Pisarik, Project Engineer IEO:MFP:lld 3BA 18 INTRODUCTION This report presents the results of a geotechnical investigation at the site of the proposed Royal Gardens Condominiums for Tualatin Develop- ment Co., Inc. in Tigard, Oregon. The location of the site, with rpepect to adjacent streets and surface features, is shown on the Plot Plan, Plate 1. The purpose of this investigation was to provide our conclusions .regarding general site stability and recommendations for site preparation and foundation support. In order to accomplish this purpose, the scope of our investigation included: 1. Exploration of subsurface conditions by means of 10 exploratory borings. 2. Evaluation of pertinent physical properties of soils encoun- tered by means of laboratory tests. 3. Engineering analyses tj serve as FL basis for our recommenda- tions. 4. PreparaL:on of this written r(-port. PROPOSED CONSTRUCTION We understand the proposed development will include a series of one- and two-story wood-frame condominiums and parking garages. Through the center of the site, the existing low area will be excavated to provide for two pond areas. There will be a road and bridge constructed to extend S.W. Royalty Court to the east across the site. The proposed bridge will be about 20 ft long and span a portion of the proposed pond area. Tentative building locations and grades are shown on the Plot Plan, Plate 1. It is our under- standing up to 17 ft of excavation is required on the east half of the site, Dames& Moore -2- while very little earthwork will be required on the west half of the site to establish final. grades. SITE CONDITIONS Surface Conditions The site for the proposed condominiums is located about 200 ft to the east of the intersection of S.W. Royalty Parkway and S.W. Royalty Court. The site +.s about 265 ft by 370 ft in plan dimensions. The western 140 ft or so of the site is relatively flat and occurs at about elevation 167 to 170 and is covered by a relatively sparse cover of grass and weeds. The center 100 ft of the site is an existing low area that ocrtrs at about elevation 164 and is covered by a moderate growth of tall grass and weeds. An existing creek transverses the center portion of the site in a north to south direction. At the time of this investigation, water was Funded over a major portion of this low area. The eastern 130 ft of the site slopes upward in an easterly direction fairly quickly to a maximum elevation of about 188. The present surface grades in the western portion of the .site generally vary between elevation 175 to 168. This part of the site in covered with a relatively heavy growth of t-all grass and weeds and several small trees. Subsurface Conditions Subsurface conditions were explored by means of ten borings drilled at locations .indicated on the Plot Plan, Platte 1. A description of the field exploration, together with a detai'le.l log of each boring is pre- sented in t'ppendix A, Field Explorations. -3- The borings generally revealed similar subsurface conditions to exist across the site. The explorations indicated the subsurface soils can be classified as follows: In the western portion of the site, the subsurface conditions were explored by Borings 1 through 4. Up to 6 ft of fill occurs below the present grade to about elevation 161 to 165. This fill consists of a rela- tively loose to medium dense fine sandy silt. The upper 2 ft or so of this fill is brown in color and contains occasional gravel and asphaltic concrete fragments. The remainder of this fill is mottled gray and brown in color and contains occasional rock cragments. Beneath this fill a gray silty fine sand is encountered to the maxi,r-m depth explored (23 ft below present grade). x This silty fine sand is generally medium dense. 1 In the central portion of the site, the subsurface conditions were explored by Boring 5. Beneath 6 in. of sod, a loose to medium dense brownish gray to greenish gray fine sandy silt was encountered to a depth of about 11 ft (elevation 153) below existing grade. Beneath these sandy silts a gray silty fine sand is encountered to the maximum depth explored (36 1/2 ft below present grade). In the eastern section of the site, the subsurface conditions were explored by Borinqs 6 through 10. Up to 16 ft of fill occurs below the existing site grade to about elevation 166 to 175. This fill consists of a relatively medium dense brown sandy silt to mottled brown and gray fine sandy silt. The upper several feet of this fill (7± ft) contains gravel and concrete fragments and chunks. Beneath this fill a medium dense brown fine sandy silt occurs to about elevation 163 to 159. The depth to the groundwater level varies considerably between 2 1/2 to 24 ft below existing grade due to boring elevation differences. At the time of this investiga- tion, the groundwater levels occurred approximately between elevation 161 to 164. Groundwater levels can be anticipated to vary several feet during the course of a given year. Ac previously mentioned, ponded surface water was noted in areas of the central portion of the site during this investiga- tion. CONCLUSIONS