Tigard Water District, publicly owned and a non-profit entity, was organized on January 1, 1.938, so this 50-year celebration is a belated one. The district now serves most of the City of Tigard, King City, Durham and the Bull Mountain area, a population of about 30, 000 with over 9,000 meter connections. Some years ago it became apparent to the elected Board of Commissioners that the present facilities would not be adequate to accomodate the future needs of the fast-growing Tigard area. The district has been operating from two separate locations: a small office at the Tigard fire station, and a field maintenance facility located in a residential zone on SW Canterbury Lane. A consolidated, larger headquarters was necessary to improve efficiency and to be more responsive to the needs of the patrons. In 1984, the water district purchased the new site at Burnham and Hall Boulevard on contract over a .four year period. Concurrently, the district established a Capital Projects Reserve Fund in which, annually, monies were set aside for future construction. Sufficient runds became available and a building contract was awarded last July. Cost of land and building (s) will. total $1. 6 million, all of which is fully funded and paid for. Funding was accomplished the old- fashioned way; it was saved in advance. Please note when you tour the new facility that there is no new furniture or i.nterio.r decora- tions. Those things will have to come in subsequent years when funds become available. As the funds were saved, the district has continued serving the public at one of the lowest per capita costs for water service in Washington County. It appears the major discrepancy over the difference of the actual permit fees vs. the 4stimates (as stated in a letter from Mr. Bill Monahan of November 7.7, 1'984) lies in the estimate of the sewer permit fees. These requiremerts as indicated may havr, been intended, however, to presume this would be a mistake, so we have taken the liberty for your protection to call out all requirements not indicated. Flammable and Combustible Liquid Storage Tanks: Plans shall be forwarded to this office showing sizes, location and installation of storage tanks. Piping and tanks and pinups shall be installed in accordance with Uniform Fire Code Article 79. Inspections while tanks are being installed is required by this Article. Please give 24 hour notification prior to anticipated testing and inspection times. Contact person is Bob Ray. Tualatin Rural Fire Protection District Ordinance requires a pl:4n review and inspection fee of $50 00 per tank. Fees will be waived In this instance since this a publicly owned governmental agency. Construction Types: Both buildings may be considered one structure as allowed by Uniform Building Code Section 504(c) as the sum of the ratios described in Uniform Building Code 503(a) second paragraph, does not exceed one (1). No assumed property lines need L,, be formed between the office and field operations buildint for ascertaining exterior wall and opening protection. These -alculations were all based on Type V-N construction. If the field operations building is classified as a Type I11-N and the office is classitie_d as a Type V-N, they shall be separated from each other and the following requirements will be required by the Uniform Building Code: A. ror the field operations building all bearing of the Group H oc, upancy (repair and storage areas) portion shall be of not less than 4-hour fire resistive assemblies. Those hearing walls of the Group B Occupancy (crew areas) portion of the structure may be of not less than 2-hour fire resistive assemblies where openings are permitted. Norn- bearing walla+ may be of lesser requirements dePendear_ on the required opening, protection (see next item) . However, it appears that all walls are bearing. Uniform Building Code Section 2003(a) . B. Openings in the walls due to property lines would be required to be protected with not less than 45-minute assemblies where less than 20-feet from a (assumed) property line and if less than 5-feet no openings would be allowed. UBC Sec. 2003(b) C. Parapets will be required on the east wall of the field operations building where openings are required to he protected and on the facing walls of the office and field operations buildings. Parapets shall be of not less than same fire resistiveness of the walls which they extend from and shall be not less than the heights prescribed in Un,.form Building Section 1709. D. Exterior wall of the officF-- operations building, adjacent and parallel to the field operations building, shall be of riot less than 1-hour fire resistive construction. Openings in this wall shall be protected dependent upon where the (assumed) property line is locatecl. Openings will not be permitted if less tan 5-feet from the assumed property lines and shall be protected if less than 10-feet from the assumed property line. Robert SanteQ May 3, 1988 Page 3 E. Covered walkway between the two buildings in this case would become a pedestrian walkway which has specific construction and opening protection requirements. See Uniform Build;ng Code Section 509. If the entire complex is considered as a V--N construction, Uniform Building Code will require the following: A. Exterior wall due to location on property line of the field operation building would be not less than 2-hour fire resistive construction where less than 10-feet and 1-hour where less than 20-feet for Group H portion to property lines. UBC Tbl. 5-A B. Openings will require protection where less than 20-feet from a property line on the east side of the Group H Occupancy. UBC Tbl . 