Background No previous applications have been reviewed by the Planning Division for this property . / . Vicinity Information Several different zoning districts occur next to or close to this site, !'roperty to the southeast is zoned C-P, to the northeast and across SW Greenburg Road is an R-12 (Multi -Family Residential, 12 units per acre) zone, to the north and west is an R-4.5 (Single Family Residential, 4.5 units per acre) zone and south of the site although riot abuvting the property) is an R-7 (Single Family Residential, 7 units per acre) zone. Development in the area is mixed with single family residences and apartment buildings located on nearby properties, and office and commercial uses occurring in close proximity to the site. 3 , Site Information and Proposal Description There is presently a vacant, one-story single family residence on this Property which is on a . 14 acre triangular lot. 'the property is generally flat with a couple of birch trees located near the intersection of SW Lincoln and SW Greenburg and a long hedge on the side property line. The applicants are proposing to demolish the exi^ting residence and develop the property with a 1400 square foot dental office building. 4 . Agency and NPO Comments PGE reviewed the proposal and states that they will relocate the power pole loo ted in the driveway . Relocation is necessary because tho atichor and down guy north of the pole conflict with the driveway . Relocation expanses will be made by PGE wi.th no expense to applicants. S NOTICE OF DECISION - DR 87-13 - FISHER - PAGE 1 The Tualat:in Rural Fire Protection District reviewed the proposal and commented that fire fighting water supply must be provided. This requires a fire hydrant within 2.50 feet of the structure, The Building Division reviewed this proposal and has indicated a problem with the east wall of the proposed building. The Uniform Building Code (t1BC) does not allow for openings (i ,e. , doors or windows) when thay are less than five feet from the property line and allows only protected openings if between five and ten feet from property line. In addition, visual clearance would have to be maintained at the SW Lincoln/SW Greenburg intersection and a demolition permit will be required for removal of any existing structure. The Engineering Division has reviewed this proposal and had concerns about sight distance, right--of—way along Lincoln Street, and special setbacks on Greenburg Road: The sight distance at the intersection of Lincoln Street and Greenburg Read must be at least 350 feet in both directions in order to maintain a visual. path capable of discerning an object at least 4,5 feet above the pavement, Right of way on Lincoln Street must be 50 feet.. If special setbacks are identified in Tigard' s Comprehensive Plan for Greenburg Road, then no structures may be built that would encroach on the future setback requirements . General Telephone company and NPO #1 both have reviewed the proposal and have no objections to it. No other comments were received regarding this proposal . B. ANALYSIS AND CONCi_USION The Planning staff has reviewed this proposal and has determined that it is consistent with the relevant portions of Tigar•d' s Community Development Code (CDC) regarding the following development standards; Access, Egress, and Circulation Section 18. 108 .080 of the CDC specifies a 30 foot minimum access width for commercial uses. The site plan submitted by the applicants shows compliance with this width and uti.li7es access onto SW Lincoln. In the middle of the proposed access is an existing utility pole surrounded by a curb stop and ground cover. It should be rioted that PGE intends to relocate the power pole so it will not be necessary to develop around it (see comments from PGE) . Minimum internal circulation is also satisfied by a 24 foot paved driveway which will provide motor vehicles with enough space to enter, park and exit saf,ply . The applicants are providing, sevon parking spaces on their- property which moots the minimum requirement. However, one of these spaces must be designated for handicapped parking which requires a parking stall of 12' x 18' . Therefore, a revised parking plan will be necessary showing such a parking arrangement, locating this space as rlose to a point of building antry as is feasible l.andscapin and_Screening The landscaping plan submitted with this application does not specify the types of new planting materials to be put in place as part of this deuc-lopment . The site design addressed the need to screen those portions of the property adjacent to residentially Toned properties . However, the site plan has made good use of existing vegetation and retains the 8 foot arbor vitae hedge along the western property line and a small cluster of medium sized birch trees on the northern part of the parcel . It will be necessary for the applicant to supply a revised landscaping plan identifying the types of vegetative materialz to be placed along 3W Greenhurg and other areas of the parcel to be replanted. The three street trees along the 80 foot street frontage are adequate to meet the spacing distance standard, Species of trees must be acceptable to the Planning Director to ensure proper types of trees to be planted. The applicant has stated that additional screening on the property will occur with a six foot wood fence to be placed along portions )f the eastern property line to provide privacy for the facility , The height of six feet for a fence is permitted under tho provisions of the CDC, a greater height would require a building permit. Under the provisions of the CDC arne the restrictions of the C--P zone, only one freestanding, two--sided sign will be permitted with this development. In this instance, a. sign of 14 square feet. is al low,ad, per face, for ca two--sided sign. A sign permit is required prior to the erection of any sign. The site plan shows the location of three security lights at the corners of the generally triangular shaped building. To avoid light spilling into nearby resid^rices and creating undesirable impacts, it is to be emphasized that such lighting must be ontirely internally focused.
