The objective of this study is to demonstrate that the ,proposed right-turn-in, right- turn-out driveway, will improve the traffic flow while also providing an adequate degrae of safety for traffic entering/exiting the site or passing the site on Boones Ferry Road. Two scenarios have been reviewed in this regard: 1. Access onto Durham Road in two locations; right in and out on Boones Ferry Road, and 2. Access only onto Durham Road in two locations. PROJECT HISTORY Oregon Business Park was begun in 1972 and is situated on land east of S.W. 72nd Avenue and south of S.W. Upper Boones Ferry Road (sometimes called Carman Drive) . PacTrust Business Center is located west of S.W. 72nd Avenue and consists of three phases, the first of which was commenced in 1983 and consists of three buildings (B, C, and N . Phase Il was begun in 1984 and consists of two buildings (E and F) with those buildings being substantially completed during 1985. Phase III, also consisting of two buildings (G and H), is currently under construction. Future possible expansion of PacTrust B-.,, iness Center may occur through acquisition of property south of the land upon which these first seven buildings are situated. In 1982, the S.W. 72nd Avenue Local Improvement District (L.I.D.) was formed, with the work being completed in 1983. This project included signalization of the S.W. Durham Road and S.W. Upper Boones Ferry Road intersection. The S.W. Durham Road extension south of the intersection was not included in the L.I .D. In 1985, this extension was built and paid for by PacTrust. The signal at the intersection is now functional from all four directions. PacTrust is attempting to get Feriiission to construct a curb cut onto S.W. Upper Boones Ferry Road southwest of the intersecLion. The initial reaction by the StIte of Oregon to the proposed driveway was negative. The basis for this response was reportedly tied to the State's understanding that an earlier agreement had been entered into requiring all access to the proper,.y to the south and southwest of the intersection to occur via the Durham Road extension. A review of the City of Tigard's files conducted by Publ i,: Works Director, Frank Currie, with Tom Wi ital a of PacTrust, revealed no evidence of wi,ch an agreement. Neither party has any specific recollection of such an agreement Iver having been made. p Mr. Lee Gunderson's letter of October 15, 1985, references the "intent of ODOT and the City of Tigard Planning Department was to provide access to the parcels south of Upper Boones Ferry Road through the signalized access across from Durham Road" . The City of Tigard, however, supports PacTrust's request as evidenced by discussions with Tigard planning officials and Mr. Bill Monahan's letter of November 6, 1985 (copy enclosed) and the City does not share the concern expressed by Mr. Gunderson. PacTrust's management has initiated this request and feels access onto S.W. Upper Boones Ferry Road is crucial to the economic health of its project. PacTrust management has no knowledge of any agreement as referred by Mr. Gundersun regarding access restrictions. The Tualatin Fire District has indicated a concern on their part for access to the property with emergency vehicles if the curb cut is not constructed. It should be noted thet prior to construction of the S.W. Durham Road extension, the only access available to the southwesterly portion of the property was from S.W. Boones Ferry Road. With access shared between the new curb and the S.W. Durham Poad extension, a net reduction in traffic congestion is expected. The re-configuration of the project to its present layout will provide significantly fewer traffic problems than if PacTrust had not purchased it, merged it with other property it owned, and developed the new street. o e.i4p. TRIP DISTRIBUTION The generated traffic volumes were distributed to the surrounding street system based on the proximity of Interstate 5 and existing traffic patterns. The access directional split for Scenario I was based upon the site layout and permitable ingress/egress turning movements . Figures 5 and 6 depict the project trip assignments for Scenario I and Scenario II, respectively. The future plan for the extension of S.W. Durham Road is to intersect with 72nd Avenue, thus providing an additional route to access future project sites. An estimated 70% of the future generated traffic will access their sites via the S.W. 72nd Avenue and S.W. Durham Road intersection. This percentage was based upon existing and potential site locations and the proximity of the Interstate 5 interchange along S.W. Comparison of Scenario I and Scenario II yields a lower V/C ratio for Scenario I in both the AM and PM peak hours. Scenario II contributes more to the critical volume because of the larger through-right volume on the east approach of Durham Road. Under Scenario I, vehicles proceeding to the Interstate 5 interchange via the Upper Boones Ferry access do not contribute to the critical volume of the intersection. For Year 2005, without project