Storm ;7igard , Oregon 97223 Drainage at SW 21st . & SW Bonita Rd . Att : John Hagman Herewith plan for construction of -ewer , "Tater and storm sewer as per conditions of approval on above mentioned application . These-, plans are submitted in attempt i:o resolve disposition of storm drainage and are drawn as per our numerous discussions of this problem. These plans are preliminary for your use in reviewing our proposal for disposing of storm drainage. We propose to construct a drywell as indicated to handle th- storm water reaching this ..ow spot . The overflow pipe from our drywell would be constructed to a catchbasin on the westerly side of SW 81st . at its intersection with Bonita, then across SW 81St . to another catch basin which would also catch water frnm the East and South . Then a pipe would be constructed across Bonita where it would ue ditched Norah through a drainageway that you are in the process of acquiring in conjunction with another minor partition . We are ready to proceed on this project and would propose that we be allowed to use a drywell only with no overflow requirement if the drainage easement cannot be readily obtained . Drywells only have been used successfully along Bonita nearby . We are not contributing much more hard surf-ice runoff than is now present by development of these three parcels . Therefore if we construct a drywell only there would probably be very little problem. Please advise us of your requirements as soon as possible as the owner is very anxious to proceed . incerely, J Thomas h . The property is zoned R-4.5 (Single Family Residential, 4 .5 units/acre) . Location: Southwestern corner of Bonita Road at 81st Avenue (8200 SW Bonita Rd. (WCTM 2S1 12BC, Lot 12.00) . DECISION: Notice is hereby given that the Planning Director for the City of Tigard has been APPROVED subject to certain conditions . The findings and conclusions on which the Director based his decis;on are as noted below. A. FINDING Of FACT 1 . Background -Che original minor land partition application for this property wos approved in December, 1985 by the Planning Director, In December, 1986 the applicant requested and was granted a six -month extension of this approval . phis amended decision is the result of an Engineering Division request to modify and update certain conditions of approval, In January of this year a minor land partition located directly across the street from the subject property was approved; however, halt'-street improvements were not requ!.red due to an as yet unfinished final design profile for SW Bonita Road. Until this 13 completed, improvement to SW 81st Avenue also is not recommended. Therefore, the Engineering Division requested replacement of earlier conditions pertaining to half—street improvements with condition number 2 (see Section "C. DECISION" below) . in July of 1986 Washington County transferred jurisdiction of "W 814t Avenue to the City. Therefore the fnrmer ccndit.lon 11 requiring a letter of serviceability from ,hv County has been dolet.cad. Che County' s comments per•taini:ig to their road development st,.Anuards have also been deleted 2 . Vi,:inity Information hp surrounding property to the west and north are zoned R-7 (Single Family Residential, 7 units/acre) . Property to the south and east are also zoned R- 4.5. 3 . Site Information and Proposal Description 'The property is presently undeveloped and drainage swale occupies the northwest corner of the parcel. The applicant proposed to N0110E. OF DECISION - MLP 87-03 RICHARD rimm L (JOHN BEIRWAGE:N) PAGE: 1 divide the property ..nto three residential homesites with the potential of one futt:re division of the proposed 19,566 square foot lot. 4 . Agency and NPO Oimmvrit NPO N'i w,v., notified of the First proposal and had no objections to it. [he NPO was notified again but did not respond, The Engineering Division has the following comments . a. A gully traverses the northwestern section of the property . Structures should be located to avoid this drainageway , If any fill or urher modifications to this area are contemplated, t {glans for this work should be reviewed and approved by a Engineering Division. b. Sanitary sewerage facilities are not available at the site. These facilities must be extended to the property and an easement may be necessary to provide for future extensions to service the parcels to the west. C. the site distance at the 81st Avenue/Bonita Road intersection is poor and will need to be remedied. d Bonita Road is a collector street which requires a right -(.)f way width from centerline of 30 feet. Additional right of way must be dedicated to meet this standard. 81st Avenue is a local street which requires a right—of—way wioLh from centerline of 25 feet. e. No access should be permitted onto Bonita Road. Up. The centerline profile on SW Bonita Road from approximately SW 83rd Place to SW 80th Place should be. r•oconstructed to meet major collector road design standard., Thuv improving portions of SW Bonita load within this area using the existing profile is not recommended. Until the final design profile for SW Bonita Road is known and compleied, improvement to SW 81st A,tenue is also not recommended. Therefore the Frigineering Division is requesting that conditions 2 and 3 be replaced with the following condition. A non remonstrance agreement for the future improvement of SW Bonita Road and 3W 81st Avenue shall be executed by the applicant, on City for-ins and shall be reviewed and approved by the City prior to recording. 1n addition, it should be noted that in July of 1906 Washinraton County transferred jurisdiction of SW 81st Avenue to the City of Tigard . Therefore condition 11 requiring a letter of servi,, :ability from Washington County should be deleted. R1: ( n/011I9W I 1 ' ►ti.q w/ „vi s J w J t el eo I 4—,Z • ov, -C J J ... •.IIT...
