Review approval to allow construction of two flex-space industrial buildings of approximately 80,000 and 78,750 square feet to be known as the Nelson Business Center. Zoning Designation: I-L (Light Industrial). Location: Northwest quadra-.it of the intersection of Bonita Road and Interstato Highway 5 (WCTM 2SI 12AA, Tax Lots 600, 700 and 800) . DECISION: Notice is hereby given that the Planning Director's designee for the City of Tigard has APPROVED the aLove request subject to certain conditions. The findings and conclusions on which the decision is based are noted below: A. FINDING OF FACT 1. background No land use or development applications regarding these parcels have been reviewed by the City of Tigard. 2. Vicinity Information The 6.24 acre site is located on the north side of SW Bonita Road, abutting Interstate Highway 5. Two industrial buildings formerly occupied by Ted Nelson Steel Company are locate-d immediately west of the subject Bite on a 7.63 acre parcel which is Toned both I-H (Heavy Industrial.) and I-L (Light Industrial) . Redevelopment of this parcel is noted on the site area plan as a future phase of the Nei9on Business Center. Redevelopment of this property is not subject to the current review. Properties to the north of the subject site include the manufacturing operations of Williams Air Control and Gerber Legendary Blades. These properties are zoned I-H (Heavy industrial.) . Parcels to the south across SW Bonita Road contain Rogers Machinery Company, Smetco Company and Gevurtz Furniture Store. These properties are zoned I-L. SW Bonita Road is functionally, classified as a major collector street by the City of Tigard Transportation Plan Map. SW Bonita Road contains approximately 40 flet of pavement, curbs, and storm sewers. Sidewalk is not present on either side of the road. Interstate Highway 5 is functionally classified as an arterial. The Oregon State Highway Division has been developing plans for improvement of the I-5/Highway 217 intr,reection that potentially could impact the subject site. However, no improvement plane for this intersection have yet been adopters. NOTICE OF DECISION - SDR 90-0014 - SPIEKER PARTNERS PAGE 1 3. Site Information and Proposal Description The site id presently vacant and has undergone substantial site clearing and grading in the past few months. The site lies approximately 30 to 40 feet below the elevati3n of the Bonita Road overpass and approximately 20 feet lower then I•-5. The applicant requests .Site Development Review approval of a plan to construct two flex-apace Industrial buildings on the site. The buildings would be oriented parallel to SW Bonita Road. Proposed Building C would be located on. the .north portion of the Site. Building C would include 80,000 square feet of flex-space industrial warehouse area. Building D would be located on the southern pnrtiun of the site and would include 78,750 square feet. Both buildings would be served by a number of loadinq do(_sa and at-grade overhead doors opening to a central driveway/leading area. Automobile parking for. 213 automobiles would be provided along the perimeter of the site. The development would be served by a 40-foot wide driveway to be located opposite the intersection of SW Sequoia Parkway with Bonita Road. In addition, a driveway connection would La provided to thi former Ted Nelson Steel Company site to the west to provide accead to SW 72nd Avenue. Site development woui6 require removal of' 7 fir and willow trees along the southern edge of this site. A number of other existing fi.r trees along the southern edge of the property and within the public right-of-way just south of the parcel would be retained. In addition, two oak trees on the site's eastern boundary with the Interstate 5 right-of-way would be retained. Site landscaping would include a variety of deciduous trees to be located throughout the site, plant1mg of several Douglas fir trees along the southern edge of the site adjacent to existing trees, and planting of a variety of shrubs and ground covers thr-oughcut th,s site. 4. Agency and NPO Comments The Engineering Department has reviewed the proposal and has offered the followinq comments: s. The applicant has submitted a site and preliminary utility plan showing the proposed buildings. b. This site abuts SW Bonita Road, a major collector street. This street is improved with full width pavement and curbs, but no sidewalk. The existing 50 foot wide right-of-way is adequate for a major collector street. C. Access is to be provided by a 40-foot wide driveway from SW Bonita Road that meets, the requirements of subsection NOTICE OF DECISION - SDR 90-0014 - SPIEKER PARTNERS PAGE 2 18.108.080.A of the Code. A driveway connection to the adjacent parcel to the west haB also been provided. A joint use and maintenance agreement for the driveway will be required guaranteeing access through this parcel. d. Sanitary sewer service is available from a 21 inch Unified Sewerage Agency line that passes througn the site. e. Ball Creek pasues throuqh this site within an existing 90 inch culvert. P;:uposed atorin drains are connectHd to the culvert. The Tualatin Halley Fire and Rescue District has reviewed the prapoBal and has commented that the proposers development must be served by nu less than two accesses as per Uniform Fire Code Section 10.207. In addition, fire hydrants must be installed as per Uniform Fire Code. Placement of hydrants must be coordinated with the Fire District and Tigard Water District. The Oregon State Highway Division has reviewed the proposal and has commented that potential I-5/217/Kruse Way interchange improvements may be dramatically impacted by the proposed development. Preliminary alternatives A and B of the Interchange Improvement Project would require right-of-way to be obtained from this Site. :he final environmental impact statement for the proposed interchange project is due in late 1990 with const.rict:ion tentatively slated for 1993. The City of Tigard has responded to the Highway Division that the City is not in a position to require right-of-way dedication or require mod;.fications to a submitted development plan based upon potential right-of-way needs that are not identified in an adopted roadway improvement plan. The City of Tigard Building Division, Tigard Water District, Columbia Cable Television, and Neighborhood Planning Organization NPO #5 have reviewed the proposal and offered no comments or objections. No other comments have been .received. B. ANALYSIS AND CONCLhSION The proposal for development of the two flex-space industrial buildings conforms with Community Development Code I-I. (Light Industrial) zoning district requirements for minimum setbacks from property boundaries, building height (45 feet maximum allowe.i; 28 feet maximum building height proposed) , site coverage (85 percent maximum coverage allowed; 85 percent coverage proposed) ; and site landscaping (15 percent minimum landscaping; 1.5 percent landscaping proposod) . The buildings are designed to accommodate u9ee permitted in the I-i, zoning district. NOTTrF (V DECISTON - SDR 90-0014 - SPIEKER PARTNERS PAM 3 iL The proposal complies with Community Development Code requirements for parking area trees, street trees and other site landscaping requirements. The plans also are consistent with Code standards related to vision clearance at driveway/roar] intersections, minimum access and aisleway width3 and availability of necessary public services (water, sewer, and storm sewer) . The site plan provides an adequate nu,- er of parking spaces to satisfy the Code parking requirements for uses likely to locate in the proposed flex space building.: (213 spaces provided, or 1 space per 750 square feet of proposed building area; tho Code requires that warehouse uses be provided with at least 1 parking spaces per 1,000 square feet) . The site plan does not, however, designate handicapped parking spaces or bicycle perking facilities. The site plan will need to be revised prior to .)ui.lding permit issuance to provide for a minimum of 5 appropriately located and sited designated handicapped parking spaces, as well as 7 bicycle parking spaces within a bicycle rack. The site plan satisfies minimum access standards through the provision of the two proposed access driveways. Cede Section 18.108.080.A requires that industrial use parking areas in excess of 100 narking spaces be provided with either two 24-foot minioum wide access drives or one 40-foot wide access drive. One 40-foot wide accoss driveway to SW Bonita Round is shown on the plan. Another 49-foot wide access driveway connection is provided to the former Ted Nelson Steel Company site. The applicant will need to show that an easement has been recorded across the former Ted Nelsoii Company site to SW 72nd Avenue, so as to guarantee 72nd Avenue access for the proposed development. C.
