As an alternate to .he code requirement of a second exit ob the upper level, we intend to frame a deck off bedroom number 3 in the front of the house. We will install a collapsible ladder similar to an attic ladder that can be released from someone on the deck. That will allow them to descend directly to the street grade below. We will compile all the changes that we have done and submit them to our engineer so that he can stamp the plans with all the revisions. We will submit these revisions by July 211" We have worked closely with our engineer and he is aware of all of these changes except for the deck and sprinkler system. They have been made according to his requirements so there should be no major structural changes. I In light of this we respectfully ask [hat you allow us to continue construction in the areas that are tot affected by the shear anacysis that we will be submitting. I apologize for the length of time it took, however, my engineer has been swamped between vacations and several large projects, so this was as soon as I could get it. The engineering consists of 4items. 1) Although a deck is shown on the site plan, there were no plans for the deck submitted. Item #1 is the plan and engineering for the deck. 2) Because of the topography of the lot we had to drop the garage 2 feet. This made the joist plan that was originally submitted impossible to build. The joist plan were it overlaps the garage, was modified and Item #2 is the engineering for that area along with the beam calculations for the modifications. In addition we changed one garage door from two 9-foot doors to one 16' door. 3) This addresses the changes on the wall adjacent to the deck. The windows were enlarged to advantage of the views and this engineering addresses the requirements necessary to do this. 4) This engineering addresses the changing of windows on the upper floor and addresses the issue of the floor in the basement. Our solution to eliminating this area is to remove the floor except for two triangular ends to stabilize the walls, then put x-bracing through the basement at 4 feet on center. We will then wall this area off so that it is not visible from the mechanical platform that you've allowed us to retain. This effectively disables the floor while maintaining the structural integrity of the pony walls. T appreciate your help and yc:ur cooperation with this issue. I am planning to order a framing and mechanical inspection for tomorrow. We are ready to insulate and to start sheet rocking. None of these issues have anything to do with sheet rock covering. I would hope that you would allow us to continue the construction of the building on the interior. The tearing out of the floor can be accomplished while the other construction is progressing and can be checked at final. I would also like to order a shear-wall inspection. I'm not certain how to do this because a lot of the straps and nailing will have to he corrected as the siding is going up and the scaffolding is there. I'm sure your inspector does not want to scale a 60' wall to check the nailing. Please tell me how you want to see that the straps are applied and have the nailing checked. Ws my intention to have the sider do this as he goes up the wall. We can take pictures of the strapping, and I suppose the inspector can look out the windows at the nailing. (CTI) performed a foundation investigation of the above referenced Lot 9 on 28 October and 3 November 1997, rhe field work was supervised by a CTI geologist, James E. Pyne. The purpose of this letter is to document the subsurface conditions observed during the investigation, and present conclusions and recommendations for the proposed single-family home construction. BACKGROUND Site Description Lot 9 is located on the southeast east side of a cul-de-sac on Benchview Place. A house formerly located on the northeast side of the cul-de-sac (Lot 8) has been removed because of foundation failure due to landsliding and slumping during the winter of 1996/1997. The northern portion of subject Lot 9 has also experienced some earth movement. The eastern portion of Lot 7 also experienced slope movement as part of the sarne failure which affected the northeast corner of the existing house. The site topography has an average grade of approximately 50 percent. The estimated elevation change from west to east across the lot is about 45 feet (see Figure 11 A stEep slide scarp is present at street level, and approximately 9 feet east of the curb. Other small scarps are present on the northern portion of the lot. These slide features tend to die out across the site to the south Vegetation on the lot consists primarily of grass with a few blackberry bushes near the street. Proposed_Construction Lot 9 is planned for one residence. We have seen the proposed house plans. We understand that the house will be approximately three stories tall with stilt framing at the rear. The purpose of this report is to provide alternative foundation designs for consideration. CTI W97-G1423 Jerry Engler - Lot 9 Page 2 FIELD EXPLORATIONS A hollow-stern auger boring was drilled to a