ISEC - Data on Hamilton Fume Hoods including a request for "specific detailed information regarding the features which he feels are unsafe or not to code". b. American Heating - Data on centrifugal blower and motor in answer to that request for "specific detailed information", lest me address the specific issues/questions which are of interest to the fire district: Reference - Uniform Mechanical Codes 1988 1. Section 1103(a) Has there been provided "a manually operated remote control installed at an approved location ... to shut off fans 2. Section 1103(b) Does the equipment "... bear, an identification plate stating the ventilation rate for .vhich the system was designed.?" 3. Section 1105(b) Requires -- "Separate and distinct systems shall be provided for incompatible materials." Since all fume hoods vent via the same duct system -- I am concerned as to potential substance incompatibility. 4. Section 1106 -- Is the volume of air "sufficient to dilute explosive or flammable vapors, fumes or dust as set forth in Section 1105 ("diluted below 25 percent of their lower explosive limit or lower flammability limit with air which does not contain other contaminants" -- keeping in mind that all fume hoods may be operating simultaneously)? 5. Section 1106(b) Do the hoods have a thickness of not less than 0.027 inches (22 gauge)? ^Worklnj"Smoke Detectors Save Lives Page 2, May 1, 1991, Keystone/NEA 6. Section 1106(b) Do all hoods have a minimum clearance from combustible construction of 18 inches? 7. Section 1107(g) Fire Protection -- Sprinklers or other fire protection devices shall be installed within ducts having a cross sectional dimension exceeding 10 inches when the duct conveys flammable vapors or fumes. Sprinklers shall be installed at 12 foot intervals in horizontal ducts and at changes in direction. in vertical runs, sprinklers shall be installed at the top and at alternate floor levels." B. Section 1107(h) Clearances -- Ducts conveying flammable or explosive vapors, fumes, or dusts shall have a clearance from combustibles of not less than 18 inches. This clearance may be reduced when the combustible construction is protected in accordance with Table 5-B." 9. Section 1101(3) Exhaust Outlets -- "The termination point for exhaust ducts discharging to the atmosphere shall be not less than the following: Ducts conveying explosive or flammable vapors, fumes, or dusts: 30 feet from property lines; 10 feet from openings into the building; 6 feet from exterior walls or roofs; 30 feet from combustible walls or openings into the building which are ;n the direction of the exhaust discharge; 10 feet above adjoining grade." Reference N F P A-45 1. Section 6-13 "Laboratory hoods and special local exhaust systems shall be labeled to indicate intended use." 2. Section 6-13.2 "A sign shall be affixed to each hood containing the following information from the last inspection. a. Inspection interval b. Last inspection date C. Average face velocity d. Location of fan that serves hood e. I nspector's name Exception: in lieu of a sign, a properly maintained log of all hoods giving the above information shall be deemed acceptable. RE; Discharges to Sanitary Waste system in the new Orgonios Lab DATE: September 12, 1990 This memo is to clarify issues relating to the waste drainage system in the organics laboratory at NEA's nolo facility. The organics laboratory uses ccmmon solvents, such as msthylene chloride, to extract aqueous and solid samples for analysis of environmental pollutants, All solvent used in these extractions is retained. None is disposed into the sanitary waste system. Collected solvents art redistilled and reused, and bulk solvents are stored at the chemical distributor's warehouse off-site. Still, bvttatne from the redistillation process (approximately S to 10 MI, per week) are retair„ed by MEA until total volumes become convenient for disposal. Disposal of this material is handled under contract with Omni Environmental, Inc, , which packages and transports the material and then disposes the material at r U.S . EPA-approvs.d facility (in this case, the Arlington site in Oregon,) . NEA does no chemical manufacturing nor does 'it engage in electronics fabrication that would use solvents for cleaning, degxeaeing, etc. Thus NEA does not generate organic solvents at chemicals requiring disposal to the sanitary waste system. NSA does use very-high-purity solvents in sample work-up. Those solvents are recovered and reused by NEA. The waste drains plumbed in to tha organiaa laboratory are for general labwars washing, general cleanup, and the use of aqueous methods that do not employ hazardous solvents or chemicals. An example of such use is the analysis of orgault: uarbun in water, which requires water, is an organic analysis, will be conducted in the organics laboratory, but which requires no hazardous solvents or nhe.micals and which ,generates no hazardous wastes. In laboratory and storage areas, fire extinguishers shall be installed at 1 ,500 square foot intervals. In both cases, 75 foot travel distance rule will apply. 4 . Ventilation: In all Group B Division 2 occupancies where flammable or combustible liquids are used, transferred, or stored in small quantities, not less than six P.lr changes shall take place. Please verify that -L.ne above requirement is being complied with. 5. Hood and Duct Api3lication: Hoods and ducts shall be listed for the use of flammable and combustible liquids if such materials are to be used in them. All electrical inside hoods and ducts that are utilized for flammable and combustible liquids shall be Class I Division 1 . Fans shall be of non sparking type. Automatic sprinkler protection shall be extended to within hoods and ducts. Ducts shall be provided with shafts if extending through the upper floor. 6. Flammable and Combustible Liquids: It is my understanding from the letter dated July 25, 1990 to Gene Mildren from William H. Chambers, it is lin.iting total quantities of flammable and ccmbustible liquids in this occupancy to not more than 16 liters (approximately 4 gallons) at any one time. if quantities of flammable or combustible liquids exceed those specified in the fire code, then storage and handling shall comply with fire code requirements. This allows him to restock the shelves on a twice weekly basis from his storage facility. Y anticipate the following solvents will be used on a routine basis: toluene, methylene chloride, acetone, and hexane. They come in four liter amber glace bottles, with four bottles to a case. We will store no more than two cases of each in the store room at the beginning of each week, with this supply restocked on the following waak. Bongen explained that USA's primary concerns for workers' safety, keeping j volatile materials out of the sewer system, and limiting the amount of metals suspended in the discharge. 2. Dr. Lytle gave a brief description cf NEA, Inc. , as being a testing laboratory, divided Into organic and inorq^nic divisions. He went on to say that, due to the nature of processes in the organic division, nothing is dischArged to the sewer system, everything is recycled. All trace wastes are separated and disposed of by a licensed contractor. n the inorganic section of the operation, all acids and bases are neutralized prior to discharge. 3. fir. Bongen requested that standard for neutralization be 6.5 to 10 pal, as required by USA. He indicated that testing Labe are not presentl required to obtain a permit, due to the low level waste which is give off. & addition, Mr. Bongen stated that, for a facility such as this, no sampling access was ►equired; however, he did caution that it was not out of the realm of oossibility at a future date. 4. Mr. Finzer explained that they intended on installing a flush tank in the sewer line prior to discharging to the main sewer system. Mr. Bongen cautioned that non-contact cooling water was not permitted to discharge to the sanitary system. In discussions, Dr. Lytle explained that there was currently only one small furnace which had such a cooling system. He said its use was sporadic, ana the amount of discharge was very small . lir. Bongen indicated that it was probably not a concern in this case, but they do need to be aware of the issue. He went on to say that USA preferred to have any such water plumbed into the storm drain and a permit obtained through the D.E.Q. 6. Dr. Lytle said that they would designate one sink in the inorganics laboratory for disposing of acidic solution, so as to reduce the amount of acid piping required. 7. Finally, it was agreed that Dr. Lytle and his staff would assemble new standard procedures for disposal of wastes, estimates of the volumes from the laboratory, and submit that with the non-residential questionnaire to USA. Every effort has been made to ,accurately record this melting. If any errors or omissions are noted, please provide written response within five days of receipt.
