Dear John:
As you are probably aware Tualatin Fire District would not like to see
80th closed at S.W. Bonita. Although S.W. 80th off Fanno Creek Place is
within the limits of a dead-end street according to Tigard standards of
which Tualatin Fire District supports, it is, however, at the end of
Fanno Creek Place presently a dead-end street. We would like to see this
street remain open until Terrace Trails has two ends that open onto ;call
Blvd. or Bonita. Because of the intense neighborhood pressure to close
this street, we would agree. wish you in closing S.W. 80th at ormit-a as
long as an emergency access was maintained. This access could to
canouflaged with such things as a bicycle or pedestrian crossing. ^ c;.irb
and sidewalk would also bt acceptable.
We would not, however, agree with a landscaping berm, or any kind of
landscaping that would grow and black our access in the future. 1.ie
emergency access should be paved or marked in score way so it is clear to
an engine company that they would not have to drive across dirt or gard,:n,
etc. that might look unsafe during winter conditions.

Dear Jim:
The City Council has decided to have staff proceed to close S.W. 80th Place's
(temporary) access onto S.W. Bonita Road and, prior to physically doing so,
directed City staff to contact your of--'ice for comments relative thereto.
The principal concern being emergency access for fire equipment.
It is proposed that the City construct a berm between Bonita and the cul-de-sac
to insure that vehicles cannot 'cut throuclh' . Does your office have a problem
with this (berm) proposal? Further, if you have alternative suggestions, in the
event you do have a problem therewith, please let us know.

Dear Mr. Hagman,
I have received your letter of June 22 giving notice that the access
of 80th Place to Bonita Road will. be closed within 60 days. I disag-ee
with this decision and am hereby giving notice of my protest. I trust
you will delay the implementation of the decision until I have the
opportunity to investigate t`3 rationale behind your notice.
I am concerned that closing 80th Place at Bonita Road will create
a dead end street from 80th Place down Fanno Creek Drive to Bonita Road
as the only road access for 120 family housing units, These units are
single family homes, condominiums, town houses and .wo rental duplexes.
In my opinion the people populated in these units neei more than one
access to a major access road. The 80th Place street access has held
up well from an engineering standpoint.
I am futFermore concerned tha. transportation planning in connection
with, this property has been either lacking or has been the subject of
Political control not subject to my expresFion of opinion. For example
I was led to believe that Kroese Loop at the time I bought my house was
a planned access. I very much resent ouch action on the part of local
government in connection �rit.h local developers.
In my ,judgement the area as it stands can be better served by

city services, emergency access, and a smoother traffic flow in a
residential area by having the street access at 80th Place and Bonita
Road left in place and open.
I intend to use whatever resources at my disposal to resist this
decision until I see the total rationale behind it. To date I have
not wren the logic behind the decision that lead to your notice.
I or my wife will be contacting ,your office at the earliest
opportunity to obtain additional information as available. I am send-
Ing copies of this letter to Chris Vanderwood and to members of the
City Council..

Subdivision was accepted. Please prepare a closure plan for 80th
Street at Bonita for discussion and review at staff meeting and
draft a letter to the Waverly Meadows residents notifying them of
the action and plans.

Re: Waverly Meadows Subdivision
Dear Bob:
Enclosed please find Waverly Construction Company' s
check in the amount of $2 ,600 in payment of the bike path
requirement of the City . 1 attended the City Council meeting
in May and June , 1982 . Did the City Council agree to accept
the bike path deposit in lieu of. installation?
Thank you for your help through this process . It
is our understanding that the payment by the developer toward
the cost of a bike pati in this area will be its only obligation,
and that upon city acceptance of the project we will be released
from any further obligation for installation of a bike path.
Please send my office a copy of the City Council approval of the
deposit in lieu of installation .