5A C. Parapets would only be required where openings require protection on the east side of the Group H occupancy of the field operations building. D. Walkway would be considered as part uL the overall struc•tur:� with no specific requirements would be required. In either of the above rases, projections (eves) are limited to within certain distances of (assumed) property lines. And the area of protected openings vire limited. UBC Sec. 504(b). Where openings are required to be protected, eve line vents on the underside of eaves are not (allowed unless provided with automatic closing labeled fire resistive assemblies. UBC Sec. 4304(c) During our phone discussion on May 3, 1988, you indicated that field operations building was being moved to 15-feet. from the property line. This will have an influence on some of the above requirements relating to exterior wall protection, window protection and parapet requirements. If a one-hour occupancy separation were placed between the repair area and the vehicle storage areas, then the repair areas allowed would be class^d as Group H Division 4 and the vehicle storage areas would be classed as Group B Division 1. area. The east wall of the Group B Division 1 would have the following requirements for exterior wall protection considering the structure is classed as Type J-N construr_tion. Exterior east. wall would be not less than one-hour fire resistive construction where less than 20-feet, from the property line with no opining permitted less than 5-feet and openings protected at less than 10-feet to the property line. By taking this approach and having the east wall set at 15-feet from the property line, eave vents could be used and parapets would not become a Robert Santee May 3. 1988 Page 4 requirement. Without the occupancy separation, the repair area and the vehicle storage area would be considered as one or Group H Division 4. 3. Corridor Construction: Hallways 102, 116, 117, 119, (1187) a lobby 101 are all required to be of not less than 1-hour fire resistive construction with labeled automatic or self-closing 20-minute fire resistive assemblies (door, frame, closer and latching hardware) equipped with smoke gaskets because of Cie occunant loads. Where 1- hour corridor is used, glass relights shall be limited to 25% of the common wall surface of the room to corridor and tht- glassing shall be of not less than quarter inch wired glass set in steel frames. UBC 3305(h). Fire dampers shall be installed as per UBC 4306(j) . Exception 5 of UBC Sec. 3305(8) may be used for this requirement in hallway 116, 117, 118 and 119 which requires a smoke detection system be installed in the corridor system. the detection system shall be installed in accordance with NFAP Std. 72A and E. If this option is used, not less than three sets of plans shall be submitted to this office for review and approval. 4, Occupancy geparations: Occupancy separation between the Group B Division 2 and Group H Division 4 in the field operation building need only be 1-hour fire resistive construction and opening protection may be 1-hour automatic or self-closing assemblies. Door number 35 will become a problem in the future to maintain as a self- closing. Fusible link may be used on this door to hold it in the open position and still maintain automatic closing. Occupancy separation between Group B7. and A3 is not required, however, separation between Group A Division 3 and Group H Division 4 is 4- hour without openings. Because: A. The Group B Division 2 sets between the Croup A Division 3 and Group H Division 4, B. There is an open type courtyard between the two buildings and, C. Both buildings are fully sprinklered. The 1-hour occupancy separation located between the Group H4 and B2 in the field operations building will be acceptable for occupancy Page 9 separation between the Group H4 and A3 occupancies. UBC Sec. 503 and 105. 5. Flammable and Combustible Liquid Storage Room: Room 213 is n flammable/combustible liquid storage room that shall comply with Uniform Fire Code Article 79 Sec.79. 202 and if dispensing is contemplaied then also Article 79 Division 8 should be consulted and those features built in. In either case, Uniform Building Code Sec. 902(c) will be applicable. Robert Spntee May 3, 1988 Page 5 5. Stairway Details: L ii.ls for the stairway to the mezzanine in the shop area were not fou J. Stairway and handrails shall comply with UBC Sec. 3306. Rise and run may be those for a private stairway as there will be less than 10 on the mezzanine level. 7. Ventilation: UBC Sec. 905 Para. 3 should be carefully reviewed. Lt requires 1 cfm per square feet of floor area of mechanical ventilation where vehicles are operated and additionally each repair station where an engine will be run and exhaust extenslon pipe to connect to the tailpipe of the vehicle. If said exhaust pipe extension is over 10-feet in length, then a mechanical ventilation system shall be installed. Said ventilation system shall exhaust 300 cfm per repair bay. Connecting offices to the repair area shall be supplied with conditioned air under pusitive pressure in comparison to the repair area. In Group H Division 4 occupancies, devices which generate a glow or spark capable of igniting gasoline vapors shall not be installed or used within 18-inches of the floor. UBC Sec. 908 B. Door Requirements: Only doors 0 4, 14 , 13 and 12 need to be fitted with panic hardware. UBC 3318. 