Plans are not approved as submitted. In evaluating the above proposed project, this Plans Examiner believes that the proposed addition cannot be built and still comply with the Uniform Building Code. It is my calculation that the addition as shown on the plans loses 1 yard to the applicable portion of the building separated by 2 hour fire walls and with the loss of the yard and the increase of area, places this portion of the building over area. My calculations were based on a Group B Division 2 occupancy housed in Type V-N construction. A field visit showed considerable combustibles being stored in this portion of the building and also wood wall construction which render the results of occupancy and construction type given above. Under the circumstances shown on these plans, I don't believe that there is any way that this building can be presently added onto. If additional area for the building is desired, one might contemplate installation of automatic sprinkler protection which would give you a multiplier factor of 3, starting with basic allowable areas as listed in Uniform Building Code Table 5-C. if this approach is taken, the shipping canopy shown adjacent. the south property line would need to have a solid 1 hour fire resistive wall with no openings parallel to the property line. D_E.CISION: Notice is hereby given that the Planning Director for the City of Tigard has approved the above described application subject to certain conditions The findings and conclusions on which the Director based his decision are as noted below. A. FINDING OF FACT' 1 . Background No previous land use cases have been reviewed by the City regarding the subject property . 2. Vicinity Information Bonita Road and 72nd Avenue are both major collector streets, which abut: the subject. property to the north and west. An L.I.D. project recently allowed for the improvement of 72nd Avenue to City standards except for sidewalks. All of the surrounding properties are zoned I-L. 3 . Site Information and Proposal Description The southern portion of 6,q property is developed with an industrial building and a smaller warehouse in the southeast corner. The applicant plans to expand the industrial. building to the north and east and the warehouse building will be enlarged to the north. The gross floor area of the two buildings following the intended expansion will be approximately 45, 150 square feet. The parking area will be shifted further north to accommodate the new construction. 4 . Agency and NPU Comments The Engineering Division has the following comments : a. Any relocation of drainage facilities on -fax Lot 501 should be done in conjunction with a recorded drainage easement. b. On site drainage must be directed to the closed system within the 72nd Avenue right--of--way . C . There are no sidewalks in the immediate area. Since the property will undoubtedly be developed further, the sidewalks installation can be delayed until the remainder of the property is developed. At. that time, a sidewalks should be installed along the 72nd Avenue and Bonita Road frontage. A 5--foot wide sidewalk will be required upon further development of the property . Installation of the sidewalk now would be premature considering the amount of property that will remain vacant. It will be more appropriate to install the entire sidewalks as a condition of completing the development of the property . c:. DECISION The Planning Director approves SDR 14-85 subject to the following conditions: 1 . UNLESS OTHERWISE OTED, ALL CONDITIONS SHALL BE MFT PRIOR TO ISSUANCE OF BUILDING PERMITS. 2 . A private drainage easement shall be recorded by the applicant for the relocation of drainage facilities in Tax Lot 501, prior to occupancy of the new additions. 3 . Drainage from the site to 72nd Avenue shall. be designed to a closed on-site system which connects to the drainage pipes within the 72nd Avenue right-of-way. On-site drainage shall not be permitted to flow down the driveways onto 72nd Avenue. The plans fer said drainage improvements shall be approved by the Building Inspector. 4 . We present herewith a report of our findings , conclusions and recommendations . Site Description The property site is located on the east side of S . W . —T2d Avenue, south of Bonita Road and west of Interstate 5 freeway. The proposed new structure will be sited on the central east ( rear) side of this site ; an area marked by a deeply incised drainageway, slopes and vegatation . A concrete culvert presently dumps storm water into this ravine which then proceeds to the northwest toward Bonita Road . Vertical relief through this area is perhaps on the order of 12 to 15 feet . Subsurface Exploration In order to ascertain soil conditions , 3 test pits were dug on September 13, 1985, with a tractor-mounted backhoe . Test pit locations are shown in Fig . 