AND RECOMMFNDATIONS Pertinent physical characteristics of the soils encountered were evaluated by means of laboratory tests on selected samples obtained during the field explorations. A discussion of the tests performed and the test results are presented in Appendix B, Laboratory Testing. The field and iahoratur.y data generally indicated the natural soils immediately below the scud and existing fills possess moderate strength and compressibility charac- teristics. The existing fills at the site also generally possess moderate strength and compressibility characteristics. However, these fills are variable and large localized settlements could result when additional load is added to these fills. As such, this fill is not suitable for support of houses or any utilities which would sustain damage if subjected to large differential movements. These fills and the in situ soils may be utilized for foundation support, obtained by conventional spread footings if the site is properly prepared and the footings designed in accordance with the recom- mendations in this report. -5- A high winter groundwater table could result in floor slabs and crawl spaces remaining damp during the winter months. It is recommended floor slabs be underlain by a minimum of 1 ft of granular material and tied into a positive drainage system. In addition, it would be prudent to raise the lowest floor slab grade to at least elevation 168 to reduce the risk of flooding due to high groundwater. Site Preparation Li the proposed building areas and areas to be paved, the surface should be stripped to remove vegetation, topsoil and organic material. Based upor► the borings, stripping to a depth of about 6 to 8 in. will be required. Additional stripping and local excavations of up to 2 to 3 ft may be neces- sary where trees, brush, and soft soils are encountered. The stripping should extend a minimum of 5 ft beyond building lines. Stripped material would not be suitable for engineered fill and should be stockpiled for landscaping purposes or removed from the site. The silty natural. and fill soils at the rite are extremely sensitive and are easily disturbed and softened by conventional stripping and excavation procedures during the wet season of the year. It is recom- mended that earthwork operations be performed during the dry season (gen- erally June through mid-September. ). Since the central portion of the site is considerably lower in elevation acid water was being ponded, the ground may remain soft even during dry summer weather due to a high groundwater table. As such, it may be necessary to install a granular working blanket to support construction traffic In this area as discussed subsequently. If site grading is conducted during the wet season or if the ground remains wet due to high grou,,dwater, additional overexcavation and I -6- the installation of a granular working blanket in building and pavement areas would be required. Overexcavation to a minimum depth of 18 ir.. below sched- uled subgrade in building areas and the installation of compacted granular material would be necessary to provide a suitably firm working base for subsequent construction. Relatively free-draining, pit-run rock up to 6 in. maximum size having less than 5 percent of the portion passing the No. 4 sieve passing the No. 200 sieve would be suitable for use as granular fill for the working blanket. A greater thickness of granular fll might be required for haul roads in order to prevent subgxade damage and rutting of the working blanket. When wet, the soils at the site are extremely sensitive and are easily softened by conventional stripping and excavation procedures. To lessen subgrade disturbance, site stripping and rock fill placement should be accomplished with crawler-type equipment, and the amount of traffic on the subgrade should be minimized. If the use of tracked excavation equipment results in appreciable softening of the subgrade, it may be necessary to excavate utilizing lower impact techniques, such as a backhoe with teeth removed from bucket, working from an advancing pad of granular fill.. Fol- lowing placement of the granular working base, the entire surface of the site should be compacted by at least 4 passes of a moderately heavy vibratory roller imrosing at least 300 lb of impact force per inch of drum width. The surface of the site should then be proof rolled with a fully loaded dump truck, and any soft or weaving areas should be overexcavated and replaced with rock fill. Our recommendations for engineered fill to raiserades within thin building and parking areas are summarized below. All fill should be in- stalled in maximum 8 tn. thick horizontal lifts and compacted to at least Cames & Moore -7- 92 percent of the maximum dry density obtainable by the Modified AASHTO Method of ComFaction (Designation T-180). 1. Dry—Weather Fill (When ade(7uate moisture control can be obtained) - Fill materials shall be silty or sandy soil free of organic: matter and having a nccminal maximum size not exceeding 4 in. Except for surface s-�_ripping, all excavated on-site non-organic soils will be suit-'able provided it is cleaned of rany concrete and asphalt fragments over 4 in. Fill. material ■ which ruts, weaves, or pumps beneath construction equipment will be classisfied as unsuitable. 