depth of 26.5 feet on 28 October at a location about 6 feet east of the street curb and 32 feet south of the Lot 8 and 9 boundary (See Figure 2). A log of the boring is shown on Figure B-1 . Soil samples were taken at 2.5-feet intervals with a standard penetration test sampler (SPT). Blow counts were recorded for each 6-inch interval, and soil samples were retained in air-tight plastic bags for identification and reference. In addition tc drilling, three trackhoe test pits were excavated to depths ranging between 10.5 and 13.0 feet below the existing ground surface. Test pit locations are shown on Figure 1 , and logs are attached as Figures A-1 through A-3. An east-west subsurface cross section that correlates the depth of fill and approximate slide plane in the boring and test pits is shown on Figure 2. FIELD OBSERVATIONS Fills Several fill materials were observed in the boring and test pits, as noted on the various logs. The total fill thickness varied frorn 16 feet in boring B-1 to 9.5 feet in both TP-2_ and TP-3. Typically, the fill above depths of 5 to 6 feet are a mix of brown and reddish-brown clayey silt that is wet or very moist and relatively soft with estimated strengths of between 0.5 and 1 .0 tons/ft'. A very slow seepage of groundwater was observed at a depth of 3.5 feet in TP-1 . Below depths of 4 to 6 feet, the fill changes to grey silt with some clay and variable amounts of organic debris. Typically, this organic fill is not excessively moist. Below 5 feet in TP-1 and 6 feet in TP-2, the fill contains variable arnounts of gravel and occasional cobbles in a matrix of stiff clayey silt. Some limbs and roots were generally observed in the basal 12' to 18 inches of the fill. Groundwater A very slow seepage of groundwater was observed in test pit TP-1 . No seepage was encountered in the other test pits or in the boring. Native Soils Loess . Approximately 1 foot of brown clayey silt was encountered in boring B-1 and test hits TP 1 and TP-2. Test pit TP-3 was excavated through 3.5 feet of loess without fully penetrating the unit. It appears likely that much or a!l of the loessal soils are colluvial in nature, having been transported down slope by precipitation and gravity. Colluvium . Below the loess described below, a reddish-brown clayey silt was found in the boring, and in the first two test pits. This soil is composed of numerous fragments that have weathered from the underlying basalt rock and transported down slope. The colluvial layer is about 1 .5 to 2.0 feet thick. i I CTI N97-G1423 Jerry Engler - Lot 9 Page 3 Residuum . Residual soils formed frorn the in-situ weathering of Columbia River Basalt appears to underlie the colluvium. Boring B-1 found residual soils between 20.0 and 26.5 feet, the total depth. CONCLUSIONS AND RECOMMENDATIONS General Given the site history, the site fills are not considered suitable for spread foundation support. The upper 5 to 6 feet of fill on Lot 9 is unstable. Fills below the slide plane shown on Figure 1 may have adequate strength; however, their variability, spotty organic content, and sloping contact with the underlying native soils combine to make there potentially unstable. We recommend that the proposed house foundation excavation be carried to stiff native residual soil, at least 2 to 3 !eet below the base of fill and the footings either be founded on native soils or on granular engineered fill. Excavation for the house will effectively remove as much as 80 percent of the slope failure. No further stability evaluation is considered necessary since we are recommending such a near complete remova4. The approximate removal limits are shown on the slope profile. Deep Foundations Due to the depth of the potentially unstable fill soils, the point of fixity for deep pile- or pier- type foundations is going to be sufficiently deep and the potential lateral loads due to the slope assumed high. To design a cantilever without the use of an expensive system of tiebacks or soil anchors against this high potential lateral loading with such a long moment arm, will likely result in intolerable bending moments. For this reason we are not recommending the use of deep foundations. Overexcavation From our meeting with Jerry Engler, we proposed that the best alternative is for removal and partial replacement with granular engineered fill. The volume of granular fill can be minimized by stepping the foundation, i.e., placing a retaining wall midway toward the back of the house to retain structural fill for support of a retaining wall at the front of the house. The upper wall should not be located within a 1 H:1 V plane to the lower wall; starting from the uppermost wall footing to the lowest point of the back vertical fare on the lower wall. The house designer should drLw as many downslope profiles as necessary to show the city the amount of replacement fill and the spatial relationships between retaining walls. CTI should review the house plans and observe the foundation excavation to verify that it has been taken below all fill, topsoil, and loess and exposes predominantly residual and some colkivial soils.
