatin Rural Fire Protection District and myself. There were several items in need of attention noted during the in- spection as follows: 1) Repair of damaged "smoke vent" over stage. 2) Installation of manual release devices for "s.,ohe vents" at stage level. 3) Confirm installation of "central station monitoring" of alarm equipment. Testing witnessed by Fire Department. 4) Adjust automatic release on deluge curtain so complete drop to stage is obtained. Test to he witnessed by Fire Department and Building Department. 5) Provide verification of fire rating on overhead door between existing platform and new stage. 6) Testing of emergency lighting witnessed by Fire Department. 7) Provide bonding on Durham Road half street improvement as required by the City Planning and Development Department. A temporary occupancy permit will be issued upon completion of Item N7, valid for 60 days from that date. Hiserote Re: Soils and Foundation Investigation Tigard High School Additions Tigard, Oregon P.O. No. -13298 Gentlemen: At your request we have conducted a soils and foundation inves- tigation for proposed physical education, counseling, and audi- torium additions to the existing facility at the forementioned location in Tigard, Oregon. We present herewith a report of our findings , conclusions, and recommendations. Site Description The sites are level, landscaped areas which abut carious parts of the existing Tigard High Scholl structures. The additions are to include: ( 1 ) a S'0 by 90 ft, cine-story, clear-span addition to the north end of the existing auditorium; ( 2) a 40 by 52 .ft expansion of the counseling area ( an existinq interior courtyard) ; and ( 3) a 60 by 112 ft. addition to the south side of the present gymnasium facility. Surface obstruc- tions in these areas are limited to asphalt .roadways , concrete walks , etc. Subsurface Exploration In order to ascertain soil conditions , 7 test )o igs were made using a truck-mounted solid-stem power auger. Boring locations are shown in Fig. 1 , attached. Samples were taken at 2. 5-ft intervals to a depth of 15-ft and at 5-ft intervals thereafter in conjunction with the Standard Penetra- tion Test. The Standard Penetration Test is performed by driv- ing a 2-in. O.D. split-spoon sampler into the undisturbed forma- tion at the bottom of the boring with repeated glows of a 140-1b pin-guided hammer falling 30-inches. The number of blows required to drive the sampler a given distance is a measure of the soil consistency . Samples were identified in the field, placed in sealed containers and transported to the laboratory for further classification and testing. The counseling area was explored by means of five borings made with hand auger equipment , because of lack of vehicular access to the interior. courtyard. Laboratory Tests Laboratory tests were performed on representa- tiv samples. These include natural water content, Atterber_g Tigard School District -�� Octobc�r_2, 1981--_---Page 2 Limits , and particle size distribution. Results of tests are summarized in Table 1 , attached. Soils and Geology Soils in the project area consist of a sequence of fine-grained sediments (silts and sands) found extensively throughout the Willamette and Tualatin Valleys (Wil- lamette Silt) , underlain by fine-grained soils of the Troutdale Formation. The Troutdale Formation is known from othec subsur- face information to extend to depths of several hundred feet. Specific units are described briefly as follows: 1 . .All of the sites are covered by a layer of fill cor,- taining debris, or by asphalt, or concrete pavement. Tho thickness of the upper unit was noted to be generally less than 12 inches, except in the area of the proposed Counsel- ing addition, where it was observed to be as much as 4. 5 feet, and to consist of soft, organic gray silt (underlain by sod) . 2 . A unit of soft to moderately soft gray-brown fine sandy silt to moderately loose silty fine sand was encountered tc, depth of 10 ft in the Auditorium area. 3. A unit of very .loose silty fine sand was encountered only in the Auditorium area; its depth appears to be lim- ited to 1 or 2 ft. 4. The lowermost unit encountered was a coarse gray sand; it underlies the entire area at depths of 11 or 12 ft and was found to the maximum depth explored of 21 . 5 ft. it shares a gradational contact with the overlying soil unit . The coarse sand contains zones of stiff brown cl.ayev silt or fine sand (noted in both the auditorium and gymnasium site borings) . The consistency of the unit improves noticeably with depth. Logs of test borings have been combined with topographic infor- mation to form a series of four geologic cross-sections ; these are presented in Figures 2 thru 6, attached. Groundwater Groundwater was encountered in test borings in the depths of 4. 5 to 5. 5 feet in the gymnasium area and 7. 5 to 9 feet in the auditorium site. Groundwater was not found within the courtyard/counseling location. We anticipate that the groundwater table may rise to or near the existing ground sur- face during periods of prolonged heavy precipitation. Proposed Construction_ We understand that the Auditorium addi- tti n--wi33 consist o a 9350 s7quare foot, clear-span structure to abut the existing building a' or near the existing grade. We Tigard School District -----,--October _— __ October 2, 1981 Page 3 are advised that the existing north wall was designed for 4500 plf and that the new structure will add an additional 1800 plf ( D. L. + L. L. Roof and Wall loa6s) . Column loads a'../near the front of the proposed stage, ire anticipated to be on the order of 120 kips D. L. and 50 kips L.L. A basement exists beneath a portion of the present stru-,Aure. We have been informed that consideration is being made for supporting the auditorium seat- ing gallery on a structural fill ; a procedure which would raise the site grade and thereby add a considerable weight to the site. The Counseling area addition will consist of a 2500 sq. ft. frame addition on a grade slab which would match adjacent floors. The Gymnasium addition will consist of a 6720 sq ft structure to abut to south s�aP of the existing building, utilizing precast or masonary construction on a grade slab floor. Construction in this area will require an excavation of several feet. Conclusions_ and Recommendations On the basis of our studies at this site, we draw the following principal --onclusions: 1 . The upper unit of fill, although no doubt fully consol-- idated under the existing conditions of loading, will undergo an additional cycle of consoldidation and settle- ment upon the application of new loads; consequently it :should not be used for support of major structures. 