The purpose of the analysis is to determine the transportation impacts of the proposed PacTrust development on the Peterson property, the existing Carman Center, and the distribution facility off Kable Lane. A study was completed in 1985 for a proposed development of smaller size, involving only the Peterson property. Rather than relying on 1585 traffic counts and applying a percentage growth factor, the City of Tigard undertook a series of hose counts at 72nd and Carman (72nd at Boones Ferry Road). These counts were made available to Mackenzie Engineering on May 4, 1988. The counts were taken over a two week period, with at least two counts per movement for both the AM and PM peak periods. The Sharp property, al,eady developed, is reflected- in the existing counts. The PacTrust-Santa Fe property, yet to be developed, will access to Boones Ferry Road (Carman) with most traffic uirected to I-5. The Ford and Southern Pacific properties comprise 47 4- a.r•es, and with their IP zoning, could be expected to fall into the ITE Trip Generation Code 130, Industrial Parc. TRIP DISTRIBUTION AND ASSIGNMENT The distribution of site generated trips onto the adjacent roadways was estimated through examination of general trip distribution patterns doted in the existing traffic counts. Proximity to the Carman Drive interchange with Inter';tate 5 was the greatest single factor in the assumption of trip distribution. See Figure 3 for estimated site distribution of traffic, Figure 4 for trip assignment, and Figure 5 for 1988 + project volumes. Trip distribution assumptions were prepared for the vacant properties owned by Ford and SP north of the project site along the east side of 72nd. These assumptions wera based partially upon data generated by Tom Schwab of O.D.O.T. for the Tigard Triangle area, for the Highway 217/I-5 interchange project. A conservative estimate of 50% of Ford/SP traffic accessing through the Carman/72nd intersection was established. See Figure 6 for estimated trip distribution of the Ford/SP properties. Figure 7 depicts trip assignments for Ford/11P, and the combined Ford/SP, existing, plus PacTrust project traffic levels. Refer to Figure 8 for estimated year 2000 traffic volumes. SIGNAL WARRANT ANALYSIS Volumes approaching 72nd at Kable Lane and at the Carman Center driveway will not approach minimums for signal warrants. A signal at the Carman Center drive would not function well , given the close proximity to the signals at 72nd/Carman (Upper Boones Ferry) and 72nd & Boones Ferry. Previous discussion with City staff., as well as this analysis, have contributed to the conclusion that the west leg should be added to the existing signal at 72nd and Upper Boones Ferry. This will accommodate freeway bound traffic for both the new PacTrust project and the existing Cirman Center. The existing 3 phase signal at 72nd and Upper Bocnes Ferry will be upgraded to 6 phase as part of this project. A schematic diagram of the signal upgrade is presented in Figure 9. CONCLUSIONS AND RECOMMENDATIONS As a part of the overall proposal to develop the PacTrust parcels, as well as upgrade the Carman Center, PacTrust has agreed to close off the northerly Carman Center driveway onto Boones Ferry Road (72nd). The traffic will be routed to the west leg of the existing signal at 72nd and Upper Boones Ferry. This will adequately serv,: the entire development traffic, without significant impact on the signal, while enhancing the through traffic on Boones Ferry (driveway removal ). Althoug ► a relatively low volume of traffic is expected to enter the site from the south, a protected left turn should be provided to accommodate these vehicles. The cap ►city analyses in previous sections accounted for this, with a negligible impact on intersection capacity. The fourth leg to the signalized intersection, including the NB to WB left turn movement, should be in place prior to substantial build out of the project. Upon completion of the renovated intersection, the northerly Carman Center driveway should be closed.
