ATTN: David Scott RE: Sherwood Inn Occup/Alarm Dear Mr Scott The purpose of this letter is to resolve an issue regarding how the alarm s-stem is to 1)9 monitored at the Sherwood Inn. We understand this is an issue holding up the occupancey of the new addition to the Inn. The fire staff have indicated per Sec . 10.508, that they need to have the alarm system connected to a remote supervised station. However, the owner knows that this alarm can be monitored at the central desk on a 24 hour basis. We note that this section of the code also allows for proprietary supervision and another alternate, which "when approved I-, the building official with the concurrence of the chief sound an audible signal at a constantly attended location. " We reviewed this matter rEcently with the Fire Marshall who was undecided, except under this latter provision, hence this letter. They also indicated concern about attendance durino evening hours. However, the owner knows that this front desk is in fact monitored hours daily. The on duty supervisor is never out of hearing distance from the main desk , even for restroom use, which is locat�•d within a few feet of the main desk . There is no room service provided by the front desk person during night shift. As a result, the owner feels the alarm system can he monitored quite etfectivly from the front desk at all hours and meet the supervision standard at least as well as it would be met elsewhere. We therefore request your, approval under this provision. Please advise should additional information be needed. Guidelines, the basis for the 1993 OSSC Chapter 31. Our review led us to the fallowing conclusions. The 1990 Edition of the Oregon Structural Specialty Code (OSSC), Sec. 3105. (a) states that at least five percent of the guest rooms in public accommodations, but not less than one, shall comply with the requirements Of OSSC Chapter 31. With three of 44 units so provided, the project complies. ANSI 117.1 Sec. 4. 26 addresses required alarms for facilities provided for disabled use. A.D.A. Guidelines, Sec. 4.28 also addresses alarms, and is basically the same as ANSI. Sec. 9.0 in the A.D.A. has the specific requirements for transient lodging. The minimum requirements are for five percent, with that number provided for both those with Physical and hearing impairments. Sec. 9.3 contains alarm requirements. In the 1990 Edition OSSC, Ser.. 1210. (a) contains requirements that smoke detectors be located In every sleeping room. The detectors, should they bo activated, shall sound an alarm audible within the sleeping area. So five percent (three) rooms shall be equipped with a visual alarm as well . Fire Alarm Systeme are addressed in 1990 OSSC Sec. 1211. Exception 2 in the section allows the omission of a fire alarm system when an approved supervised fire sprinkler system complying with UBC Standard No. 38-1 is installed, provided a local alarm to notify all occupants is present. The local alarm, then, would be that required to meet alerting requirements in the A.D.A. Guidelines, which states that both audible and visual alarms shall be installed in all corridors, meeting rooms, restrooms and other public areae. Alarms meeting the audible and visible signal levels in the A.D.A. Tigard, Oregon 97223 Gentlemen: This is a Fire and Life Safety Plan Review and is based on the 1985 editions of the Fire and Life Safety Code (UBC) , Mechanical Fire and Life Safety Code (UMC) , Uniform Fire Code (UFC) , and other local ordinances and regulations. Plans are not approved. Please revise and resubmit addressing the following items: 1. Emergency Access: Emergency vehicle access shall be prove i within 150 feet of all portions of the first level of the exterior wall of the structure. Access shall be a minimum of 20 foot wide unobstructed all weather driving surface. Dead-end access roads in excess of 150 feet shall. be provided with an approved turnaround. Automatic sprinkler protection may be substituted for the above requirements. Uniform Fire Code 10.207 and Tualatin Valley Fire & Rescue Ordinance. 2. Fire Flow: Required fire flow for this structure calculates to be 4,228 gallons per minute. Maximum applicable fire flow by Tualatin Valley Fire & Rescue Ordinance is 3,000 gallons per minute. Available fire flow for this area is 3,000 plus (?) . Where the required fire flow is greater than the applicable and/or the available fire flow, then alternate methods shall be employed to provide protection to the building. These may consist of installing automatic sprinkler protection in accordance with National Fire Protection Associati.oa Standard 1.3, area separation walls in accordance with Uniform Building Code Section 503, or up- grading types of construction, or a combination of the above. The structure could then be classified as Type V-N and use automatic sprinkler protection for one hour fire resistive construction per Uniform Building Code Section 508, thus, overall construction would be simplified. The only fire resistive construction would be the two hour area separation wall corridor construction (3305)g&h, occupancy separation between A-3 (conference room) and R-1, stair shafts, and possibly some other minor areas (shafts). One hour fire resistive construction throughout in the field is near impossible to achieve. Uniform Building Code Chapter. 5, Uniform Fire Code Section 10.301 and Tualatin Valley Fire & Rescue Ordinance. 3. Fire Hydrants: Fire hydrants are required within 250 feet of all portions of the first level of the structure measured around the outside and along emergency access roadways. For spri.nklered buildings this distance may be increased to 500 feet, however, a hydrant shall be placed within 70 feet of fire department connection. Uniform Fire Code 10.301 and Tualatin Valley Fire & Rescue Ordinance. 