2. Foundations may he constructed in the undisturbed native soil at shallow depth beneath finished grade, using bearing pressures of 2500 psf and a minimum footing width of 18 inches, sut.ject to restrictions as outlined in the following paragraph. 3. The native soil units which underlie the fill contain several layers of moderate compress,.ility and low shear strength. Although these units may be used for structural Support, some exposure to post-construction settlement would attend the placing of the heavy fills on the soil formation as it now exists. The effects of extremely heavy site loads could be offset by a surcharge (or preload) to be placed over the site (and for an additional 10 ft. in -ach direction) upon completion of the structural. fill. We rE.commend a surcharge of 6 feet of additional material over a period of. 8 to 12 weeks, after which the preload material may be removed for use elsewhere in the project. An alternative to the use of a surcharge would consist of a program in which site grades are not raised and the proposed auditorium seating area is structurally supported . 4. All foundation elements musk be placed on undisturbed native soil, or on compacted structural fill. Access to the bearing horizon could be achieved by (a) transfer of loads by means of piers cast in open excavations, or (b) removal of the existing fill, followed by replacement to desired grade as a structural fill. 5. Cast-in-Place Piers Foundation units can he formed in open excavations to the underlying native soil unit, using bearing pressures of 2500 psf. In the event that piers or cast-in-place piling are used to transfer loads to the bearing horizon, we should be contacted to verify the iden- tification of the soils encountered during excavations. 6. Structural Fill/Site Preparation All. building areas should be strpper' of sod and any obviously loose or unsuitable materials. We anticipate that stripping to a depth of 6 to 18 inches below the existing ground surface will suffice (depending upon conditions) . We point out that favorable weather will be requited for operations in which fine-grained materials are being worked; conse- quently, it would be advisable to conduct the site prepara- tion phase of the project prior to the on-set of th�7! rainy season. In the event that rainy weather is encountered during site preparation, it may be necessary to suspend operations or use a clean granular material ( i .e. , sand , gravel or crushed rock) . Granular fills can be constructed in any kind of weather and can be compacted to support even heavy structures with comparatively modest compactive effort. Structural fills should be spread in uniform lifts not exceeding 9 inches loose thickness with each lift thor- oughly compacted by repeated coverages of loaded hauling_ equipment, heavy crawler tractors, or vibratory rollers. Fills should he compacted to 95 percent of maximum density as determined by laboratory compaction test AASHO T- 180. 7. Foundation Preparation Inasmuch as the native soil units -wFi -T1-F provide oupport for the main portion of the structure are extremely sensitive to disturbance in the p.-esence of excess moisture, care should be taken to pro- tect prepared bearing surfaces until footing concrete can be placed. Precautions to achieve this end would consist w =F Tigard_School DistrictOctober 2 , 1981 Page 5 of ( 1 ) covering of prepared bearing surfaces with impervi- ous membranes or granular blankets (4-in. minimum thick- ness) or ( 2) cessation of work during rainy weather. 8. Any areas of the building which are to be developed below the exterior site grade must be provided with a well- designed drainage system, in order to control hydrostatic pressure against walls, seepage of basement walls, etc. 9. Surface run-oEf ( from roofs, etc. ) should be tight- lined to the storm sewer or other approved disposal areas . Under no circumstances should it be led into the subsurface drainage system. 10. The use of grade-supported floor slabs over areas of the site which would consist of unimproved existing fill soil units might involve some degree of calculated risk. In order to avoid the possibility of dif.:erential settle- ment of a grade-supported slab, sufficient reinforcing should be provided to bridge areas of loss of support. 11 . Lateral earth pressures on retaining walls, etc. may be calculated on the basis of an equivalent fluid pressure 35 pcf for level. backfill. 12. All backfill , retaining walls, etc. should be made with select granular material (sand and/<.-)r gravel ) . We anticipate that on-site materials will not be suitable for this purpose and that it will be necessary to import mater- ial to the project fel- backfill. 13. Permanent earth slopes should be dressed to a decliv- ity of' 1 vertical c_) 2 horizontal. 14. Asphalt Pavement We recommend that asphalt pavement be designed or a 'suEgrade CBR of 4 , which yielc.s the following recommended thickness in accordance to Asphalt Institute-. These should then be exca- vated and replaced with suitable compacted fill. 15. We request that we examine and identify soil exposures created during project excavations in order to verify that soil conditions are as anticipated. We recommend that the structural fills be continuously supervised in order to insure the thoroughness and uniformity of their. compaction . We shall be pleased to provide such additional assistance or information as you may require in the b&1ance of the design phase of this project and to aid in construction control or solution of unforeseen conditions which may arise during the construction period.
