Garden Place in Park 217, Tigard , Oregon, as per your authorization dated 11 November 19P8 . The purpose of the study was to assess the potential for soil or groundwater conta- mination that could have been caused by previous or present use j of the site . The assessment is intended to comprise part of Spieker Partners ' due diligence review of the property under the Superfund Amendment and Reauthorization Act of 1986 (Section 101. [f] [35B] ) . The scope of our study included a visit to the site and a brief inspection of adjacent properties; a review of topographic and geologic maps of the area; a discussion with Don Erickson , earthwork r-uperintendent for Park 217, concerning site prepar- ation ; review of our previous site assessment of Park 217 Phase 1 development; and a review of the aerial photographs of the vici- nity available from the U . S . Army Corps of Engineers . We also excavated 5 test pits in cooperation with Mr . Ken Robbins, NGS subconsultant geotechnical engineer, for the purpose of observing subsurface condicions and obtaining soil samples . The scope of this study does not include asbestos or asK ociated risks . No inspection of the inside of the buildings oil e.djacent properties was made nor were interviews with the occupants attempted . This report is intended exclasively fo your use for the specific purpose stated herein . This study was performed and this report prepared , in accordance with that degree of care and skill ordinarily exercised under similar conditi,ins by members of our profession as described in Paragraph 7 of tFe General Condi- tions and Fee Schedule (dated 1/88) . Park Z17 d December 1988 ll Page 2 I Site Location and Setting The site is located on Parcel 2, Tax Lot 400, Park 217, Washington County, Oregon . It is in the southw,:st quarter of Donation Land Claim 55, 'Township 1 South, Rangi 1 West (Willamette Meridian, Figure 1) . The site is bounded on the east by S.W . Garden Place and by the Smith Home Furnishings property just across the street, on the west by Russ Chevrolet automobile dealership, on the south by an asphalt paved parking lot utilized by Russ Chevrolet for temporary storage of new cars, and on the north by a small parking area ai ,� building. The site area, along with all of Park 217, became part of the City of Tigard in 1962, (SAFE Research, 27 June 1988) . The site slopes gently southward from the north property line (Figure 2) . It abruptly steepens near the south property boundary where it drops 18 to 20 feet in elevation over a horizontal distance of about 45 feet . The Russ Chevrolet property to the West rises abruptly to an elevation of about i0 to 20 feet above F.he site . The western site boundary is parallel to the toe of the steep slope . S .W . Garden Place slopes more steeply southward than the general site topography. The site, therefore, becomes progressively higher above the street grade in a southerly direction until. the abrupt change in slope, previously described , is reached . The site is above the legally defined 100 year flood plain (elevation 151 -152 feet, A.L .T . A. Survey, 14 May 1988) . The site is situated within the prehistoric, abandoned flood plain of the Tualatin River . The area is underlain by clay, silt, fine sand and gravel valley fill . The material is Recent to Pliocene in age and ranges from 300 to 600 feet in thickness . The gravel and sand layers of the valley have a high permeability; however, the lenses of clay and silt have only a low :o moderate permeability (Hart and Newcomb, 1965, Geology and Groundwater of the Tualatin Valley, OR: U . S . Geological Survey Water-Supply Paper 1697) . The Present and Previous Uses of the Property The site is currently vacant . According to Brad Roast of the City of Tigard Community Development Department, the Park 217 site was not developed until the construction of Park 217 in 1980 . During the excavation and construction of Park 217, Par _-ol 2 was used as a disposal site for excess excavation spoils (soil) . The latest fill placement on Parcel 2 was in 1980, (Don Erickson , oral communications) . A total of five test pits were excavated in the site fills on 18 Novemf -r 1988 to observe subsurface conditions and to obtain sail samples . Test pit locations are shown of Figure 2 . Logs of these test pits are presented on Figures 3A through 3E . Park 217 9 December 1988 l Page 3 / Subsurface cross sections that show correlations between test pits are presented on Figure 4 . The property has remained undeveloped to the present time . The gently sloping portions of the site are ,overed with grass, which appears to be well main- tained by periodic mowing. The steep slopes along the southern portion of the property are covered with blackberry bushes. A marshy condition exists along the south property line as evidenced by surface seepage and cattail growth. Previous uses of the property were assessed by a review of topographic and geologic maps of the area and a review of U . S. � Army Corps of Engineers ' aerial photographs . Public records were checked to identify adjacent businesses that could have used, disposed of, or spilled toxic or hazardous substances that could