1 , attached . Samples were identified in the field, and logged accordingly in the enclosed Log of Test Pits . Noted , also during the early site clearing phase were soils in the drainageway. Soils and Geology Soils in the project area consist of a sequence of fine-graineTi sediments ( silts and sands ) found extensively throughout the Willamette and Tualatin Valleys ( Willamette Silt ) , underlain by fine-g ained soils of the Troutdale Formation . The Troutdale Formation is known from other subsurface information to extend to depth, of several hundred feet . Specific units are described briefly as follows : Roger ' s Machinery September 26 , 1985 Page 2 1 . Fill The building area , ravine , etc . has been the recipienT area cf extensive landfilling over the years as has the site to the eabt . Fill materials used included soil , gravel , wood , organics , etc . in an attempt to fill a previously swampy site . The unit varies from a few inches to 10 feet or more in depth , with the deepter portion to the lower north side. 2 . Clayey Silt Native ,oils found beneath the fill unit( s ) consist of moderately soft brown clayey silts and a lowermost layer of blue silty fine sand . The fine sand was in a genere,lly dense state in all noted exposures . Locations of the explorations and observation points are delineated on the enclosed site plan , fiture 1 , for your reference . Groundwater- Groundwater was encountered in the drainageway and in some exposures at shallow depths . Water levels in this area tend to rise during prolonged rainy periods . Proposed Construction We understand that plans call for the construction OT a Too ft by 110 ft steel frame/sided commercial structure on a grade slab floor to lie at or slightly above asphalt grade on the south side. The site preparation will require extensive clearing, fill removal and structural fill placement to return the area to the desired grade. Conclusions and Recommendations On the basis of our studies at this site, we draw the o owing principal conclusions : 1 . Adequate support for all proposed site loads ( including structural fills needed to raise the site to the design grade) will be found in the native soil unit . 2 . The upper unit of loose-dumped fill material , although undoubtedly consolidated under its present conditions of loading will undergo an additional cycle of consolidation and settlement upon the application of further loading ; consequently, the fill should not be used in its present state for the support of major structures . 3. Structural Fill - Site Preparation Site preparation could be accom-p7ished by a number of thods depending on grades. selected for the project . All building areas should be stripped of sod and any obviously loose or unsuitable materials) . All previous old fill should be removed and disposed of off site . We point out that favorable weather will be required for operations in which fine-grained materials are being worked; consequently, it would be advisable to conduct the site preparation phase of the project prior to the on-set of the rainy season . In the r Roger ' s Machinery September 26 , 1985 Page 3 event that rainy weather is encountered during site preparation , it may be necessary to suspend operations or use a clean granular material ( i .e . , sand , gravel or crushed rock ) . Granular fills can be constructed in any kind of weather and can be compacted to support even heavy structures with comparatively modest compactive effort . Structural fills should be spread in uniform lifts not exceeding 9 inches loose thickness with each lift thoroughly compacted by repeated coverages of loaded hauling equipment , heavy crawler tractors , or vibratory rollers . Fills should be compacted to 95 percent of maximum density as determined by laboratory compaction test AASHO T-99 . 4 . Foundations may be constructed in structural fill or in undisturbed native soil at shallow depth beneath finished grade, ( 12 inch minimum) using bearing pressures of 2500 psf and a minimum footing width of 16 inches . 5 . Foundation Preparation Inasmuch as the soil units which will provide support for the main portion of the structure are extremely sensitive to disturbance in the presence of excess moisture , care should be taken to protect prepared bearing surfaces until footing concrete can be placed . Precautions to achieve this end would consist of ( 1) covering cf prepared bearing surfaces with impervious membranes or granular blankets (4- in . minimum thickness) or ( 2) cessation of work during rainy weather . 6 . Surface run-off ( from roofs , parking areas , etc . ) should be tight- lined to the storm sewer or other approved disposal areas . 7 . Under no circumstances should surface run-off be led into foundation drains . R . Lateral earth pressures on retaining walls , etc . , may be calculated on the basis of equivalent. fluid pressure 35 pcf for level backfill . 9 . All hackfill , retaining walls , etc . , should be made with select qranular material ( sand and/or gravel ) . We anticipate that on-site materials will not be suitable for this purpose and that it will be necessary to import material to the project for backfill . Asphalt Pavement We recommend that asphalt pavement be designed or a su grade CBR of 4 , which yields the following recommended thickness in accordance to Asphalt Institute Manual MSI : Thickness Entrance and Car Service Roads Parking Asphalt Pavement 3- in . 2- in . ( Ore . St . Class C) Crushed Rock Base 12- in . 8- i n . (Ore . St . Spec . ) Prior to placing base course the subgrade should be proof-rolled with a loaded dump truck to detect areas or pockets of unusually soft material . These should then be excavated and replaced with suitable compacted fill . 12 . We request that we examine and identify soil exposures created during project excavations in order to verify that soil conditions are as anticipated . We recommend that the structural fills be continuously inspected by a representative of the soils engineer in order to insure the thoroughness and uniformity of their compaction . We shall be pleased to provide such additional assistance or information as you may require in the balance of the design phase of this project and to aid in construction control or solution of unforeseen conditions which may arise during the construction period .
