Location: North side of Bonita Road near 81st Avenue (WC'TM: 2.51 12138 lot 4400) . DECISION: Notice is hereby given that the Planning Director' s designee for the City of Tigard has APPROVED the above application subject to certain conditions. The findings and conclusions on which l.te decision is based are noted below: A. F.IND1NG Of FACT 1 . Background Several prior applications for Minor Land Partitioning approval involving the area included iii tax lots 4400, 11300, and 4401 have been reviewed by the Planning Division. The most recent par-tit-on application, MLP 12-86, approved in January 1987, resulted in the present lot configuration. No other applications regarding these parcels have been reviewed by the Planning Division. 2. Vicinity Information A wooded ravine containing a drainageway runs in an east-west direction to the north of the property. This area has been dedicated as Greenway. Properties to the west, north, and east are zoned R-1 (Single Family Residential, 7 units per acre) . Properties to the south across Bonita Road are zoned R- 4.5 (Single Family Residential, 4.5 units per, acre) . Colony Creek subdivision lies to the north arid east of this property. 3 . Site Information arid Proposal Description There is a 1,841 square foot residence on a septic system located towards the northern sand of the property with a detached garage and a 400 square foot accessory building. Access is provided by a 125 foot long driveway to Bonita Road. Arid existing 20 foot wide sanitary sewer arid storm sewer- easenuvnt runs parallel to the eastern border of the subject property. Trio applicant proposes to t4vi.de the 26,665 square fuut: parcel into three lots containing 8,5k.!, 6,000; arid 12,082 square feet,. Each lot would have frontage on SW Bonita Road. Agency and NPO d ynts The Building Division has reviewed the proposral rind has the following comments: The location of the existing storm and sanitary sewer systems must: be verified for the existing residence. The Engineering Division ha, reviewed the proposal and his the following comments: a. the subject. site fronts onto Bonita Road, a major collector 9tree L. The site' s access is proposed to be aligned with the existing 81st Avenue intersection. Bonita Road is a paved street, approximately 24 feet- wide within a 50 tuut right-of--way. A major collector street is designated to have a 60 foot righL_of--way, a 44 foot wide paved width with curbs, sidewalks, and underyr•uund utilities , the existing vertical profile of Bonita Road requires realigruaent to meet current design standards aluny the site's frontage. b. The site has been divided into 3 parcels. Accu:;s to the parcels is proposed to be from the single access to Bonita Road. A private access serving 3 lots is required to be paved 24 feet wide with curbs and a sidewalk. A private access serving 2 lots is to be paved 2.0 feet and serving one lot is to be paved 10 feet wide. Adequate access width has been shown on the site plan drawing dated June, 1988. C. Sanitary sewer is available to the north on the subject site. d. Most of the site slopes to the creek on the site and the r•emaindor. to Bonita Road, therefore, storm drainage is available. e. A 20 foot wide storm drainage easement exists along the site' s east property line containing a 12 inch diameter pipe. WashingLun County Fire District N1 commented that the driveway w.idLh and turn radii are within Uniform Fire Code specifications . No Other comments were received. B. ANALYSIS AND CONCLUSION The proposed partition is consistent with the minimum lot sire of the R--7 tune (5,000 3quar•e foot minimum) . The proposal also meets the standards for lot width, minimum setback, and street; frontage requirements for the existing residence. Section 18. 162.50(h) requires that reciprocal. easements should be recorded when parcels are served by a common driveway.
