Tigard, Oregon 97223 Subject: Lile Moving and Storage Building Dear Sir : On May 27-80 Ed Walden, Tigard City Building Official , and Eldon Johnson, Tualatin Fire District Deputy Fire Marshal , conducted an inspection of said building. The purpose of the inspection was to check for compliance of code requirements of new construction, based on the letter of October 24, 1979 requirements prior to the issuance of occupancy certificate by Mr. Walden. During the inspection we noticed the building had no curtain boards which was a requirement of the building permit which allowed such a large building. If you would please refer to the approved set of plans and the Plans Review by the State of Oregon, Item B deals with this requirement. Your immediate attention to this matter would be greatly a,-)preciated. If you have any questions, please feel free to call either Ed Walden, 639-4171 or myself, Eldon Johnson, 682-2601 . Automatic sprinkler equipment has not been designed with densities adequate to protect tire storage. I recommend three possible ways of correcting this situation, either reduce the height of the piles so that height vs. density requirements are fulfilled as is spelled out in National Fire Protection Association Standard 231D. Second way to remove the tires entirely, or third, to provide your and my department with a new set of hydraulic calculations showing that sprinkler system can adequately deliver .6 density per square ft. for 3000 sq. ft. coverage. This contemplates the use of high temperature heads and storage not exceeding 25' . Because automatic sprinkler systems are of the dry pipe, the floor- area will be increased by 1/3 or 33",. The second area I noticed that there was a problem in was a 40 x 1312' solid shelf rack. Either these racks shall be removed or automatic sprinkler protection extended into at least one level of the rack storanP. Before these systems can be accepted, I need a copy of all the hydrostatic test certificates and hydraulic calculations. Trip testing has not been completed because the supplied air com- pressor froze up and broke down. Identification placards for the hydraulic design features of the sprinkler system remain to be installed on the risers. In the two-story office section, if the future office area on the second floor does not have a dropped ceiling installed, then the lower heads of the automatic sprinkler system shall be taken out and Dlugqed. Barker : First I want to thank you and Ed Walden for meeting with us concerning the material we have stored in our new warehouse prior to receiving in occupancy permit . It wasn ' t our intent to circumvent any procedure established by the city but was brought about , as indicated , by delays in building and need to vacate leased premises . I personally was not aware that we were violating any code until It was called to our attention. In regard to your conecrns , we agree to : A. No additional goods being placed in the ware- house until the sprinkler system Is operative in the 70 ,000 feet on the south side of the building. B. We will not occupy the south office unti.l. we receive a proper Occupancy permit . C. We will agree to a reasonable completion bond. D. We will continue the guard service until the sprinkler system Is operative and the build- ing is enclosed. I have talked to our builder , and he indicates that the sprinkler system In the south side of the building will be operative within the next two weeks . for your information , or. occasion we will need to send a man over from our warehouse at Hunziker to release diesel machines that are in the warehouse to be delivered to customers , but as indicated above we will not receive any merchandise until granted a temporary occupancy permit . It would also be very helpful to us if we could deliver metal racking to the warehouse for future assembly , as it Is being shipped from a vendor and probably will arrive prior to completion of the sprinkler system. As discussed , we would like to ask for your approval of a temporary occupancy permit now and one lal.or which would ' Pacillities In Wsshington: Bremerton, Longview, Seattle, Tacoma In Oregon: Portland, Salem, Tigard page 2 Mr . Tiedeman Road Tigard, Oregon 97223 Subject: Lyle Warehouse, Tigard, Oregon Dear Bob: I visited the subject project toeay with Chuck Bentley from your office. I discussed with your superintendent several items which have been brought up by the Building Inspector for the City of Tigard. Yne items are as follow3: 1. The use of a 3/8" dia. filler rod for the column to base plate connection. 2. The splicing of side plate the drop-±.n span connectors of the roof beams. 3. The adequacy of welding in general for this I. )ject. In regards to item number 1, the connection in question is a simple lateral force connection. These columns are not. required to cantilever above rhe footings. The required itrength for this connection is less than 1.0,000 lt,s. the strength of the connection, as constructed (using the filler rod) , is in excess of 40,000 lbs. as far as the welding is concerned. For this reason the use of the filler rod it adequate. Item number 2; the required strength of the connector in question in less than 2(),000 lbs. The capacity of the splice in the quarter inch side plates for this connector is 64,000 lbs. (based on 2 quarter Inch thick side plates N" in langth) . Based on the above comparison, your splice for the connector is adequate to support the. loads. I met with your welder on the project and discussed his qualifications with film. lie tssured me that he has completed a course at the Community College and that he is certified to do the welds which we are requiring him to do. I also examined approximately ten of the welds which he has performed The wells which I examined were satisfactory and I am srtisfied with the welders -competency and attitude. p Respectfully submitted, t PM Of 716Q It. The 5. 66 acre site is situated in a flat valley plain of the TUALA TIN RIVER , possessing relatively high water table, induced by the substantial annual precipitation of the area, slow water runoff and Fine-grained soil (Willamette Silt) . Uevelopment of the plot for construction necessarily included items for increasing foundation soil loading ale well or. upgrading the building elevation, in addition to providing perimeter interception of surface and ground water. Details of the 187'x650' (301 Well Ht. ) structure entail 10b feet set-back from the frontages road, Floor elevation at 2'/4 1 net (unloadinq height) above the truck dock LU the St "actor of the building) and four Feet above rail car track height. Exclusive of the Warehouse proper, the adjacent ores required (a) prep9r- ration along the rear for railroad spur by granular balls "t ; and , b) grading at the frontage area for asphaltic pavement base rock. Work progress during all phases was observed October 7 6 November ii, Surface str'•i;7ning of vegetation growth was accomplished. Pit- Run FILL. received at the site by 10 6 12 cubic yard trucks was spread in 6 to 6 Inch layers by cat-dozer. Compaction by vibratory roller attained density estimated at 90-95X , as tested by 11211 steel rod penetratione. Uepth of FILL deposition varied From 3 fent at thew northerly sector to 4% feet at the south, in compen- notion for the natural ground slope. By close eye appraisal , the FILL. material was noted to comprise: SILT 30% SA NU 35% GRA VEL 35% 4TRUc1'1'1(A( /IAMAGU A1111RAISALS Page 1 F'OIINAA'I'I0N 5011 _^f9IIR VICYS IN VESTI(A TIONS INSPECTIONS y In its compacted state, this combination provided ai matrix with voids apparently filled; the moisture content of the SILT being substantially below the plastic limit to constitute a superior binder. The FILL materiel pit source was surveyed (location 1/2 mile distant) confirming the availability o` the material in its natural state. Areas of concentrated Send, Silt 66 Gravel were judiciously combined, during the process of excavation prior to loading, achieving a --amarkahly homogeneous mixture. SUMMARY Special procedure was outlined for perimeter well footingm and interior columns: I PERIMETER FOOTINGS e- Excavate 6-Foot wide trench (controlled by width of dozer blade) . b- BackFill with crushed stone (2%" minus) minimum 30 inches deep, machine compacted.
