At such time as the public improvements have been completed in accordance with the City's requirements, Petitioner shall notify the City of the readiness for inspection and upon certification by the Department of Public Works that the requirements of the City have been met, the Petitioner will submit to the City a good and sufficient maintenance bond, if not already provided with the performance bond form approved by the City, in the sum of $12,884.00 to provide for correction of any defective work or maintenance becoming apparent or arising within one (1) year of tentative acceptance of the public improvements by the City. 8. Within one year of tentative acceptance of the public improvements the Petitioner agrees to place a one (1) inch asphaltic concrete Class "C" overlay on all roads. 9. L to S.W. Pacific Highway within the immediate impact area, prior to the expansion of this site. Other assumptions made during this transportation analysis are identified in later sections of this report as they relate to specific conditions. TRAFFIC VOLUME CHARACTERISTICS Traffic volume information supplied by the Oregon Department of Transportation, Metropolitan Branch, indicated that by 1985, 1 ,700 vehicles per day will be using 78th Street at S.W. Pacific Highway (See Figure 1 ). Trip generation for a "zero generator" shopping center is based on the number of gross square feet for each building. As shown in Table 1 , the proposed commercial area west of 18th Street will generate 2,330 vehicles per day (1 ,165 entering, 1 ,165 exiting). Since the site is located within the Tigard Neighborhood Planning Organization No. 4 and 5, the trip distribution analysis from these circulation plans was applied to the proposed site. This analysis indicated that: 95% of the shopping center's traffic will enter and exit onto 78th Street, and 5% of the shopping center's trips will enter and exit onto Pfaffle Street (See Figure 2) Figure 3 shows the distribution of traffic at the 78th Street and S.W. P%cific Highway intersection. This distribution indicates that 98 vehicles wil', turn left from 78th street during the P.M. peak h6ur. Based on the above analysis and "Design Critera for Left Turn Channelization" published in the Institute of Transportation Engineers Journal , February 1981 , a left-turn lane of 110 feet in length is required for storage on 78th street at S.W. Pacific Highway. A percentage of the "Trip Generation" presently exists on S.W. Pacific Highway and Pfaffle Street. Based on "Latest Trip Generation Information" --esented by Mr. Carl Buttke at the 33rd Annual Meeting of District 6 ITE, k , ; 1980, a shopping complex will attract approxi- mately 25% of its "Trip Generation" from existing traffic. By applying the "Latest Information" to the site's book value, the total pro- jected P.M. traffic volumes were developed for the site and the surrounding street system (See Figure 3) . a� MITIGATING MEASURES FOR TRAFFIC IMPACTS Based on the above analysis and field observation, the following improvements are recommended in order to mitigate any negative traffic impacts. 1 . Since the proposed 78th Street and S.W. Pacific Highway intersection is scheduled for a traffic signal : a. The driveways into the site be located approximately 110 feet ►north of S.W. Pacific Highway. 2. A right turn lane be installed or 78th Street at S.W. Pacific Highway. 3. The driveway access onto 78th Street be made 36 feet wide to accommodate right and left turn lanes. 4. The proposed parking lot for the drive-in savings and loan not be connected to the proposed restaurant parking lot and the driveway to the savings and loan be designated "Left Turn Only" for existing vehicles. 5. Since 78th Street between Pfaffle Street and S.W. Pacific Highway is only 300 feet long and a left turn storage lane of 110 feet is required on 78th Street at S.W. Pacific Highway: a. A continuous dual left turn lane be installed on 78th Street between Pfaffle S;.reet and S.W. Pacific Highway. Thee recommended improvements are shown on Figure 4. The analysis should include alternates other than what the developer originally submits as a proposal for access to highways, city streets, and county roads. 2. The analysis of alternate access proposals should include: a. Existing turning movement counts at adjacent intersections to be effected by generated traffic from the development. b. Projected turning movement counts for these same intersections and proposed access points when the development is in full service. c. The break dor-in of volumes on a 2.1-hour weekday, 24-hour weekend, and the appropriate design peak hours for the studied development. d. A determination of the existing levels of service and projected levels of service at each intersection and access point studied. e. A discussion of the need for traffic signals. This should include a traffic warrant computation based on the National Manual on Uniform Traffic Control Devices . 3. The recommendations made in the report should be specific, and should be based on a minimum level of service "D'- when the development is in full service. As an example, if a traffic signal is recommended, the recommendation should include the type of traffic signal control and what movements should be signalized. If a storage lane for right turas or left turns is needed, the recommendation should include the amn,,-nt of s*.orage needed. The creation of a four-way intersection at 78th and Pfaffle and a direct connection to 991+1 A.11 only serve to increase traffic pres- sures on this residential street. Regretably, we have not bee, able to find a feasible restriction to traffic north of Pfaffle on 78th. In addition, our suggestion of a diverter/barri.er at S.W. 78th and Pfaffle was not favorably received by the City's Public Works Director. These facts withstanding, we must recognize the :intents of the recently approved Metzger Canrnnity Plan. This Plat) calls for the continued functioning of S.W. 78th as a residential street. Collector streets should not form a continuous street network, as this tends to make them carry larger volumes than desired. i� The collector street may s.:rve abutting property with the same degree of land acclz_ss and parking as local s'-.reets provide . How- ever, this may require a street width greater than an arterial with restricted parking carrying several times the volume.
