Geological&Geotechnical Engineering Services April 2, 1999 INVST615 Polygon Northwest Company 2700 NE Andresen Road, Suite D-22 Vancouver, WA 98661 Attention: Fred Gast SUBJECT: GEOTECHNICAL INVESTIGATION FOR THE PLANNED SCHOLLS VILLAGL TOWNHOMES, PHASE 2, TIGARD,OREGON At your request, Foster Geotechnical has performed a geotechnical investigation for the above- referenced planned residential development. The approximate 2-acre project site is located on the southeast side of SW Scholls Ferry Road north of its intersection with Walnut Street. The general location of the site is shown on the Vicinity Map, Figure 1. As you recall, Foster Geotech(lical performed the geotechnical investigation for the Scholls Village Townhomes (Phase 1), adjacent to the southern boundary of the current project. The results of that investigation were presented in our June 15, 1998 letter report to you. The purpose of our services was to evaluate site conditions with respect to the development plans; to evaluate the potential for subsurface soils to liquefy under a design level earthquake, and to provide guidelines and criteria for earthwork, cuts and fills, subdrainage, foundation support, erosion control and pavement design. The scope of work for this investigation consisted of a review of information developed f ono our Phase 1 investigation, an engineering geologic reconnaissance, subsurface explorations, limited laboratory testing, and engineering studies and analyses. This report describes the work accomplished and provides our conclusions and recommendations for site development. PROJECT DESCRIPTION The Site Plan, Figure 2, shows that proposed development includes 33 townhomes, configured in seven multiplex units. We understand that the units will be three-story wood structures with slab-on- grade first floors. The project also includes asphaltic concrete paved access roads and parking areas, and utilities. Cuts and fills will be limited to less than approximately 5 ft, and utility trenches will extend up to 8 ft below road grades. I SITE DESCRIPTION Geology A review of the available geologic literature and our experience with other nearby projects indicates the site is underlain by bedded silt and fine sand referred to as the Willamette Silt.) An evaluation of the site's liquefaction potential is presented in the Subsurface Conditions section of this report. Surface E'onditions A ground-level reconnaissance of the site was conducted on April 1, 1999. The purpose of the reconnaissance was to observe and evaluate historic land use, site topography, materials exposes' at the ground surface and surface drainage, indications of slope instability, and any other site conditions that might affect construction of the development. Our observations of the property and the topographic information shown on Figure 2 indicate that the ground surface across the property slopes gently (at approximately 2%) and relatively uniformly to the northeast, Site elevations range from approximately 230 ft in the southwest corner of the site to 216 ft in its northeast corner. The property is covered prima►ily by mixed deciduous and evergreen forest, which appears to have been its historic use. Surface soils observed across the development area consist of dark brown, organic-rich silt containing a trace to some clay. The surface soils appeared moderately well drained: no areas of springs or persistent ponded water were observed. No obvious indications of active, large-scale, or deep-seated landsliding such as fresh ground breaks, scarps, irregular topography, or widespread tilted or bowed trees were observed at the site or on adjoining properties. SUBSURFACE CONDITIONS General Subsurface conditions at the site were explored with three test pita on April 1, 1999. "The test pits were excavated to depths of 8.0 to 18.4 ft using a John Deere 490E track excavator owned and operated by Bones Construction Company of Aloha, Oregon Data obtained from these three test pits was supplemented by information obtained from two test pits located immediately outside the site's southern boundary that were excavated on June 10, 1998, for Phase 1 of the project. "The approximate undrained shear strength of subsurface soils encountered in test pits was determined using a Torvane shear device The Torvane is a hand-held apparatus inserted into the sidewalls of a test pit or soil sample. From the ground surface down test pits encountered 0.7 to 0.8 ft of loose, dark-brown, organic-rich, silt topsoil. Below the topsoil, the test pits encountered medium stiff to very stiff, gray-brown locally mottled rust-brown silt containing a trace to some clay extending down to the bottoms of the test pits The natural moisture content of non-topsoil, native silt soils encountered in the test pits ranged from 27 to 3 7°4 The dry unit weight of a sample obtained from a depth of 3.0 in test pit TP-3 was90 pcf. Groundwater Groundwater was not encountered in any of the test pits. Based on our experience, the water table likely rises to within approximately 15 ft of the ground surface across the site during the wet season. Mottled soils in the test pits at depths of 2.4 to 5.4 ft indicates that shallow perched groundwater, probably rising to near to ground surface, is present across the site during the wet season. Liquefaction Potential The potential for subsurface soils to liquefy was evaluated as required by the City of Tigard and as specified in Section 1804.2 of the 1906 State of Oregon Structural Specialty Code (OSSC) amendments. According to the OSSC, the site is located within Seismic Zone 3 with a seismic zone factor, Z, of 0.3. The site falls within a broad area mapped as a relatively high seistric hazard zone, largely due to the perceived potential for ground motion amplification and liquefaction of granular soils during a design earthquake. Liquefaction can be defined as a soil's sudden loss of shear strength caused by an excessive buildup of pore water pressure during shaking. Loose to medium dense sand and silty sand, and in some instances clean silt, when saturated, are most susceptible to liquefaction. Liquefaction may result in ground disniption, including sand boils and lateral spreading, and/or settlement as excess pore pressures dissipate. Our evaluation of liquefaction potential at the site included an analysi-, of subsurface materials encountered in test pits excavated on the site and a review of information developed in our liquefaction analysis of the adjacent Phase. 