Paul«on for Site Development Review approval to allow a 7058 sq. ft. expansion of an existing industrial building and the partial conversion to a retail use on a 2.85 acre property zoned C--G (Commercial General) , Location: 10855 SW Greenburg Road (WCTM 1S1. 3 51X:, lot 900) . DECISION: Notice is hereby given that the Planning Director for the City of Tigard has APPROVED subject to certain condition . The findings and conclusions on which the Director based his decision are as noted below. A. FINDING OF FACT 1 . Background In November, 1985, the City Council approved a Comprehensive Plan Amendment from Light Industrial to Commercial General and a Zone Change from I--P (Industrial Park) to C-G (Commercial General) (CPA 12--85 and ZC 14-85 , Ordinance 85-43) . 2. Vicinity Information Properties to the north, west and south are zoned I-P (Industrial Park) . Properties to the northeast and east are also zoned C-G (Commercial. General) . 3 . Site Information and Proposal Description The property is presently developed with a 36,458 square foot industrial building. Access tc the parking area serving the property is provided via Cascade Blvd. The southwestern and southern periphery of the property is within the 100 year floodplain of Ash Creek but the building and the majority of the parking area is outside of the floodplain. The applicants propose to convert the existina building from industrial usage to wholesale and retail commercial . The majority of floor area will be devoted to retail carpet sales, defined in the Community Development Code as "Retail: bulky merchandise. " The western end will serve as the shipping, receiving and wholesale office spaces of the business. Existing interior offices will be remodeled in commercial tenant spaces and an additional 7,058 square feet of new retail tenant space is proposed for the east end of the existing building. The site has 55 parking spaces which the applicant proposes to reduce to 49 spaces . The Code requires a minimum of 48 spaces. NOTICE OF DECISION - SDR 87--01 PAl1LSON -- PAGE 1 4 . Agency and NPO Comments The Building Division and the Tualatin Rural Fire District have reviewed the proposal and have no objections to it. NPO N1 has reviewed the proposal and has the following comments: The driveway access onto Greenbury Road should be verified in terms of the minimum allowable site distance from the intersection of Cascade Blvd. and Greenburg Road or eliminated altogether. The Engineering Division has reviewed the proposal and h«s no comments other than the conditions of approval contained in Section "C. DECISION" . No other comments have been received . E3. ANALYSIS AND CONCLUSION The proposed redevelopment of the property is generally consistent with the provisions of the Community Development Code. However, the following issues warrant further discussion. a. Landscaping The proposed site plan does not indicate plant spaces and will need to be revised to indicate such. All new trees and shrubs planted at access drive intersections must meet the vision clearance requirements of Chapter 18. 102 of the Code. In brief, nothing in vision clearance areas can exceed 3 feet in height; tree branches bolow 8 feet must be removed. Also the site plan should show that the shrubbery at the foot of the parking spaces is sufficiently set back froom the foot of the spaces . The applicant should remov , all junk and debris from the property as well as debris and "footbridges" is and across the cre,-k. Tree removal permits must be obtained prior to removing trees with 6" caliper or greater. Dedication of the floodplain to the City cannot be deferred until dhvelopment is proposed for this area. Development or any type of floodplain or landform alteration can only occur, if approval of a Sensitive Lands Permit has been granted. b. Access and Egress -the Code requires a minimum width of 24 feet for two--way access drives . There is a point along the northern portion of the new tenant addition where the access width is only 18- 20 feet. The site plan needs to be modified to accommodate a wider access width at this point. NOTICE OF DECISION -- SUR 87-01 PAULSON — PAGE 2 The site plan also needs to be clarified along L'he north wall of the ?xisting building. It is not clear whether the 10 foot strip adjacent to the north wall will be paved, landscaped or serve as a pathway. C . Parking Section 18 . 