Our Land Development staff has reviewed the development proposal and their findings are as noted on the attached memo. Their findings coincide With those_ of the Tigard staff except for the issue of the 22' center section required by our code. 2. SW 69th Avenue is a County urban local .treet (CR 1544). Existing right-of-way is 60 feet, which is acceptable. 2. The roadway surface condition of SW 69th is gravel and is unacceptable for urban standards. 3. Roadway drainage is unacceptable. 4. Pedestrian facilities do not exist on SW 69th Avenue. 5. City of Tigard has conditioned a full half street improvement for SW 69th Avenue frontage. Recommendations The City' s requirement for the half-street improvement, to include sidewalks and storm drainage, would be acceptable for bringing a portion of SW 69th Avenue up to existing standards. However, the Community Development Code requires a 22 foot center section with a minimom 5 year wearing surface and structural life, adjacent to all frontage. (a) Sidewalks--Required. Except where exempted by the commission, sidewalks shall be constructed, replaced or repaired to city design standards as set forth in the standard specifications manual and located as follows: (1) On both sides of arterial and collector streets to be built at the time of street construction; (2) On both sides of al.1 other streets and in pedes- trian easements and rights-of-way, except as provided further in this section, to be constructed along all portions of the property designated for pedestrian ways in conjunction with development of the property; (3) On one side of any industrial street to be con- structed at the time of street construction or after determina- tion of curb cut locations; (b) A planter scrip separation of at least five feet between, the curb and the sidewalk is required in the design of any arterial or collector street when: parking is pro- hibited adjacent to the curb, except where the following condi- tions exist: there is inadequate right-of-way; the curbside .,idewalks already exist on predominant portions of the street; o; it would conflict with the utilities . Vicinity Information All of the surrounding parcels are zoned C-P and at the present time only the properties on the south side of Hampton Street are developed with commercial offices. 7 e parcels in the immediate area on the north side of Hampton Street contain residences or they are vacant. Sixty-eighth Avenue has been recently improved except for a sidewalk and 69th Avenue is a gravel road. The Gonzaga Street right--of--uay represents the northern boundary of the property . This street has not bean opened and the City plans to vacate thi9 right--of-way by the end of the summer. 3 . Site Information and Proposal Description The property is undeveloped and covered with trees and brush. The applicant. propr)ses to construct a two--story, 50,000 square foot office building and 156 space parking area. Access will. be. provided by driveways onto 68th and 69Lh Avenue. 4 . Agency and NPU Comments The Engineering Division has the following comments: a. Half•-street improvements along 69th Avenue including the northerly extension of sewer, storm tiewitr, and water lines will be ripcessary. The applicant will be responsible for installation and relocation of any public utilities that are nocessar,y as a result of this project. d. The four parking spaces shown along 69th Av(an+je should be eliminated . The Building Inspection Office has no objection to the proposal . NPO #4 reviewed the application and has no objec'I:ion to it. B. ANALYSIS AND CONCLUSION The proposed development is basically consistent with Code requirements far setbacks, height, lot coverage, landscaping, parking, access, and I vision clearance, However, several aspects of the development warrant further discussion. 1 . Parking The site plan indicates that 156 parking spaces will be provided on site with four parallel spaces on 69th Avenue. The City Engineer recommends that the spaces on the street: be eliminated. The Gonzaga Street right-cf-way, which is to be vacated, will accommodate 18 vehicles. Withuut the Gonzaga Street vacation, the proposal will not contain the minimum number, of spaces required (143) by the Code. This vacation must be accomplished prior to occupancy of the building. 2. 69th Avenue The construction 69th Avenue may be delayed subject to the conditions of approval below, but the driveway on this street may not be opened until the street improvements are completed. 3 . Land..scaping The site plan indicates that all trees over 6 inches in diameter will be saved when possible, but the landscaping plan does not show the preservation of anv trees. The Code requires that trees of this size be saved if pc .ible. The landscaping plan should be revised to indicate the size and location of trees to be preserved . �:.
