There is presently running behind Mr. Goldbach 's home a ditch approxima- tely two feet deep which carries water from the Calway Hills Development into an underground pipeline that runs from the back property line of Mr. Goldbach' s home to 104th street and ultimately drains into a storm sewer on 104th. Because this is an open ditch , mud and debris are allowed to run into the drain system and cause it to not work properly. It appears that the City could make a better arrangement than an open ditch to carry water from the Calway Hills Development ultimately into the storm drain on Southwest 104th. Both Mr. Goldbach and Mr. Schlegel have had a great deal of water drainage problems since the area behind their home was developed. As you know, a great deal of fill material was used near the easement east of Mr. Goldbach and Mr. Schlegel 's property to bring it up to grade so dwellings could be constructed. We feel that it is the joint responsibility of the City and the contractor Calway Hills Development to solve this problem. We have no hes4tancy to proceed in Court if necessary. This layout utilizes General Electric's Town & Country fixtures mounted on a laminated char-oal stained wood pole. The enclosed photograph shows this combination of light and pole installed. The cost to operate the system, as shown on the layout, Schedule 'll, Option "A" would be: 14 7000 Lumen Mercury Vapor Luminaires $3.25 ea.per month - Cost per year - $546.00 14 15' laminated wool poles - $1. 10 ea. per month - Cost per year - $184.80 $730.80 Cost per owner per year, bgsed on 66 units would be $11.07. Schedule 91 would only be available if the project met the require- ments of, and formed a street lighting district under O.R.S. 372.010, (copy enclosed). If the street lighting system, including all poles, lamps, fixtures, wire 6 material beyond the meter, were maned and installed by the project, and only energy were purchased from P.G.E. through a meter, the approximate cost to operate would be figured as: .14 175 Watt Mercury Vapor Lampe a 2450 watts total burning time per year 4300 hours Total KWH per year (2450 watts x 4300 hours) - 20,535 KWH Total. Cost Per Year on Schedule 32, at 2C per KWH (approx.) - $410,70 You also inquired as to the minimum charge on the residential under- ground Schedule 6. All rain, storm and other surface run-off water, except that which carries sewage, or chernical or industrial waste collected from roofs, exposed stairways and light wells, courts or court yards, and exterior paved areas, and drained directly into or otherwise channeled into storm-water drainage pipe, shall be conveyed through such pipe or piping system and discharged into a storm sewer, sewerage system, dry well, or shall be conveyed to and discharged out through an open drain terminal to a drainage ditch, street gutter or natural surface drainage course in a manner which will not cause flooding to ad- jacent property, streets, alleys or walkways and meets with the applicable provisions of these rules. (2) Prohibited Discharge.