2. Wet Weather Fill - Granular ; 11 material shall be relatively well-graded, having a nominal -maximum size not exceeding 4 in. and with not more than 5 percent of the portion passing the No. 4 sieve passing the No. 200 s_eve. Fill material which ruts, weaves, pumps beneath construc—tion equipment, or appears muddy will be classified as unsuitable. In order to prepare the wester-a portion of the site, the upper I2 to 4 ft of the existing loose fill containing asphalt fragments and gravel, 0 sh—uld be removed to the mottled brown and cray fine sandy silts layer. The stripped fill material could be reused as engineered fill provided it is 1 cleaned of any organic matter, and concrete and asphalt fragments over 4 in. r in size. After excavating these existing fill soils to the previous men- jtioned level, the exposed subgr.ade soils should be proof rolled with a 1 half-traded dump truck or equivalent to de-ect ary soft conditions. Soft areas detected should be reconditioned and compacted or excavated and re- -a- placed with compacted fill. Prior to placing any fill over the subgrade, it should be compacted with a minimum of 4 passes of a moderately heavy vibra- tory compactor. All fill necessary '_o raise the grade should be installed as previously mentioned. In the eastern portion of the site, it is our understanding the majority of the existing fill mound will be removed to obtain final site �j grades (approximately elevation 169 to 172). After excavating these existing fill soils, the expoaed subgrade soils should be proof rolled with a half-loaded dump truck or equivalent to detect any soft conditions. Soft d areas detected should be reconditioned and comparted or excavated and re- placed with compacted fill material. Prior to placing any fill over the subgrade, it should be compacted with a minimum of 4 ,passes of a moderately heavy vibratory compactor. All fill necessary to raise the grade: should be installed as previously outlined. IEarthwork operations at the site should be observed by a qualified s-ii is engineer. Foundation and Floor Support Satisfactory support for structures of the type contemplated for Ithis site except the bridge structure can be obtained from spread foundations established on the undisturbed in situ soils or on engineered fill. Support for the bridge structure should bo obtained from wood piling to be discussed I subsequently in this report. Foundations established at a minimum depth of 2 ft below lowest adjacent final grade and resting on firm undisturbed soils or the aforementioned compacated fill may be designed for an allowable bearing capacity of 1,500 lb/sq ft. This applies to 1 ft 6 in. minimum wide wall Ipanes& Moore w gar w � -9- footings and 2 ft minimum width for square footings. This design bearing value applies to the total of all loads, dead, live, and wind or seismic. If footing subgrades are disturbed during excavation, then they should be compacted to at least 92 percent of the maximum dry density obtainable by the Modified AASHTO Method of Compaction. During wet weather, it will be necessary to instail a 4 in. or so thick layer of crushed rock or Jean concrete in footing bottoms immediately after excavation in order to confine silty subgrade soils which would be susceptible to softening and deterioration when wet. The crushed rock should be installed and compacted as previously recommended.. A compacted fill blanket established on the properly prepared ' subgrade soils will provide adequate floor slab support for the proposed i buildings. Based on loading and drainage considerations, it is recommended that the fill blanket beneath floor slabs consist of at least 12 in. of well-graded sand and gravel or crushed rock, ?/4 in. maximum size, with not !` more than 5 percent of that which passes the No. 4 sieve passing the No. 200 sieve. This material should be installed and compacted as previously recom- mended for engineered fill. As previously mentioned, support for the bridge structure should be obtained from driven piling. It is our opinion that treated wood piles are the most feasible type for the proposed structure. Wood piles should be driven to a minimum of 35 ft below the bottom of pile caps or final grade whichever is lower, or to refusal in the medium dense silty sands underlying the site. We recommend that wood piles have a minimum tip diameter of 8 in. and that they be driven with an air, steam, or diesal hammer exerting 12,000 to 15,000 ft lb of energy per blow. Pile gDames& Moore a -10- spacings should be at least 3 ft center to center in pile groups. To avoid damage to the piles they should be banded at the tip and butt prior to driving. Refusal criteria for wood piles may be defined as an average of 6 blows per .in. for the last 4 in. of penetration. In addition to certified inspection at the treatment plant, all wood piles should he in- spected at the job site for straightness, corkscrew