We have a request for v;;u to consider as an alternate to our current Rov, Housing Policy,
"Conclusions", Section 2 D., which states: " Property line walls at each unit shall be insulated as for
exterior walls per current energy code requirements, R-21", the placement of R-I.1 in doth exterior
"party walls".
With reference to paragraph 2 of'Mr. Magaro's letter, I can remember discussing the placement of R-
1 I in both walls as a means of achieving the STC rating. As you know we were discussing during this
same general period the requirement of insulation in duplexes, and concluded that insulation was Trot
required between the units, because the State considered these walls heated walls not requiring
insulation.
In conversat;.ons with Ann Kiem,City of Portland,the intbrmation submitted by Mr. Magaro as to their
policy is twe, they do not reoluire R-21 insulation in these party Malls, however, they do require R-11
in both walls to achieve the Required STC rating.
It is my opinion that the requirement of R-21 insulation in single fwnily attached would in essence be a
double standard to our duplex policy,and would support Mr. Magaro's request for this alternate.
