Weight , P.E. purpose For the purposes of this report the back of the house faces north and vhe front faces south . All references to direction contained in this report reflect this orientation. Please note that all of the photos referenced Lelow were taken by the client prior to our meeting at the building site. The purpose r.f this inspection is to evaluate house framing improprieties ire the building. In part, this evaluation is performed by specifically identifying the known existing conditions and by matting reasonable engineering ;udgments consistent with those findings. The following 1!3 a list of the observations seen within the limited time constraint of one hour. 1. The ends of the rafter ends show unacceptable gaps and shims at the ridge . Examples are photos #13 through 16, 33 and 41. through 44 . 2 . There is a rafter splice over the north upstairs wall . Several of the rafters have an inadequate nail pattern when connecting the two rafters together. Many of the rafters have not been toe nailed to the wall . See photos #5 through 11 . 3 . Only partial horizontal blocking has been installed between the above mentioned rafters in the north wall . There is no horizontal blocking over the south wall . See photos #5 through 11 and 39. 4 . The two main support beams which support the north upstairs wall (lrhich supports the rafters) has inadequate vertical RriA). Photos later. . 5. The contractor used 2x4 studs in the east and west gabled walls instead of 2x6E . Th- contractor had to scab on 2x2s to make up the dimensional difference. The equivalent 2x6 dimension is requi ed by code so that R-19 wall insulation can be installed. The 2x4 studs would only allow R-11 wall. insulation. The 2x6s are riot needed for structural capacity. Photos later. 6. There is a large beim in the west stair well wall at the e-econd floor elevation which has been cut by the plumbing contractor. The metal brackets intended to join the two halves together are not connected so as to be functional . 7 . The nailing pattern of the three 2x6 composite studs on the west wall. , t:,hich form a vertical column, is inadequate. There are only two nails that tie the western-most 2x6 into the center one . There should be a minimum of eight nails. 8 . Examples of nut of plumb or out of plane framing: A. The south vertical. wall studs in the upper level were framed so poorly that they had to be shimmed so that the sheetrock will be supported at the base. See photos 42.1 through 24 . B. The east stairway wall has a significant bow which will not allc%4 the sheetrock to lay a true plane. See photos 417 , 19 and 20. C. The ceiling member chosen to support the sheetrock in the southwest upper bedroom in the southwest cornu of the ceiling has a substantial defect in it. Although the d,?fect is not structurally significant, it will not provide adequate support for the sheetrock. The result will be a soft spot wnich can be damaged easily. D. Cracking and splitting is greater than normal . See photos ' 30, 32 , 39 , 40 and 45 . 9. Reportedly, the framing contractor had to install the stair stringer to the upper- level a total of three times at the reques'- of the above mentioned client. The place,nent of the stairs was such that there was either an insufficient space at the: top of the stairs for a full landing or inadequate clearance under the stair stringer for placement of the washer and dryer. See photo 437 . I find it extraordinarily F 13045 Tamera Ln. , Tigard, OR page 3 unusual that it would be necessary that the homebuyer know more about the framing plans than the framing sub- contractor. I also find it very unusual for a general contractor to be so lack-ng in supervision that it would become iecessary for a home buyer step in and pro�•ide direct supervision to sub-::ontracturs . It is my understanding that the general contractor. has "fired" the framing sub- contractor. Conclusion 10. Some of the house framing an9 corrective modifications were not prrfor.med in accordance ,pith building code requirements. The visible deficiencies indicate that there is some additional risk of hidden de�-iciencies which cannot: be seen. Examples might include, but are not limited to the following : A. The nailing pattern of the exterior particle board diaphragms, chip board panels, to the framing wall studs may be inadequate. An inadequate nailing pattern wc,.Ild affect the ability of the structure to resist la;.ei-al wind or earthquake forces. See photo #47 . B. The nailing pattern of the composite studs, which form vertical columns, may be .inadequate. If the studs are not properly joined together, the studs will act as individual members rather than as a single column. The capacity of the individual parts is substantially less than the capacity of the composite whole. 11. This structure would not pass a framing inspection conducted by a building official . 12. The visible deficiencies indicate that the framing was not professionally installed . The general contractor has demonstrated gross negligence in prov;.ding adequate supervision of the framing sub-contractor. This raises further questions about the kind of supervision the general contractor will provide over other contractors. Additional Item 13 . At the time of the inspection, there was a substantial amount of water in the crawl space. Although the lack of downspouts and an underground roof drainage system is a major contributing factor to the current water in this crawl space, roof drainage is not the only problem. I peeked through the crawl space vents in the adjoining neighbor's 13045 Tamera Ln. , Tigard, OR page 4 property and found water there also. If left uncorrected, the presence of water and/or excessive dampness may be expected to eventually lead to structural decay and/or an infestation by wood-destroying in-ects. I recommend that the water be controlled by the installation of an interior perimeter foui,dation footing drainage system. ; f it is desired that this engineering firm certify a drainage system, it must be installed in accordance with design specifications and drawings that will be made available 'rom this office for an additional fee. A reinspection of thy. installed system, prior to being covereA, will also be required. The following description is not a design for such a system, but is offered as a guide for the type of system I would recommend: There will be a system of ditches around the perimeter of the crawl space. The bottom of the ditches will be at least ri.x inches deeper than the bottom of the footings. The uitches should be close to the foundation, but far enough away to avoid unjermining. Perforated pipe will be installed in the ditches and the ditches will. be filled to the surface with gravel . The use of four--inch rigid, smooth (non-corrugated) plastic pipe is recommended for all lines. All ditches and pipes will slope down toward a low spot iie.re a non-perforated, four-inch line will lead the wager under the foundation to a safe, legal , daylight outfall . If this slope cannot be attained, t;,en a properly designed sump and pump arrangement will discharge the water in a safe, legal outfall . A complotely separate and independent dr;:innge system i;,ill be required for downspout water cc.ntrol . Inspection Limitations Certain lir:itations apply to any inspection, including tt.ose :il"gently perforried by a qualified expert. The limitations on L.his inspection include, but are not limited tc, the following: The inspection (s) performed are basically visual , and rely upon the opinion, judgment and experience of the inspector. These inspection (:;) are not technically exhaustive. There were time constrains on this inspection and not everything was inspected. Statements, representations , or conclusions offered by the engineer who conducts the inspection (the "inspector") and/or by BW Inspection Engineers ("L17IE11) are based solely upon a visual examination Of the exposed ,areas of the structure inspected. Hidden defects could have a significant impact on the visually based conclusions, statements and representations made by the inspector.