have effected the site. These included City Directories, records of the Tualatin Rural Fire District, ant files of the Departr.ent of Environmental Quality. Aerial photographs of the area were obtained from the U . S . Army Corps of Engineers, Portland District for the dates 27 August 1936, 7 July 1953, 6 August 1963, 9 May 1977, and 15 September 1983 . These photographs show that the property was a brushy area surrounded by cultivated fields prior to 1980. Adjacent Properties As previously noted , the Parcel 2 site is bounded on the west and south by Russ Chevrolet , on automobile dealership and repair facility . The portion of Russ property that is to the south of the site consists of an asphalt paved parking area, which is used for temporary storage of new automobiles . This auto dealership was originally Harvey Knauss Chevrolet . It appears to have been constructed in 1962-3 . An aerial photograph taken on 6 August 1963 shows the facility partially constricted on a ;substantial thickness of fill, which is absent of vegeta.ti.on . Underground storage tank records on file with the Oregon Department of Environmental Quality (DEQ) indicate two 1000 gallon gasoline and one 600 gallon waste oil. tanks have been located on the property since 1962 . The records indicate that these tanks are constructed of steel but no other details appear to be available . The DEQ has no record of spills on the Russ property . A small parking lot bounds the site on the north. This lot serves a small commercial building on the south side of S .W. Pacific Highway. The parking area was filled and leveled sometime between 1963 and 1977, based on available aerial photographs. The building served by the lot was constructed sometime between 1953 and 1963 . The businesses within the building include Sears Pants and Service, Pacific Paint and Decorating, Woodstoves, and Kim Upholstery. These businesses are small . The Sears repair service appears to serve as a transfer point to larger facilities for. equipment (small engines, appliances) requiring major repair Park 217 9 December 1988 Page 4 service. Before filling of the Parcel 2 site during 1980, the slope south of the parking lot was used to dispose of miscel- laneous trash and debris . Subsurface data obtainad during test pit excavations at the site on 18 November 1988 indicate that the old, now buried fill surface is covered with a few inches to a few feet of soil containing root fibers, branches, assorted concrete/asphaltic concrete rubble, and miscellaneous trash debris including tin , plastic, brick, and wood (see Figure 3A) . A Texaco service station is located on the northeast corner of S .W . Garden Place and S .W . Pacific Highway. A check with DEQ for records of underground storage tanks revealed five tanks on the Texaco property . These include one 550 gallon waste oil tank, one 8,000 gallon diesel tank, two 10, 000 gallon gasoline tanks, and one 12, 000 gallon gasoline tank. The records also indicated that the tanks are all constructed of fiberglass and they were all installed in 1984 . Available aerial photographs, however, suggest that the site may have been occupied by a service station since 1963, possibly earlier. . The DEQ has no record of any sp' l.ls on the Texaco site . Smith Home Furnishings, a retail. outlet for furniture, appliances, and electronics is located across S .W . Garden Place, immediately East of the site . Based on a report frGm SAFE Research, dated 27 june 1988, Smith has occupied the site since 1985 . The DEQ files were checked for this business and nothing was found . Potential Soil or Groundwater Contamination For contamination of soil to occur requires : 1) a source of contamination ; and 2) a pathway for contaminants to migrate to the soil . For groundwater to be contaminated the same conditions must be present:, but additionally, there must be a pathway through the soil to the groundwater or the soil type must allow the contaminants to migrate through it to the groundwater . A review of the site history and an inspection of the property reveals three potential sources of contamination : buried fuel and waste oil storage tanks on the Russ Chevrolet property; possible previous buried fuel tanks on the Texaco Service Station property; and miscellaneous dump debris that is now buried in the Parcel 2 site fill . The Russ Chevrolet tanks, as previously mentioned, consist of two 1 ,000 gallon gasoline and one 600 gallon waste oil tanks that were installed in 1962. There are no records on file with the DEQ indicating that these tanks have been removed . It is ! therefore assumed that they are still in service . Nothing is known of the tank locations, degree of protection , or monitoring procedures . If still in service, these tanks are about 26 years i Park 217 9 December 1988 Page 5 old . The current buried fuel tanks at the Texaco site, as previously described , are newly installed ( 1984) and are con- structed of fiberglass. Based only on available aerial photographs of the area, it appears likely that the Texaco site may have been the location of a previous service station as far back as 1963, possibly earlier . There are no readily available public