It the pipe to be tested is submerged in ground water, insert a pipe probe, by boring or jetting, into the backfill material adjacent to the center of the pipe, and r -.termine the pressure in the probe when air passes slowly through it. Thi; is the back pressure due to ground water submergence over the end of the probe. All gauge pressures ii the test should be increased by this amount. 4. Add air slowly to the portion of the pipe installation under test until the ii.ternal air pressure is raised to 4.0 psig. �. Check exposed pipe arcs piugs for abnormal leakage by coating with a soap solution. Ii any failures are observed, bleed off air and m.:ke necessary repairs. 6. After an internal pressure of 4.0 psig is ob` 3ined, allow at least two minutes for air temperature to stabilize, adding only the amount c_` air required to maintain pressure. 7. After the two minute period, disconnect air supply. 8. When pressure decreases to 3.5 psig, start stopwatch. Determine the time in seconds that is required for the internal air pressure to reach 2.5 psig. After an internal pressure of 4.0 psig is obtained, allow a� least two minutes for air temperature to stabilize, adding only the amount of air required to maintain pressure. 7. After the two minute period, disconnect air supply. 8. When pressure decreases to 3.5 psig, start stopwatch. Determine the time in seconds that is required for the internal air pressure to reach 2.5 psig. Benaroya Company) The Agency has received a proposed agreement from the City of Tigard which could provide sewer service throurh the Tigard system to an office complex Owned by the Jack A. Benaroya Company. "lie agreement between the City and this party is necessary because the Iroperty is not in the city limits of Tigard. The basic requirements of file agreement are as follows: 1. The ongoing connection charge will be applicable. 2. The connection will be subject to the rules and regulations of the Agency. 3. The property owner's consent to annexation to Tigard. 4. A $0.35 surcharge per month per unit will be paid in addition to r the ongoing monthly service charge. This is applied in lieu of city property taxes that the property is not subjected to by being out of the city limits. In order for the Benaroya Company to receive the service, it will be necessary for them to construct a trunk sewer line from the existing city sewer system to their property. Because of this necessity, the agreement also contains a reimbursement clause that will allow the Benaroya Company to be reimbursed up to 90% of t',eir costs of-construction of the trunk sewer. This will be accomplished by charging a double connection charge to any property desiring to make a direct connection to the trunk sewer with 50% of the total charge then being reimbursed to the Benaruya Company. The effective period for reimbursement is 10 years or when 90% of cost is paid back. This procedure a Is in keeping with the policy developed under the Financial Plan of the Unified Sewerage Agency. With the exception of the reimbursement clause, this is a very straightforward ! agreement and is in accord with the Agency's contract with Tigard and with previous agreements for service outside the City. The Unified Sewerage Agiency has indicated to us that there is approximately 100,000 gallons per day of capacity during the dry flaw season remaining in the Tigard plant. Using a conservative estimate of 300 gallons per day per d dwelling unit this would mean 333 dwelling units of connection are available. Unfortunately we have very close to that amount under construction at this time which will undoubtedly be occupied by the dry flow season during the susmmer of 1973. I have requested the Unified Sewerage Agency to oxplore alternative solutions to further expansion of our w.,werave treatment Flant capacity. Telfer, City Administrator, on Friday, October 14, 1972 regarding the installation of a sewer line from the Lamb-Weston property located near S. W. 67th Avenue and S. 14. Hampton Street to our new Allstate office building at the corner of S. W. 66th Avenue and S. W. Franklir Street, Washington County, Oregon. We also obtained a copy of the agreement dated March 26, 1969 between the City of Tigard and Lamb-Weston on the installation of the present sewer line to lams-Weston facilities. We understand from our conversation with Mr. Telfer and UUI review of the agree- ment that if we were to install a sewer line from the Lamb-Weston facility to our property that we would pay the standard connection charge plus 10% to connect to this existing line plus all costs of installation of an 8 inch pipe from the present terminus of this ' ine to our new office building. We also understand that we would be entitled to reimbursement by the property owners who connect to this line between our new office building and the present terminus of the line at any time within 10 years. If you find our understanding to be correct, please so indicate by signing at the applicable place below and state the connection charge on the enclosed copy of this letter. Such confirmation and knowledge of the connection charge will be helpful to us in determining whether or not it is economically feasible for us to install suct, a sewer line rather than provide a septic tarok for the new office building. We would also appreciate learning whether or not the Tigard Sewage Department or the Unified Sewerage Agency of Washington County would be sharing the costs of installing the line since 4t appears that such a line is highly desirable for the development of the Tigard Triangle.
