T:1e fill slope has been temporarily cut for access for aqu,pment for regrndinq of the rear yard. From the nearest footing, the existing grade is level for about 6 feet horizontal, slopes at 1H: IV for about 5 feet, vertical for about 6 feet, level for 10 feet. 31i: :V for about :0 feet, and a level 30-foot wide fill area with a 10-Loot high slope below. In its present condition, the footing-to-slope setback from t:Ie 8-foot vertical is unaccepta:le for long -term stability. Once the proposed regrading is completed, however, then the setback should be more than adequate at: tens of feet beyond the footing. CTT recommends that conditional foundation approval be given, provided that the rear yard grading is completed prior to occupancy. The builder can then proceed et his own risk. Our engineer also visited the site and observe( the excavation of several test pits in the existing fill slope on October 4 , 1995 . The proposed grading is pr.edomitnantly cut with the exception of a 26- foot high , i11:7V fi.l1 slope r.o be constructed on Lots 157 and 158. A retaining wall is shown on Lot 158 , although we understand that this wall may he deleted arid the rear yard area shortened on this lot. Temporary cut slopes as steep as 1H- 1V for a maximum 12 feet in h our i are shown in the till towards the front:. of these loll--s . it understanding that these temporary cut slopes wili not be left standing for more than a period of six months . The proposed filling is to be for rear yard only, i .e . , nonstructural . HnwPver, the construction of fill slopes necessitates that the fill be keyed and benched under the observation of a Soil Engineer (See attached Fill Slope Detail.) . The fill slope face should be overbuilt and trimmed back as constructed. E•1.11 compaction should achieve a minimum of 90 percent of the maximum dry density obtained from the standard Proctor AASHTO T-99 . • The city of Tigard BUilding Official has requested that CTI comment on the fill slope stability; it is our opinion that this lesser compaction standard is adequate for ellsuring the stability of the 26-toot high, 3H,. 1V proposed fell slope. Based on our review, it is our opinion that the proposed grading is feas,I)le and with proper construction and er.-osion control measures , the proposed grading will not, adversely affect adjoining properties . CONCLUSION AND RECOMMENDATION I The Planning commission concludes that the proposed development, with modifications, will promote the general welfare of the City and will, not be significantly detrimental nor injurious to surrounding land uses, provided development that occurs complies with applicable local state and federal laws. The Commission approves these Subdivision/Planned Development and Lot Line Adjustment proposals subject to the conditions which follow: UNLESS OTHERWISE NOTED, ALL CONDITIONS SHALL BE SATISFIED AM PUBLIC IMPROVEMENTS SHALL BE COMPLETED OR ELSE COMPLETION SHALL IIB FINANCIALLY ASSURED PRIOR TO RECORDING THE FINAL PLAT WITH WASHINGTON COUNTY. The final plats for phase two shall be limited to the creation of an additional 58 lots as illustrated on the applicant's submittal for phase 2.B. The plat shall be revised in the area of lots 309 and 310 to provide for an adequate turn around area. Phases 2A and 2B may be rephased into sub-phases largely as illustrated in the applicant's submittal, with the exception that phase lines shall be adjusted sn that no street shall be extended further than 150 feet without an outlet or turnaround. The applicant shall submit a revised phasing plan for staff review and approval. The Community Development Director may approve minor changes to the phasing plan as 'Icing as such changes do not significantly affect the provision of roads or utilities that may benefit parcels or residents outside of the subdivision. The lot line adjustment between tax lots 1400 and 1500 shall be a necessary element of the plat to be recorded in order to provide for a proper connection of SW Alpine View.
