MBITMLI 111ITFUIT11h 11MP111 December 7 , 1979 r^ - -- -. a DEC 1979 Mr. Bob Thompson CITY OP TI ' Building Inspector GARD City of Tigard 12420 S .W. Main Tigard , Oregon 97223 Dedr Bob: We have researched the storm water drainage problem at the Hans Gaarde property, adjacent to the Elmer' s Pancake House on S.W. Pacific Highway arc' Gaarde Street. It is our opinion that the flooding Mr. Gaarde ex- periences, with every heavy rain, is a result of the building and set back restrictions imposed on us for: the development of the Elmer' s Pancake House. As you know, we were required to do a half street improvement ,,. on Gaarde Street. This meant widening the street by approximately ten feet. This moved the channel for the street runoff ten feet Northwesterly and conse- quently does not line up with a plugged ditch that runs in front of the Gaarde property. Gaarde street was widened below the Gaarde property at about the same time we sidened it above the property. This in effect created somewhat of a peninsula out of the Gaarde property. We are confident that we have done everything asked of us by the controlling agencies, and feel that the flooding problem should be taken care of jointly by the City of Tigard and Mr. . Gaarde. One suggestion we would have is that possibly by cleaning out some drain tile that is now plugged in front of the Gaarde property, the puddling may be aleiviated. Mr. Gaarde did state that P.G.E. main - tanence crews damaged the pipes several year.3 ago. 8001 S.E. Johnson Creek Blvd. Portland, Oregon 97206 503/777-1471 Mr. Bob Thompson Building In-oector City of Ti. -d December 7 , 1979 PAGE TWO We shall continue to maintain a posture of full cooperation with all parties concerned, and we also feel that some solution can be worked out between the city and Mr. Gaarde.
