The hearing is for the purpose of discussing a proposal to increase the water rates and meter connection charges, effective October 20, 1980. The last water rate increase was granted in December, 1978. Since that time, wholesale water rates from Portland have increased 50% while rates from Lake Oswego have increased 20%. This higher cost of imports.; surface water necessitates an increase in consumer rates of about 15% . The water district has absorbed, and will continue to absorb, some of these increased costs by gaining additional revenue from volume sales, by reducing water system losses . by increasing efficiency of personnel, and by any other means possible. Recent water rate studies reveal that wholesale rates from both Portland and Lake Oswego will increase substantially in the immediate future so one can be assured of still higher rates in the years ahead. Your commissioners are presently studying other alternatives, including ownership of a special well system (Ranney Collectors) in the vicinity of Newberg, Oregon. This system would be capable of producing high quality water, comparable to Bull Run which is vulnerable to pollutants and atmospheric elements. Hopefully, local ownership and con- trol of our own system will combat this trend of higher rates and will allow the patrons to have a voice in the quality of the water, including the issue of fluoridation . WFEREAS, JDG Development Co., hereinafter referred to as Declarant, is the owner in fee simple of certain real property located in the City of Tigard, County of Washington, and State of Oregon, known as Bramble Bend, a duly recorded plat. WHEREAS, the Declarant is desirous to declare of public record their intentions to create certain restrictive conditions, covenants, and easements to the ownership of said property. NOW, THEREFORE, the Declarant do hereby certfy and declare that the following reservations, conditions, covenants, and easements shall become and are hereby made a part of all conveyances of all Lots; within the plat of Bramble Bend, recorded Book Pages of Flat records of Washington County, OrePon and the following reservations and covenants shall apply thereto as fully and with the same effect ac if set forth at large therein.
