Jim Nicoli Subject : Fee forin-lieu of Undergrounding at the Tigard Vision Center In reference to our conversation this morning relative to the subject fee, I have discussed the matter with the City Engineer, Randy Wooley, and we concur with your request that the fee apply only to the project legal lot frontage. As you noted, if the fee is based on the legal frontage, then each parcel is responsible for their individual portion only, even if additional frontage is utilized such as the joint use driveway approved for the three parcels at this site . The fee for Tigard Vision renter calculates as follows : 161 . 89 feet r. $27 . 50 = $4, 451 . 98 The payment of this fee is the last City requirement in order to obtain the Certificate of Occupancy. Thank you for your patience in this matter. Please advise if I can assist you further . Sincerely, Michael. Burnham Street Subject: Veneer Anchoring Device Dear Mr. Scott: Section 3006D addresses anchoring ties in conjunction with masonry and stone units. We are proposing to use a veneer anchor manufactured by Dur-O--Wall to satisfy this code requirement. We could not find an ICAO approval for this anchoring device or similar anchoring devices. We would therefore, request that this device be accepted under Section 105 of the State of Oregon Structural Specialty Code. in reviewing the criteria outlined in Section 33061)(1)(i) it appears that this veneer assembly fully meets the criteria. Jim Andrews, of my office, previously has submitted literature cut sheets for the assembly. If you have any further questions or concerns please do not hesitate to call . Box 23784•Tigard, Oregon 97223 X503)6210-2086•FAX (503) 684-3636 May 9, 1994 Mr. Mark Burrows City of Tigard 13125 S. W. Hail Bivr. Tigard, Oregon 9722;, Re: Plan Check No. 4-25C Tigard Vision Center Dear Mr. Burrows: As discussed, due to the introduction of the draft stops in the attic I have revised the ventilation layout. This will require the addition of several electrically powered roof mounted attic vents which will be thermostatically controlled and perforated soffit panels selected by the owner during a value engineering session. They will allow 5.9 square inches of free air space per square foot of panel . I have attached the cut sheets for these panels. The new soffit panels provide less free air space than the ones originally specified, therefore, the amount of venting soffit panels required will need to be increased. I have broken the roof attic areas into three groups and have described the proposed ventilating strategies for each area. Area No. 1 (approximately 1,122 sq. ft. ) is located at the north end of the building between the proposed draft stop/drag strut and the north exterior wall . Area No. 2 (approximately 2,912 sq. ft. ) is between the draft stop/drag strut and the draft stop running north and south. Area No. 3 (approximately 1,700 sq. ft. ) is at the west side of the building located between the draft stop running north and south and the west wall of the building. Area No. 1 equals approximately 1 , 122 sq. ft. of attic space. This area will be vented bi an automatic powered roof mounted attic ventilator located near the ridge o' the roof. The unit selected will vent 1,500 sq. ft. and requires 3.5 sq. ft. of free air intake. This will require a total of 85 Mr. Mark Burrows City of Tigard May 9, 1994 Page 2 square feet of soffit ventilation which will be equally divided along the east and west soffits of this area. Area No. 2 equals approximately 2, 112 sq. ft, of attic space. This area will be provided with two roof mounted attic ventilators near the ridge of the roof. These units will ventilate 1,500 sq. ft. of attic space each and together require a total of 7 sq, ft. of free air intake. This will require 171 sq. ft. of ventilating soffits along the east and south soffits with approximately 10 square feet being provided at the northwest. corner. The draft stops running north and south will be moved two trusses (approximately 4 feet) to the west which will allow us to provide a soffit at this corner providing better cross ventilation and still maintaining the draft atop area for dimension requirements. Area No. 3 equals approximately 1,700 sq. ft. of attic space. Again, a automatic powered roof mounted attic ventilator locatad at the ridge which has attic ventilating capacity of 1,715 sq. ft. will be provided. This unit requires 4 sq. ft. of free air intake which will be provided by 138 sq. ft. of ventilating soffits which will be located along the north, south, and west soffits of this area. The roof area over the entrance porch has approximately 540 sq. ft. of attic space. This will require 89 sq. ft. of soffit ventilating on three sides of the porch (540 sq. ft. divided by 150 = 3.6 sq. ft. ) . We will be providing 89 sq. ft. of soffit ventilating to meet the requirements. The small roof over the bay window (at dispensary) has approximately 150 sq. ft. of attic space. This will require 1 sq. ft. which means approximately 25 sq. ft. of ventilating panels. As discussed, I can red line these comments on the sheet or issue a new sheet to you at this time, or I will submit a drawing to you with these comments added to the sheet for your review and approval . Let me know how you would like me to proceed with this. Tank you for your patience and help. Please let me know if there are any gn.estions. Sincerely, James D. Hall Blvd. Tigard, Oregon 97223 Project: Tigard Vision Center 9169 S. W. Burnham Street Subject: Building Plan Review - Plan Check #4--25C Please note the following comments per your items 1 thru 38 from your plan review. Each numbered response coincides with your numbered comments. 1 . Nicoll Engineering has prepared and stamped a floor plan (Sheet 2.1A) showing all interior walls, doors, and dimensions. This document addresses building code items and shall replace drawing A. 1 prepared by Wright Design Group. The remainder of the documents prepared by Wright Design Group will be used for interior finishes and casework only. We believe that by adding a stamped sheet 2.1A to our documents Nicoli Engineering assumes responsibility for the interior design and layout; therefore removing design responsibility from Wright Design Group and limiting their involvement to the selection of interior finishes. 