It was caused when a plugged catch-basin at the top of the slope overflowed, sending heavy storm water runoff sheeting across the hillside. Our crews have installed a straw ribbon dam and mulched the slope with straw to prevent further problems. Additionally, the slope has been seeded to help stabilize the topsoil . On Occober .10, 1990, I informed you, that erosion from the bank on the north end of tha property has been washing down onto SW Ventura Ave, and that it wds --Lsary to immediately clean the street, and install an approved silt barrier along the toe of the bank. As of this date, no erosion barrier has been installed, and no attempt has been made to clean the street. The City sent a crew out on October 16, 1990, znd cleaned the street, a bill will be forwarded to you for the cost of that effort. Due to the lack of a silt barrier, the street again needs to be cleaned. If the street has not been cleaned, and an approved silt barrier installed along the entire toe of the slope, by Wednesday, Ow--tober 24, 1990, the City will be forced to take civil action. Fines of up to $250.00 per day can be levied for such violations. The erosion barrier must remain .in place and in working order until the bank has been re-vegetated. I told Mr. Schmidt that there was -i problem with erosion from the bank Trashing down onto SW Ventura St, and that there was no eroaton barrier in place. he said that he had been thought it had been taken care of, and that he would take care of the problem. 10-10-90 City received complaint of mud on SW Ventura. I called Mr. Sch-Adt to inform him again of the problem, he stated he wo,ild get right on it ,ind get back to me with when it would be resolved. There was some confusion as the need for permits from the city for such work, and any regulations that might be applicable. As was discussed the following will be required in order to bring this project into conformance: 1 . A storm systems development fee of $500.00 must be paid. This is charged anytime impervious surface is increased. 2. A plumuing permit shall be obtained for the new catch basin and storm line installed. The permit comes to $48.76. 3. The newly created bank must be regraded to a maximum slope of 2 horizontal to 1 vertical, or provide documentation from a registered engineer that the present- slope will be stable under its .intended use, based of the type of soil and conditions present. 4. Provide temporary erosion control (such as bales of hay anchored to the ground, see attached drawing) along the toe of the newly created slope, until permanent erosion control (such as grass seed) can be provided and take hold. 5. Remove the dirt fill from around all trees, or provide a teport from an arborist that the trees will not be affected. You stated that the military is planning on removing some of the smaller trees on the slope, and are apparently ,aware of the City regulation for removing trees. This regulation requires that a permit be obtained for the removal of any tree over six inches in diameter at four feet above the surrounding ground. This in turn, had been placed on top of unknown fill material with little, or no, compaction at all. 4- At the Easterly boundary, soil had been pushed over existing bank and on top of existing brush/berry bushes, etc. (This in contrary to existing plan. ) Much of this soil wiii erode into adjacent drainage Swale N3. I asked Contractor if a soil engineer had checked/approved the soil placement. He said no. 5- Along the Northerly boundary, soil had been pushed over the edge w/o any roil compaction. This is also significant due to the trees that were partially buried (the d-pth impossible to determine w/o excavating) The trees will sustain damage or die, an arborist should probably evaluate the damage.
