Durham Road meet or exceed the required sight distance standards, or else the site plan shall be revised to provide alternative access point(s) that satisfy the minimum site distance standards . Vicinity Information The 5 .54 acre site is located approximately 1200 feet south of SW 72nd Avenue's intersection with SW Upper Boones Ferry Road, approximately 800 feet north of SW 72nd's intersection with SW Lower Boones Ferry Road and Bridgeport Road, and approximately 600 feet southeast of the intersection of SW Durham Road and SW Upper Boones Ferry Road. The site is just north of the Durham quarry which is owned by Washington County. The subject parcel is located south of several existing buildings withi,x the Pactrust Business Center. The Pactrust Business Center is also owned and operated by Pac' .1ic Realty Associ,tes. The subject site and adjacent properties ere all designated by the Tigard Comprehensive Plan as Light Indurtrial, except for two parcels to the southeast across SW 72nd Avenue which are designated for General Commercial development. Adjacent parcels are zoned I-P, except parcels to the north which are zoned I-L, and to the southeast which are zoned C-G. The site is located along the north side of the future alignment of an eastern extension of SW Durham Road which is scheduled for construction by Washington County this spring and summer. The Tigard Comprehensive Plan Transportation Plan. Map designates this section of Durham � Road as a major collector street. 2 . Proposal Description The applicant requests Site Development Review approval of plans to construct two flex-space industrial buildings on the 5.54 acre site. Proposes! building V ,7 of the Pactrust Business Center would be 29,390 sgtAre feet in size. Building #168 would be 41 , 015 square feet. Both buildings would be of tilt-up construction. Two driveways from the new portion of Durham Road, along with an additional driveway off of SW 72nd Avenue, would provide access to 268 parking spaces in lots surrounding the buildings and a loading area between the buildings. Seven designated handicapped parking spaces are proposed. The plan would provide for approximately 20 percent of the site to be landscaped. Landscaping within the parking areas and along the road would fol.lnw the general landscaping theme of other Pacific Realty properties to the north. The site plan appeaxs to provide an adequate number of parking spaces to satisfy the Code parking requirements for uses lixely to locate in the proposed buildings . The Code requires that warehouse uses be provided with at least 1 parking space per 1000 square feet and manufacturing uses be provided with 1 space per employee. The site plan proposes 268 spaces or 1 space per approximately 380 square feet of total gross building area. The 268 spaces should therefore be adequate to serve the projected uses of these buildings . The site plan also provides for an appropriate number of designated handicapped parking spaces for a 269 space parking lot as required by the Oregon levised Statutes and the Americans with DisabilitieF Act (7 spaces required; 7 provided) . The site plan notes that bicycle pa.Aing for 20 bicycles will be provided to the south of Building 168. Code Section 18. 106 .020(P) requires tha? onfa bicycle parking space within an approved bicycle rack be provided for every 15 automobile parking spaces . Therefore, the site plan satisfies this standard. The proposal complies with Community Development Code requirements for parking area trees, street trees, general site landscaping requirements, vision clearance at driveway/road intersections, adequate internal circ_tlation, and availability of necessary public servicss (water, sewer, storm sewer) . Because the buildings are to be surrounded by paved areas, separate sidewalks connecting the buildings to public sidewalks along the adjoining streets are not practical. it is noted that this site has recently had a substantial amount of fill material placed on it. A report from a geotechnical engineer will be required prior to the issuance of building permits. The report must indicate whether the soil is suitable to support the loads imposed by the proposed buildings. Public Facility Concerns STREETS: The site is located in the northwest corner of what will be the S.W. Durham Road and S.W. 72nd Avenue .intersection. PAGE 5 storm drain line within the public right-of-way. The storm system which was approved under SVR 91-21 included the storm drainage facilities and a water quality facility for both developments.