grain and possible .internal defects. Wood piles installed in accordance with the foregoing recommenia- tions can be utilized to support total loads of 15 tons and 20 tons for pile penetrations of 35 and 40 ft respectively, below the bottom of pile caps or final grade whichever is lower. These values apply to the total of all loads, dead, live and wind or seismic. Foundation Settlements Laboratory consolidation test data, utilized in our settlement analyses, provides a basis for estimating set;_lements of typical foundations designed in accordance with the recommendations presented above. The re- sults generally indicate that settlement of foundations subjected to the anticipated loads will range from approximately 1/4 In. in the area of the existing fill mound (to be removed) on the eas*- side of the site up to 3/4 in. for the structures on the west side of the site. Settlement of the pile foundations installed as recommended would be on the order of 1/2 in. For these studies, it was assumed that real loads were equal to approximately 80 percent of total design loads. We estimate that about two-thirds of the indicated settlements will occur within a period of about Dames a Moore at one month after lc;sde have been applied. The remaining settlement will occur more slowly over a period of 4 months or so. Floor settlements for finished floor constriction designed in accordance with the above recommendations are anticipated to be 1/4 in. or less. The above estimated settlements are based on foundation loads. Any site filling to raise the present grades would result in consolida-• tion of the underlying natural soils. We estimate this settlement to be about 1/4 in. per ft of fill placed. Cut and Fill Slopes Temporary cut slopes in existing fills or natural soils which do noi. extend below groundwater or deeper than 12 ft below existing grade should be limited to a maximum steepness of 1H: 1V. Temporary cut slopes in the natural soils, which extend deeper than 12 ft below present grade, should be sloped at a maximum steepness of 1 3/4H: 1V or adequately braced. We recommend that permanent cut and/or fill slopes around the site be limited to a maximum steepness of 2H: 1V. All slopes will be subjected to erosion, particularly slopes in silty soils. It is recommended that slopes be planted with vegetation or provided with suitable erosion protection as soon as possible following construction. Pavement Support On the basis of our review, a saturated CHR value of 4 has been assigned the silty soils designated ML and SM on the boring logs. This value e -12- is based on a correlation with soil type and experience at sites with similar soil conditions. Based on (a) a site drainage system which will prevent accumulation of water on the subgrade, and (b) the previously discussed site prepar,tion of the subgrade material including replacement of soft near surface soils, recommended minimum pavement design sections are summarized below. Base course material should consist of 1 1/2 in. minus crushed rock meeting the base aggregate requirements as set forth in the Standard Specifications for Highway Construction, Oregon State Highway Commission. 3. Subbase materials should consist of locally available rel- atively well-graded fragmental ruck or sand and gravel, 3 in. maximun, size, with less than 5 percent fines passing the No. 200 sieve. 4. Subbase and base course materials should be compacted with a minimum of 5 pas:3?s of a vibratory roller imposing a force of at least 400 lb/in. of drum width. Site-Drainage As discussed briefly earlier in this report, a high winter ground- water table could result in floor slabs and crawl spaces becoming damp during the winter mon::hs. It is recommended the floor slabs be underlain by a minimum of 12 in. of relatively clean granular material and tied into a -13- positive drainage system. In addition, it would be prudent to raise the lowest floor slab grade to at least elevation 168 to reduce the risk of flooding due to high groundwater. Also prevention of road base saturation is essential for pavement durability and efforts should be made to limit the amount of water entering the base course. This can be accomplished by: a. Placement of curbing around all planters to divert pavement surface water runoff to catch basins. b. Not allowing pavement base course to extend beneath planter or lawn areas unless perforated drain lines are installed to collect and carry away drainage water. C. Providing weep holes through the sides of catch basins, immediately below the pavement, to allow drainage of any water trapper] in the crushed rock base course. Limitations and Concluding Remarks The recommendations made in this report are based on the assump- tion that the soil conditions do not vary appreciably between the borings. The subsurface information presented in this report does not constitute a 1 direct or imFlied warranty that the soil conditions between boring locations tcan be directly interpolated or extrapolated or that. soil conditions and/or variations different from those disclosed by the borings will not be re- vealed.