106.020(p) of the Code requires that at least one secured bicycle rack be provided for each 15 parking spaces in any development . Bicycle parking areas shall not be located within parking aisles, landscape areas, pedestrian ways. Therefore, three bicycle rack spaces should be included. d. Visual Clearance Proposed locations for new trees of an undetermined height and girth may cause visual clearance problems . Since Cascade Blvd. is a major collector street with traffic typically travelling at speeds of 30 to 35 mph, a sight distance of 300 to 350 feet should be maintained in the vicinity of the driveways and the curve in the strut. The staff considers the sight distance concerns as overriding the landscaping requirements for street trees . P. The findings and conclusions on which the Director based his decision are as noted below. A. FINDING OF FACT Background In November, 1985, the City Counc0 approved a Comprehensive Plan Amendment from Light Industrial to Commercial General and a lone Change from I-P (Indust:rial Park) to C---G (Commercial General) (CPA 12-95 and ZC 14-85 , Ordinance 85--43) , 7 Vicinity Information Properties to the north, west and south are zoned I-P (Industria) Park) . Properties to the northeast and east are also zoned C-G (Commercial General) . 3 Site Information and Proposal Description The property is presently developed with a 36,458 square foot industrial building. Access to the parking area serving the property is provided via Cascade Blvd. The southwestern and southern periphery of the property is within the 100 year floodplain of Ash Creek but the building and the majority of the parking area is outside of the floodplain. The applicants propose to convert the existing building from industrial usage to wholesale and retail commercial . The majority of floor area will be. devoted to retail carpet sales, defined in the Community Development Code as "Retail : bulky merchandise. " The western end will serve as the shipping, receiving and wholesale office spaces of the business. Existing interior offices will be remodeled in comm-r•cial tenant spaces and an additional 7,050 square feet of new retail tenant space is proposed for the east end of the existing building. The site has 55 parking spaces which the applicant proposes to reduce to 49 spaces . The Code requires a minimum of 48 spaces . NP() N1 has reviewed the proposal and has the following comments The driveway access onto Greenburg Road should be verified terms of the minimum allowable site distance from the intersection of Cascade Blvd. and Greenburg Road or eiiminated altogether. Ihp Engineering Division has reviewed the proposal and has no comments other than the conditions of approval contained in Section "C DECISION" No other comments have been received . B ANAI YSI S AND CONCLUSION The proposed redevelopment of the property is generally consistent with the provisions of the Community Development Code. However, the following issues warrant further discussion. CA landscaping The proposed site plan does not indicate plant spaces and will need to be revised to indicate such. All new trees and shrubs planted at access drive intersections must meet the vision clearance requirements of Chapter 18 . 102 of th, Code. In brief, nothing in vision clearance areas can exceed 3 feet in height; tree branches below 8 feet rtust be removed. Also the site plan should show that the shrubbery at the foot oi' the parking spaces is sufficiently set back from the foot of the spaces . The applicant should remove all junk and debris from the property as well as debris and "footbridges" in and across the creek . Tree removal permits must be obtained prior to removing trees with b" caliper or greater. Dedication of the floodplain to the City cannot be deferred until development is proposed for this area. Development or any type of floodplain or landform alteration can only occur if approval of a Sensitive Lands Permit has been granted. b. Access and Egress The Code requires a minimum width of 24 feet for two-way access drives. There is a poir,t along the northern portion of the new tenant addition where the access width is only 18--20 feet. The site plan needs to be modified to accommodate a wider access width at this point . It is not clear whether the 10 foot strip adjacent to the north wall will be paved, landscaped or serve as ,A pathway Parking rection 18 . 106.020(p) of the Code requires that at least one secured bicycle rack be provided for each 15 parking spaces in any development.. Bicycle parking areas shall not be located within parking aisles, landscape areas, pedestrian ways. Therefore, three bicycle rack spaces should be included . d . Visual Clearance Proposed locations for new trees of an undetermined height and girth may cause visual clearance problems. Since Cascade Blvd. is a major collector street with traffic typically travelling at speeds of 30 to 35 mph, a sight distance of 300 to 350 feet should be maintained in the vicinity of the driveways and the curve in the itroPt The staff considers the sight distance concerns as overriding the landscaping requir•em(,nts for street trees . c signage The one freestanding sign proposed in conjunction with this application is within Code dimensional requirements for freestanding signs. The applicant will need to obtain City sign permits prior to erectior of this and any other wall signs.
