Magnuson, A wee:: or so ago you called about the problem with the electrical vault in front of Belknap Industries . The vault interferes with the sidewalk. The contractor for the Belknap Industries building was instructed to in- stall a vault in accordance with the requirements of the serving utility. The vault is 4 'x 4 ' and is locat- ed approximately four inches behind the curt, . The south face of the sidewalk is three feet behind thr. curb and the city does not allow the vault to penetrate into the sidewalk. The vault actually extends close to five feet from the front face of the curb. You asked me to see if we rould move the vault or find another solution. You called again on November 2nd, to see if we had found a solution. I advised we had not . A 4 'x 4 ' vault will not fit in a space less than four feet . We then talked to Johr Hagman with the City of Tigard and he confirmed that they would not permit the vault to penetrate into the sidewalk. He suggested that the sidewalk be curved to miss the vault . He further advised than an easement would be required for the bi—le- wal.k to be on private property. My response to all oL this is "fine" . I am sure that the owners of the Belknap L(dustri.es property will grant the easement- for the side- walk. However, I do not feel that they should incure any cost such as the writing and filing of the easement , etc . Belknap IndustrieziLas not caused or contribut%d to the problem in any way. Enclosed is a copy of the modified construction plans. First, the storm sewer main east of Manhole No. 2 was increased in size from 12-inch to 21-inch. The 21-inch main will provide a connection for a proposed 21-inch main, which will be constuc- ted in S.W. 72nd Avenue as a portion of the LID. The 21-inch main will be terminated at Street Station 8+50. The extension of the 21-inch main from Street Station 8+50 to S.W. 72nd Avenue will be accomplished when the design has been finalized for the S.W. 72nd Avenue .improvements. Second, the standard 34-foot curbed street section was terminated at Street Station 8+50. The extension of the 34-foot street sec- tion from Street Station 84-50 to S.W. 72nd Avenue will be accom- plished when '_he design has been finalized foz the S.W. 72nd Avenue improvements. On an interim basis, a 16-foot temporary street section wili be constructed from Street Station 8+50 to S W. 72nd Avenue. The temporary street section will provide a hard-surfaced ingress-egress access road to the site through the winter months. The desire of Western International Properties, the owners and developers of the Tech Center Business Park, is to incorporate the 21-inch storm sewer and 34-foot street improvements 'from Street Station 8+50 to S.W. 72nd Avenue into the S.W. 72nd Ave- nue LID improvements. Main P.O. Box 23397 Tigard, Oregon 97223 Gentlemen: This letter referrs to development of property adjacent to 72nd Ave. that was the subject of our 1/27/81/ letter (attached) . Our surveyors advised our office on 7/1/81 that site grading work was proceeding on the subject property. In as much as this office had I,,ot received or reviewed any subsequent plan or proposals other than that appended to and subject of the 1/27/81 letter-, we advised the City of Tigard of our concern by telephone on 7/13/81. We have received on 7/13/81 (hand carried by Bob Thompson) a set of plans titled TECH CENTER BUSINESS PARK, sheets 1-5, dated June, 1981 by David Evans Associates . A cursory review o� the Evans plan reveals the following: 1. We have no information on what platting or partitioning arrangement has been selected. I'he June, 1.981 plans seem to suggest a platting arrangement different from the plan referred to in the 1/21/81 comments. 2. The access point to 72nd Ave. has been changed from the 1/27/81 proposal . 3. The 1/27/81 letter suggests that the developer should bring storm drainage (in properly sized piping) to the north line of the platted property at 74th Ave. The current proposal stops far short of the system suggested in the 1./2'/81 letter. 4. Since the finalproject approved by the Tigard City Council eliminated Cherry Drive from the LID, it now appears appropriate to consider elimination of the storm drain construction by the LID in Cherry Drive and 74th Ave. and instead taking the drainage to S.W. TECH CENTER and 72nd Ave. where the developer would be responsible for continuing an adequately sized line. 5. Grade alignment of 72nd Ave. at the point where TECH CENTER DRIVE is proposed will probably be significantly revised from that which exists. One thing certain is that the grades proposed for the easterly end of TECH CENTER DRIVE will not be correct. City of Tigard July 14,1981 Page 2 It is expected that 72nd Ave. will be superelevated resulting in a grade reverse to the 7-990' proposed by Evans. It appears that considerable fill will be required to build a proper TECH CENTER DRIVE approach to 72nd Ave. It may be that the City of Tigard should consider with- holding approval of grades for TECH CENTER DRIVE post station 5+00 until final design information is available for 72nd Ave. 5. Has the city (as a part of approval of plat or project) reserved the opportunity to take whatever R/W is necessary for the 72nd Ave project? 6. Has the city acquired assurances that the accesses to 72nd Ave. from Circle A.W. Products (Ident. No.s 13, 14 & 15) may be closed and such access therefore limited to TECH CENTER DRIVE? 7. We should caution that grade revisions and realignment may be necessary for some Tigard Water District facilities and it may not be wise for Tigard Water District to construct connections to the proposed develop- ment until final grade and alignment i, selected for 72nd Ave. While the City of Tigard may well have already considered and addressed a number of the items we have mentioned, it does appear that portions of the Evans plars are premature and not compatible with what we envision to be the pro�abie final design of 72nd Ave. We are returning herewith the set of Evans' plans provided by Bob Thompson.