1 of the project. The test pits revealed that the site is capped by a relatively thick (up to 18.4 ft) layer of non-liquefiable soils. In our earlier analysis, we Ground that the risk of liquefaction-induced ground disruption or settlement at the Phase 1 site is considered to be very low. Based on the above and the proximity of the subject site to Phase 1, it is our opinion that soil conditions at the subject site are similar to Phase I, and have a correlative low risk of liquefaction. Polygon Northwest Company Geotechnical Investigation: Scholls Village Townhomes, Phase 2 April 2, 1999 CONCLUSIONS AND RECOMMENDATIONS General The site is gently sloped, moderately well-drained, and has no obvious indications of active, large- scale, or deep-seated landsliding. It is underlain by at least 18.4 ft of medium stiff to very stiff silt with variable amounts of clay, essentially the same sail profile encountered in the adjacent Phase 1 of the development. Cuts and fills associated with site development will be relatively minor. The risk of landsliding and liquefaction-induced ground disruption or settlement at the site is very low. Based on the results of this investigation and our understanding of the development plans, it is our opinion that the site is suitable from a geologic and geotechnical standpoint for construction of the proposed residential development. 'The moisture-sensitive nature of the subsurface soils and the potential for seasonal, shallow perched groundwater are important geotechnical aspects related to tfue design and construction of the project. In our opinion, dUrimental effects of the above conditions can be adequately managed by scheduling earthwork and grading for the drier periods of the year and by providing adequate surface and subsurface drainage. The following sections of this report present our conclusions and recommendations concerning site preparation, cuts and tills, utility trenches, foundation support, pavement design, erosion control and drainage, the liquefaction potential of subsurface soils, and design review and construction monitoring. Due to similar conditions, the site development recommendations presented in this report are identical to those in our report for Phase I of the Scholls Village Townhomes. Site Preparation and Grading Due to the presence of fine-grained silty soils with relatively high moisture contents and the potential for shallow perched water, earthwork and grading should be limited to the drier periods of the year (usually late spring to early fall) These silty soils are extremely sensitive to moisture content When wet, they are easily disturbed, nutted, and weakened by construction activities and are difficult or impractical to install as well-compacted fill. In addition, it is extremely difficult to handle the surficial soils or drive construction equipment across them when they are wet. Installation of granular working blankets in building and pavement areas will be required if construction must occur during wetter periods of the year. Specific recommendations can be provided if necessar, The ground surface within building, pavement, and cut and till areas should be shipped of vegetation, surface organics, and the native rooted topsoil layer. We anticipate that stripping to a depth of about 8 to 10 in will generally be required in most areas. It will also be necessary to remove stumps and roots larger that. about I in in diameter. Stripped topsoil will not be suitable for use in structural fill and should be stockpiled for landscaping purposes or removed from the site. The moisture content of native silt soils used for structural fill should be within about 40iu of the optimum moisture content for compaction. Based on our previous experience, we anticipate that the optimum moisture content for compaction of the native soils will be in the 20 to 25% range. Based on natural moisture contents roughly in the range of 25 to 35% for shallow (upper 5 ft) native soils, aeration and moisture conditioning will be necessary for native soils used as structural fill. Compacted structural fill should be placed and compacted a minimum of 2 ft beyond the design slope and trimmed back to final grade. Criteria for Cuts and Fill Slopes Cuts and fill slopes constoicted in the silt subsoils should be made no steeper than 2K I V. We recommend a minimum 5 ft setback from the toe or crest of all finished slopes for any roadway pavement or sidewalk. Utility Trenches The method of excavation and the design of trench support are the responsibilit; of the contractor and are subject to applicable local, state, and federal safety regulations, including current OSHA excavation and trench safety -tandai ds. The means, methods, ail] sequencing of construction operations and site safety are also the responsibility of the contractor. Within building and pavement areas, utility trenches should be backfilled with compacted granular till. Suitable granular backfill can consist of sane., sand and gravel, or crushed rock having a maximum size on the order of 2 in. and with not more than 5% passing the No. 200 sieve (washed analysis). Utility trench backfill should be compacted to at least 95% of the maximum dry density as determined by ASTM D 698. Flooding or jetting the backfilled trenches with water to achieve the recommended cmmn�r�;;,n should not be permitted. Foundation Support The native, non-organic silt at the site is medium stiff to very stiff. This silt, as well as structural fill installed in accordance with our recommendations, will provide suitable support for residential-type structures. Footings should be established a minimum depth of 18 in below the lowest adjacent exterior grade and 12 in. below the lowest adjacent interior gi ade. Conventional spread footing foundations established in th,1- above-described materials and with the above-described minimum cmbedments can be designed to impose a maximum real bearing value of up to 1,500 psf. This value applies to continuous wall-type footings having a minimum width of 14 in., and pedestal or column footings having a minimum dimension of 16 in. Pavernent Design All areas to be paved should be prepared as described in previous sections of this report. Prior to placing base materials, all pavement areas sijould be proof rolled with a fully loaded 12 yd3 dump truck. Soft areas detected by the proof rolling should be overexcavated to firm ground and backfilled with compacted strtctural fill. 