4. Fire Resistive Assemblies: All fire resistive assemblies used in the structure shall be specified by Uniform Building Code Tabl.. 43 item number or by testing laboratory and listing number or by Gypsum Association Manual. Directions for assemblies including materials, fasteners, fastener spacing, etc. , shall all be included on the plans or in the specifications manual. This Plans Examiner has found it best to simply copy these directions, along with the diagram of the assemblies, and place them onto the plans. Fire resistive assemblies should include walls, floor ceilings, roof ceilings, shafts, etc. UBC Sec. 302 Two Hour Area Separation Wall: Plans are unclear as to just where the two hour area separation wall is located beyond thF one and one-half fire resistive doors. Other problems noted with the area separation wall are: q) Openings shall not exceed twenty five percent of the length of the wall in each story. UBC Sec. 505(e)l Sentence 02. b) Area separation walls shall extend to the outer edges of all projecting elements. UBC Sec. 505(e)2 c) No provisions were found for. prrgpet or any of the exceptions under Uniform Building Code Section 505(e)3. This office would prefer the use of a parapet rather than any of the exceptions. Note: There is no such thing as a two hour fire resistive door. r Architects Associative December 4, 1989 Page 3 6. Stairway Enclosures: Stairways shall be enclosed in shafts except as noted in Uniform Building Code Section 1706 Exception #1 which allows openings between two adjacent floors that are not concealed within the building construction. UBC Tbl. 17A and Section 1706 Stairways in this structure are required to be of not less than one hour fire resistive construction with no openings other than exit doors and openings to the exterior. Door assemblies (door, frame and hardware) shall either be self or automatic closing one hour labeled assemblies with a maximum transmitted temperature at the end of thirty minutes time which will not exceed 4500 above ambience. Where an extension from the bottom of the stairs to the exterior is required, it shall be of not les.k than one hour fire resistive construction with the same opening protection required by Uniform Building Code Section 3309. This Plans Examiner would suggest using automatic closing assemblies requiring activation by detection of smoke. 7. Draft Stops: Draft stops shall be installed in floor ceiling systems not to exceed 1,000 square feet (3,000 square feet if in sprinklered buildings) and not to exceed 3,000 square feet (9,000 square feet in sprinklered buildings) Jn attic, mansard areas, etc. Linear spacing of draft stops shall not exceed 60 feet (100 feet if protected with automatic sprinkler systems) in both floor/ceiling, attic areas, etc. Materials shall comply with Uniform Building Code Section 2516(f) . 8. Exit Door Hardware: All doors shown on the drawings mulct be openable from the inside for immediate exit at all times without the use of a key, special knowledge, or effort. UBC Sec. 3304 9. Exterior. Exit Door: Hardware for the exterior doors and key operated deadlocks may be permitted where there is a sign posted on or over the door reading, THIS DOOR MUST REMAIN UNLOCKED DURING BUSINESS HOURS" in letters not less than one-inch in height on a contrasting background. UBC Sec. 3304 10. Firestopping: In all wood framed walls and partitions, firestopping consisting of 2-inch nominally-sized lumber or other approved materials must be installed at all floor and ceiling levels. Penetrations in this prescribed firestoppi.ng to accommodate wiring, plumbing, and other similar utility runs must be packed with noncombustible materials in an approved manner so as to prevent the passage of flame. UBC Sec. 2516 11. Insulation Flame Spread: The insulation, including breather papers and vPNor barriers which are not in contact with the upper Architects Associative December 4, 1989 Page 4 surface of the ceiling and under surface of the floor, as the case may be, must have a flame spread rating of not to exceed 25 and a smoke development classification of not greater than 450 as measured on the Steiner funnel Test scale referred to as UBC Standard No. 42-1. UBC Sec. 1713 12. Landings at Doors: There must be a floor or landing on each side of all doors. The floor or landing must not be more than one-inch lower than the threshold of r' - doorway unless serving access for the physically handicapped. Sec:. 3304(h) 13. Electrical Plans: Provide this plan reviewer with electrical plans and specifications of proposed equipment showing emergency circuits, exit signs, and emergency illuminatiGn, etc. UBC 302(b) 14 . Interior Finish: Interior finishes shall not exceed flame spreads of. 25 for stairways, 75 for corridors, and 200 for other areas. Smoke density of materials used shall. not exceed 450. UBC Chapt. 42 15. Fire Alarm Plans: Plans referred to and examined by this office contain no alarm system. Not less than three sets of plans for the installation shall be submitted to this office for approval prior to installation. UBC Sec. 302(b) lh. Address Required: The tenant space number must be prominently displayed on the street front where it is readily visible to drivers and officers of responding fire apparatus and other emerpenr_y vehicles. UFC Sec, 10.208 17. Fire Extinguishe Requirements: Not less than one (1) approved fire extinguishF:(s) with rating of not less than 2A10B:C shall be provided for each 1,500 square feet of floor area or fraction thereof. The travel distance to an extinguisher from any portion of the building shall not exceed 75 feet. UFC Standard 10-1 18, Approved Plans on Job Site: One set of approved plans bearing the stamps of the building de0artment issuing the construction permit and this office must be maintained on the project site throughout all phases of construction and must be made available to building and fire inspectors for reference during required construction inspections.
