Background Hampton Oaks I received site desig:, approval on the adjacent property to the south in 1979 (SDR 63- 19) . 2. Vicinity Information All of the properties surrounding 0, s parcel are %oned C-G (Commercial General) . Und-veloped 'land, including the Gonzaga Street right-of-way, lies to Lhe north and two resi.dan(-es are west of the vacated 67th Avenue right-of-way. Phase 1 0l: Hampton Oaks is immediately south and 66th Avenue and 1-5 are to the east. 3. Site Information and Proposal Description Except for one residence in the southwest corner, the parcel iF undeveloped. The applicant proposes to remove the house as well as most of the natural vegetation to construct a two--story 28, 750 square foot office building and parking lot. Access will be provided by a driveway onto 66th Avenue and an easement to Hampton Street, which is immediatel) south of Hampton Oaks J. A landscaping plan was included with the application and iL indicates that. over 15` of the site will be landscaped. Plant material will be interspersed i.:i the parking ares and adjacent to the building. 4. Agency and NPO Comments The Engineering Ilivision has the following --omments: a. The Building Inspection Office has the following comments. a. All tax lots should be consolidated. b. Adequate storm drainage tacilities are not apparent. C. The purpose of the 30-foot easement should be clarified. 'Ihe lualatin Rural Fire Protection District has the following comments : a. A sprinkle: item or fire resistant fire separation walls will be requirel. b. Fire hydrants must be within 250 feet of all portloils of the building site prior to the beginning of combustible construction. C. The tur►.ing radius available in the southeast corner of the project is inadequate. Minimum inside and outside radii of 32 and 50 respectively should be provided. d. The improvement of 67th Avenue and Gonzaga Street is suggested for improved fire access. B. ANALYSIS AND CONCLUSION 'rhe proposed •Development is basically consistent with the provisions of the Community Development Code, however, several specific comments are appropriate. The site plan indicates that 86 standard parking spaces and two handicapped parking spaces will be provided. This exceeds the number required by the Code, but the lengths of the spaces vary from 15 to 17 feet. Parking spaces must be l8 feet in length, however, the Code does allow for 25% of the spaces to be designated for compact: cars with minimum dimensions of 8.5 by 15 fe-t . The sign location and design must be approved by the Planning Director prior to its construction. The driveway entrance to Hampton Street will he shared with the properties to the west. The site plan indicates that approximately 12 feet of the driveway width will be on the subject property. A minimum driveway width of 24 feet is required and therefore documentation should lie provided indicating that the subject property has the right to use the entire driveway. The driveway entrance at the northwest corner of the project will need to be 24 feet wide if wo way traffic is anticipated. A 12-foot driveway width is shown i„i the property and an additional 12 feet is necessary or only one-way traffic will be permitted. The site plan incorporates the southern half of the Gonzaga Street right-of-way which is in the process of being vacated. A 60-foot wide utility easement is intended to replace the street right-of-way. A portion of the building is proposed within this easement. Before a final site plan can be approved, the Gonzaga Street vacation must be finalized and she status of the utility easement must be clarified. Plan approval and construction may precede the vacation only if a 1.5-foot building setback is maintained from the existing Gonzaga Street right-of-way. C. DECISION Site Development Review application (SDK 6-84) is approved subject to the following conditions : 1 . Standard half-street improvements including sidewalks, curbs, street lights, and driveway aprons shall be provided along the 66th Avenue frontage. 2. Seven ( 7) sets of plan-profile public improvement construction plans and one (1) itemized constructioh cost estimate, stamped by a registered civil engineer, detailing all pru pose-I public improvements shall be submitted to the City's Engineering Division for review. 3. Construction of proposed public improvements shall not commence until after the Engineering Division !las issued approved public improvement plans (the Division will require posting of a 100% Nertormance bond) , the payment of a Vermit fee and a sign installation/streetlight deposit. Also, the uK.ecution of a street opening permit or construction compliance agreement shall occur prior to, or concurrently with the issuance of apt rove ' public improvement plans.