2. Mechanical and plumbing systems are bidder design. Plans will be prepared and submitted to the city for their approval . 3. HµpdIcapped details for the rest rooms have been noted on Sheet 2.5. 4. tpet 2.1A shows both female and male rest rooms; thus equally dividing rsotiired rest rooms between the males and females. 5. Handicapped drinking fountain has been noted on Sheet 2.1A and detailed op Sheet 2.5 (Fire and Life Safety Plan) . Mr. Mark Burrows City of Tigard May 3, 1994 Page 2 6. The Oregon Energy Compliance form for the building envelope has been attached. Any compliance forms for the electrical and mechanical systems will be provided by the contractor designing the system. 7. Flammable or combustible liquids a► e not used in this facility. 8. There will not be any hazardous materials used in the lab area. 9. Medial gases are not used in this facility. 10. Draft stops have been noted on the roof framing plan, Sheet 2.4, with associated notes. 11 . Fire blocking requirements have been noted on Sheet 2.5 (Fire and Life Safety plan) , Note No. 3 under General Notes. 12. Truss design is by truss manufacturer. Shop drawings and calculations will be provided for review and approval by the City of Tigard. 13. Attic ventilation has been noted on Sheet 2.1, reflected soffit plan. 14. It is our interpretation of this code requirement that all interior areas of the building must be within 75 feet of an opening. In all locations we are able to access the interior of the building from an exterior opening within 75 feet. A 75 foot arc was described from all opposite or adjacent walls meeting the required opening requirement and all areas appear accessible to accommodate fire fighting personnel and for fire suppression and rescue. 15. Special inspection requirements have been noted on 0.2 under General Notes. 16. A pre-construction meeting requirement has been noted on Sheet 0.2, General Notes. 17. A curb ramp detail for handicapped access from the parking lot has been noted on Sheet 1. 1, Detail C. The rear handicapped parking space was originally intended for the future office/tenant space at the north end of the building. Alternate No. 1 has been selected; therefore this handicapped parking space is no longer required. The ramp, as noted on the drawings, will remain and have a running slope not exceeding one vertical and twelve horizontal . The intent here is that if any future additions are constructed that with minor modifications this ramp will meet the handicapped ramp requirements. Mr. Mark Burrows City of Tigard May 3, 1994 Page 3 18. The signage detail has been provided on Sheet 1.1, Detail A. 19. An accessible route from the building to the public right-of-way has been noted on Sheet 1. 1 and Detail C on Sheet I.I. 20. Accessible parking spaces have been revised, see Sheet I .I. 21. This note has been added to Sheet 2.5 (Fire and Life Safety Plan). See note No. 2 under General Notes. 23. Sheet 2. 1A. prepared by Nicoli Engineering notes the required strike distances. Door #F has been removed. 24. See Sheet 2. tA for revised strike edge distances. 25. See Sheet 2.5, Note No. 3, under exterior doors. All doors shall have lever hardware. Refer to Sheet 2.1A, door schedule. 26. Compaction report requirements have been noted on General Notes, Sheet 0.2. 27. Suspended ceiling has been omitted. Refer to Sheet 2.5 (Fire and Life Safety Plan) for ceiling notes. 28. This note has been added to the interior and exterior door notes, Sheet 2.5 (Fire and Life Safety Plan). 29. See Sheet 2.1A for revised floor plan and door schedule, and Sheet 2.5 for one hour corridor locations and related notes. 30. All relites, windows, and glass walls have been omitted. See floor plan on Sheet 2.IA. 31. See Sheet 2.5 for exit sign locations. 32. The appropriate door swings have been noted on Sheet 2. 1A. 33. Fire damper note has been noted on Sheet 2.5, Note No. 4, under ceiling notes. 34. Wall and ceiling construction types have been noted on Sheet 2.5 under wall and ceiling notes. 35. See door schedule on Sheet 2.1A for west exit door. Mr. Mark Burrows City of Tigard May 3, 1994 Page 4 36. Structural calculations have been submitted. 37. Since alternate No. 1 has been selected. the finish floor of the building can now be lowered. See Sheet I.I. By lowering the building our intent was to minimize the amount of fill required. The amount of volume of cut is approximately 65 cubic yards and the amounc of fill is approximately 43 cubic yards. 38. Existing contour lines and elevations, and proposed grades have been noted on Sheet I .I. If you have any questions or comments please contact myself or Mr. Jim Nicoli. Sincerely, James D. Burnham 6089B-403-000 Gentlemen: This is a Fire and Life Safety Plan Review and is based on the 1991 editions of the Uniform Fire Code (UFC) and those sections of the Uniform Building Code (UBC) and Uniform Mechanical Code (UMC.) specifically referencing the fire department, and other local _ordinances and regulations. Fire department access is adequate as determined by this office. Fire hydrants are required within 250 feet of all portions of the building. This distance .shall be measured around the outside of the building and along access roadways. This Plates Examiner finds that the existing fil-e hydrant shown on the site plans far exceeds the 250 foot allowable dimension, therefore, I would suggest pursuing one of two things. One would be to provide automatic sprinkler protection throughout the building which would allow the extension of the above noted distance to 5LO feet and the other would be to secure a deed recorded easement in Wyatt Fire Protection access roadway. Said description would need to be reviewed and approved by this department . If I can be of any further assistance to you, please feel free to contact me at .526-2502 .