'The following pavement structure recommendations assume the pavement subgrade consists of fine- grained soils and the upper 8 in of the subgrade soils are undisturbed or have been compacted to at least 95% of the maximum density (A;TM D 698) as recommended earlier for structural fills. The design traffic volumes are not yet known. Based on our past experience with similar soils, traffic and developments, we recommend the following thicknesses of pavement structure for those paved areas that will receive only actrenobiie and limited truck traffic Asphaltic Concrete 3.0 in. (minimum) Aggregate Base Course 8.0 in. The recommended pavement section, which assumes that construction will occur during the drier periods of the year, should be reviewed once traffic loadings have been defined. Pavement design recommendations assume that the base course will be free-draining with adequate drainage to prevent saturation. Adequate drainage will i,: particularly important considering the potential for shallow perched water conditions at the site. Drainage is usually poorest in cut sections or at low points within the paved areas such as at catch basins. Adequate drainage can be partially accomplished by sloping the pavement subgrade to adjacent ditches, by providing weep holes in the sidewalls of catch basins, and/or by installing drains in utility trenches. It should be noted that the recommended pavement design is based on the intended final use of the pavement. However, the most severe traffic loading conditions may occur during construction from frequent, concentrated heavy truck and equipment traffic. The owner and contractor must be aware that construction traffic on the indicated pavement section could cause damage and necessitate repairs. 'To provide quality materials and construction practices, we recommend the work conform to the following "Standard Specification for Highway Construction" used by the Oregon Department of "Transportation Part 300 Rases, Section 304 Aggregate Subbase and Base Part 400. Scholls Village Townhon►es, Phase 2 April 2, 1999 Erosion Control, Surface and Subsurface Drainage It should be anticipated that ri_wly exposed soils on cut and fill slopes will be susceptible to erosion For this reason, fill slopes should be revegetated as soon as practicable after construction. If an adequate vegetative cover cannot be established before the onset of the wet winter season, a heavy mulch or commercially available; mulching mesh may be required to minimize erosion Water should not be allowed to stand or pond on the site, with the exception of storm water detention ponds. Areas that could pond water should be graded and sloped to drain, and positive drainage should be maintained away from completed structures. i)ue to the potential for seasonal, shallow perched groundwater, a subsurface drain should be installed around the perimeter foundation for all structures. We recommend that the foundation drain consist of a minimum 4-in -diameter perforated line placed at the foundation grade and be covered to within 6 in. of the ground surface with clean (containing less than 2% finer than the No. 200 sieve) drain rock. The drain rock and drain line should be encapsulated in a non-woven geotextile fabric to prevent soil contamination of the drain, in addition, we recommend that drains be installed beneath concrete slabs- on-grade. Sub-slab drains should consist of 4-in.-diameter perforated pie placed in an 8-in.-thick mat of clean, compacted drain rock. The drain pipes should be spaced a maximum of 25 fl on center. A vapor barrier and sand leveling course should be placed, subject to the architect's approval, between the slab and the drain rock. Water collected in foundation drains should be transmitted in closed pipes to the storm water system. Design Review and (construction Inspection We suggest we be given the opportunity to review and discuss construction plans and specifications as they are being developed. Additionally, a qualified geotechnical engineer should observe compliance with design concepts, specifications, and recommendations, as well as all construction operations associated with earthwork and foundations. Limitations This report has been prepared to aid the project team in the design and construction of this project. The scope is limited to the specific project and !ocation described herein.. Our description of the project represents our understanding of significant aspects relevant to the construction of cuts and tills, foundations, utilities, and pavements in the event changes are planned in the location of these elements as they have been outlined in this report, we should be given the opportunity to review those changes and to modify or reaffirm, in writing, the conclusions and recommendations of this report. The conclusions and recommendations submitted in this report are based on data obtained from the test pits made at the locations shown on figure 2, our site reconnaissance, and on other sources of information described in the report.. in the performance of subsurface explorations, specific information is obtained at specific locations at specific times.