9. Exit Door Hardware: All. doors shown on the drawings must be openable from the inside for immediate exit at all times without the use of a key, special knowledge, or effort . (UBC Sec. 1304) 10. F.xte-ior Exit Door: Hardware for the exterior doors and key operat'!d deadlocks may be permitted where there is a sign posted on or over the door reading, "THIS DOOR MUST RF. MAIN UNLOCKEP DURING BUSINEiS HOURS" in letters not less thfm one inrh in height on a contrastiiig background. (UBC Sec. 3304) 11. Double Door Hardware: Where exit doors are used in pairs, approva!d antumatic flush bolts shall be used on the secondary leaf. The do+:ir having the automatic flush bolts must have no door knob or surface- mounted hardware. The unlatching of any leaf must not require more than one operation. (UBC. Sec. 3304) This requirement refers to doors it 1 and 2 only. 12. Firestqppir�g: In ali wood-framed walls and partitions, fire stopping consisting of 2-inch nominally sized lumber or other approved materials must be installed at all floor and ceiling levels. Penetrations in this prescribed firestopping to accommodate wiring, plumbing, and other similar utility runs must be packed with noncombustible materials in an approved manner so as to prevent the passage of flame. (UBC Sec. 2516) 13. (UBC Sec. 1713) NOTE: This item should be clarified also in the Specifications Book. 14, Mechanical Plans Required: Plans referred to and examined by this office contained no plans for heating or air conditioning systems. Unless electric baseboard heat is employed, complete mechanical system plans for the HVAC; equipment and duct work must be submitted ~o and approved by this office prior to inst.allation. However, there is a reason for it as explained below. Shown in yellow on the attached drawing is the project as originally designed with two fire hydrants and the meters in- stalled at the last fire hydrant. Subsequently, upon realizing that the buildings were to be sprinklered for fire protection, the 4-inch main extension was proposed, along with a relocation of the meters closer to the buildings as shown in lavender on the drawing. Accordingly, an additional 320 lineal feet of 4- inch main was installed and paid for by the water district. Because of this change in design, the fire sprinkler com- pany was not required to incur any expense in labor or materials for this portion of the installation. Accordingly, the city should request a credit from the fire sprinkler company for materials provided and work pfsrformed for them by the water dis- trict, estimated at $3,000. In accordance with reciprocal action by the governing bodies of the city and water district, the district will charge for material (and equipment rental) onl and temporarily waive the remainder which will be applied as building) fee credits toward construction of the district's Operation Center in 1989. In reviewing the November disbursements, Pau]. Whitney mentioned that a cursory examination of salaries paid showed little difference between the top and mid-level employees. The Administrator ex- plained that monthly disbursements represent net (take-home) pay, not gross pay. Also, these disbursements reflect overtime pay, not a part of one' s regular salary as budgeted. (Later in the meeting Whitney, after reviewing the salary scale in the budget document, disclosed that the desired "bell-shaped" curve was there) . Meeting December 11, 1984 Paul Whitney stated that he had a problem a^cepting the deductions for "economy of scale and installatior. expense" provisions as proposed in that he thought they were arbitrary. He believed that these figures should reflect exact costs versus a percentage. The Administrator explained that costs will vary, materially, for each meter installation by meter size as well as location, time, material, labor, etc. He noted, also, that much of the charge .for each meter represents a systems development charge based upon the additional burden placed upon the system, the exact value of which is difficult to determine. He stated that the proposed change in meter connection fees was an attempt to correct an imbalance in charges as introduced by Robert Bledsoe and Paul Whitney at the last meeting. Motion carried by majority vote, 4-1. (Paul Whitney voting nay) . Motion was made by Richard Brown and seconded by Robert Bledsoe to approve reciprocal, equivalent waiver of connection and inspection fees with city of Tigard. This waiyer or deferral pertained to fees imposed by either governmental body in the con- struction of the city' s civic center and the water district's operations center. Motion carried unanimously. BE IT RESOLVED, that Parts 3C (2) and 7B (1) shall be removed, effective July 1, 1.985. BE IT FURTHER RESOLVED, that Parts 3C (2) and 7B (1) as amended shall be substituted. This resolution will constitute AMENDMENT NUMBER 5 to TIGARD WATER DISTRICT PENSION PLAN. Detailed provisions of this amendment are shown on the next page. _3_ AMENDMENT NUMBER 5 TO TIGARD WATER DISTRICT PENSION PLAN The Retirement Equity Act of 1984 (REA) extends benefits to a wider range of employees. In compliance with the new law and in accordance with the provisions of Section 10 of the Pension Plan, Parts 3C and 7B of the Adoption Agree- ment are hereby amended as follows: PART 3: ELIGIBILITY C. Robert Bledsoe stated that, for the record, he is an employee of the city of Portland and he did not consider it a conflict of interest by being a part of this contemplated action. The pro- posed action is, primarily, against the Bureau of Water Works which is a separate department, with independent funding, than the division for whom he works for the city of Portland. Paul Whitney stated that he had some reservations about the proposed action and that he thought it may be premature to be filing a lawsuit. Several commissioners expressed the view that they hoped the matter could be resolved by negotiations. The question was called for. Motion carried unanimously. It was requested that. Attorney Dittman be present at the next meeting (January 8, 1985) to give an update on this dispute and to respond to questions. At the request of Robert Bledsoe, Chairman Henderson called for an executive session at 8 : 40 p. m. to discuss the board's posi- tion, philosophy, and background on employees' salaries.