volumes, an unacceptable LOS 'E' is expected. To mitigate the effects of project generated volumes, improvements to the intersection must be made. We recommend adding an exclusive right turn lane to the east approach of Durham Road. Any additional improvements would first require widening of Upper Buones Ferry Road, to the north, to accommodate two egress lanes from the intersection . VIII . SIGHT DISTANCE PacTrust has indicated that landscaping along Scholls Ferry Road frontage will consist of lawn only. With the proposed driveway location and road widening, an estimated 300'-350' of stopping sight distance is provided. For 35 mile per hour speed assumed for this section, AASHTO recommends 225'-250' of stopping sight distance. Safe Stopping Sight Distance Attached you will find table III - 1 from "A Policy on Geometric Design of Highways and Streets", AASHTO, 1984. For this 35 mile per hour speed assumed for this section, AASHTO recommends 225'-250' of stopping sight distance shall be provided. The road widening, as presented in an earlier submittal to your office, indicates 300'-350' of stopping sight distance is provided. Pactrust has in, *cated that landscaping in the area between the parking lot and street curb will consist only of lawn ( as seen in the Phase I construction frontage on Boones Ferry Road) . It is therefore recommended, that left turns into, and our of the project driveway, be prohibited between the hours of 7:30 - 8:30 am and 4:30 - 6:00 pm. Attached please find the proposed striping layout, designed to accommodate left turns into the project driveway. In addition to the signing required for restriction of left turns, M.U.T.C.D. sign R3-96 should be added at each approach to the two way left turn tone. STACKING This section will address the following areas of concern for stacking: a.) Left turn stacking, from Boones Ferry Road northbound to Durham Road westbound. 2) Through and right turn stacking, from the east approach of Durham Road. Left turn stacking was reviewed in August 26, 1985 (PM peak hour) and on September 5, 1985 (AM peak hour). Averagc stacking was observed to be no greater than 150' during both the PM and AM peak hours . However, the maximum staking distance is incompatible with lefts into or oilt Gf the project site from the proposed Upper Boones Ferry access . PacTrust accepts this restriction and opted for a design which would negate the left turning movements. Further discussion related to access design is found in the following section . Existing stacking from the shared through-right lane along Durham Road is minimal to no stacking during the PM peak hndr. With the extension of Durham Road to the west, an average stacking of 6-7 cars is expected with a maximum stacking of 14 cars during the PM peak hour. With stackinc of more than 10 cars, blocking of the Durham Road driveway is expected. Under Scenario I, this condition would be mitigated with the right-in right-out access along Upper Boones Ferry Road allowing optional egress. X. SITE ACCESS SCENARIOS The approach taken for review of the two scenarios differed on the proposed right-in right-out driveway along Upper Boones Ferry Road. Under Scenario I, project generated volumes were distributed between the proposed Upper Boones Ferry and Durham Road access points . While under Scenario II, all project generated volumes assigned through the Durham Road access locations. Analysis of the scenarios indicated similar results. Both yield a LOS "B" for existing plus generated v3lumes. During both the AM and PM peak hours Scenario T resulted in lower V/C ratios. This is attributed to the right-in right-out driveway, which allows coirmuters who are traveling towards the interchange, to proceed in a non-critical movement through the intersection . Design alternatives for the proposed right-in right-out driveway, under Scenarin I, are shown on Figure 11. Design objectives included the following: A) Negation of left turns in or out of the project site via this access . B) Smoother ingress and less impedance to traffic flow along Upper Boones Ferry Road. C) Inconvenient for truck traffic (accesses along Durham Road designed for truck use) . We would, in most cases, have apparatus responding from both Tualatin and Tigard area . A "right-in, right-out only" drive would not impose any insurr�ountable problem for the responding apparatus. There is also a fire hydrant lo- cated at the proposed driveway off Upper Boones Ferry which, without. the driveway, is not as easily or as quickly accessible. RECOMMENDATIONS AND CONCLUSIONS: Based on the discussion and calculations within this report, it is our recommendation that one of the proposed right-in right-out driveway designs along S.W. Upper Boones Ferry Road be accepted. Existing traffic gaps would allow right turns egressing the site from this access to experience minimal delays. With the potential of S.W. Durham Road becoming a through street, left turns egressing from the site may encounter stacking problems and increasing safety hazards. We conclude further improvement of the intersection is unnecessary until Year 2005, at which time an exclusive right turn lane to the cast approach of Durham Road should be added. I' r t XIII . The following will address item 3, the proposed driveway at station 12 + 40. As indicated in our previous discussions, the State's two concerns are: 1. Adequacy of safe stopping sight distance. 