records, however, to support this assumption . The inferred distribution if the buried miscellaneous dump debris is illustrated on Cress Sections A-A ' and B-B ' , Figure 4 . It is described in more detain on the Logs of Test Pits, Figures 3A, 3B and 3E . The base of this zone is believed to represent an older fill surface that existed for an extended period of time, during which it received minor quantities of miscellaneous dump debris and was subsequently buried by fill placed in 1980 during construction of Park 217 . The trash debris, which was seen in TP-1 , includes tin , paper, plastic, wood , and branches . Brick, concrete, and asp'-altic concrete fragments were found in TP-2 but no trash debris similar- to that in TP--1 was observed . Correlation between the trash debris in TP-1 and the rubble in TP-2 is, therefore uncertain without additional. subsurface data . An old soil horizon was encountered in TP-5 but without overlying trash debris nr ruhh' e . The distribution of trash debris appears to be very limitct.i in area and volume . No hazardous or toxic substances were observed in any of the test pits although, as indicated by the logs and cross sections, the site fills are extremely variable in visual characteristics over short horizontal and vertical. distances. Hazards Potential In our opinion , the likelihood is very low to low for past or present uses of the site having caused soil or ground- water contamination in an amount that would be of concern . In addition, we believe the likelihood is low to very low for past or present uses of adjacent properties having caused site soil or groundwater contamination in an amount that, would be of concern . As noted , the Russ Chevrolet fuel storage tanks are now 28 years old . The expected service life for most underground steel tanks normally ranges between 15 and 30 years, depending on the tank construction , amount of protective coating, and the subsurface environment . It is possible that the Russ tanks are nearing the end of their service life . In the absence of addi- tional data, it must be assumed that Leakage is possible . Subsurface observation during test pit excavations at the site on 18 November indicated the subsurface soils to be clayey silts to silty clays of low permeability. In addition no hydrocarbon odors were observed in any of the test pits . On this basis, we believe that any leakage from the Russ tanks that may have occurred has not affected the site . Also, subsurface migration ■� or Park 217 9 December 1988 l Page 6 of past or future potential contaminants would be severely retarded by the clayey nature of the site soils. The buried tanks currently at the Texaco Service Station, previously described have a very low probability of leakage by virtue of their age ( installed 1984) and fiberglass construction . In addition , service station routinely monitor their tanks against unexplained losses of product (and profit) . The Texaco site may have also been the site of a previous service station, based on an aerial photograph taken in 1963 . In any event, no evidence of hydrocarbon contamination was seen in any of the site test pit excavations . On this basis, we believe the potential for site contamination by past uses of the Texaco site to be very low. A 13yer of dump :±ebris was encountered in TP-1 at depths from 6 . 5 to 8 . 0 feet . IL- consisted of asphaltic concrete fragments underlain by particles of plastic, tin , paper in a matrix of dark grey silty clay to clayey silt . A zone of roots and branches was observed at the bottom. Minor pockets of discolored soil were observed along with small quantities of organic debris (vegetation ) and an organic odor . In TP--2, which is further down slope, (see Figure 3B) , large fragments of asphaltic concrete, gravel, and crushed stone were observed from 7 . 0 to 10 . 0 feet in depth . No trash debris, discolored soil., or organic odors were observed in TP-2 . A 6-inch layer of old soil and root fibers was encountered at a depth of 8 . 7 feet in TP-5, which is believed to correlate with the base of the dump debris in test, pit l. . No dump debris, however, was found in TP-5 . Based on test pit observations, it appears that the lateral and vertical distribution of dump debris in the site fills is limited to a relatively small area and volume . The trash debris, paper, plastic, tin, and vegetation appears to be less abundant than the asphalt fragments . As previously indicated, no hazardous or toxic substances were observed . The depth of the debris is well above the water table and it is surrounded by silty and clayey soils of low permeability. For these reasons, we believe the dump debris to have a low potential for site contamination . No soil samples were taken for chemical analysis. We caution you that these opinions are based on limited information , and is subject to change should additional infor- mation about the site or its past use become available . Rocommendat ions Based on the information and interpretations included herein, we do not believe that the risk of contamination is sufficient to warrant additional surface or subsurface studies of soil and/or groundwater at this time .