2. Effect of left turn stacking, Boones Ferry-to-Durham movement. Safe Stopping Sight Distance Attached you will find table III - 1 from "A Policy on Geometric Design of Highways and Streets", AASHTO, 1984. For this 35 mile per hour speed assumed for this section, AASHTO recommends 225' -250' of stopping sight distance shall be provided. The road widening, as presented in an earlier submittal to your office, indicates 300'-350' of stopping sight distance is provided. Pactrust has indicated that landscaping in the area between the parking lot and street curb will consist only of lawn ( as seen in the Phase I construction frontage on Boones Ferry Road) . Left Turn Stacking Conflict Left turn stacking, from Boones Ferry Road northbound to Durham Road westbound, was reviewed on August 26, 1985 (pm peak hour) and on September 5, 1985 (am peak hour) . The peak Durham stacking also effects left terns out of the project, to Boones Ferry southbound. It is therefore recommended, that left turns into, and our of the project driveway, be prohibited between the hours of 7:30 - 8:30 am and 4:30 - 6:00 pm. Attached please find the proposed striping layout, designed to accommodate left turns into the project driveway. In addition to the signing required for restriction of left turns, M.U.T.C.D. sign R3-96 should be added at each approach to the two way left turn zone. I A. FINDING OF FACT i 1. Background In August, 1984, the City approved an expansion of the existing Pac Trust Business Center, the extension of Durham Road, and the adjustment of the configuration of the parcels on either side of the new street (SDR 15-84) . 2. Vicinity Information The properties on the opposite side of Upper Boones Ferry Road are + within the City of Durham and are zoned I-P (Industrial Park) and R-10 (Single Family R�asidential) . The property to the south is also within the City of Durham with an O-P (Office Park) zone designation. All other surrounding parcels within the Tigard City limits and are zoned I--P and I-L. 3 , Site Information and Proposal Description The property is presently undeveloped. The Durham Road extension is close to completion and acceptance by the City. The applicant proposed to construct two office/warehouse buildings of 48,035 and 21,362 sqtiare feet. The builJings design will be similar to the existing development, Two sixty-foot wide driveways will be utilized for access to Durham Road and a 50-foot wide driveway is intended for access to Upper Boones Ferry Road. 4 . Agency and NPO Comments The Engineering Division has the following comments: a. A bicycle lane should be provided along the Upper Boones Ferry Road frontage as called for in tae Tigard Area Pedestrian/Bike Path Plan. b. ANALYSIS AND CONCLUSION The proposed development is consistent with Community Development Code requirements regarding building height., setbacks, access, parking (approximately 160 spaces required, depending upon occupancy), landscF�ping, and lot coverage. Minor modifications are required to bring the proposal into complete conformance with the Code. Parkin The sidewalk RCCes3 for the three of the five handicapped sparking spaces must be revised W eliminate the use of steps and to include sidewalks adjacent to the three parking 3naces The site plan does riot indicate any bicycle parking areas . The Code requires one secure bicycle rack space for every 15 required parking space-R. The site plan should be amended to include bicycle parking space. Visual Clearance Chapter 102 of the Code requires that a 30-foot triangular area on either side of a driveway must remain clear of obst^uctinns that exceed three feet in height. Also, Chapter 100 states that landscaping should not be allowed to obscure vision for motorists . In or-der to conrorm with the Codc, the landscaping plan must be modified in the vicinity of the two driveways on Durham Road. The Hogan cedar within 30 feet of the driveways should be eliminated or moved to another location. Due to sight distanca limitations, the four Hogan cedars, two Sunset maples. &,,,I Thundercloud Plum should be remol;ed from the north slue of the southern driveway. The description for said dedication hall be tied to the existing right-of-way centerline as established by C.S. #20,596. The dedication document shall be on City forms and arproved by the Engineering Section, DEDICATION FORMS AND INSTRUCTIONS ARE ENCLOSED. 7. The "basis of bearings" for the Plat or Survey shall be CS #2.0,223, which is a part of the Tigard Field Survey Network . 8 . A revised landscaping plan shall be submit,,-.ad for Planning Director approval which is consistent with Chapter 100 and 102 of the Community Development rode.
